Deltona’s master fee schedule, Resolutions 2026-53 and 2026-83, lists a stand-alone electrical permit for a one or two family home at $72.00 plus 0.8 percent of valuation. Elevation’s Deltona location page lists Federal Pacific elimination next to FL License EC13011028.
What the utility actually wrote
Confirm the logo on the bill before anyone prices the job.
Deltona’s own Electrical Permit application prints two utility boxes, Duke and FPL. It also prints a Disconnect/Reconnect box.
Duke’s Florida rules put a company seal on every meter. Section 5.02 forbids anyone but a Duke representative from breaking that seal. The company installs and maintains that meter, and title stays with Duke, excluding the self-contained enclosure.
Section 5.04 says tampering with the company’s meters can lead to prosecution under Florida law.
On an FPL account the process is different. FPL’s Project Portal job aid reserves disconnecting the service conductors to the house for FPL itself. It says inspections submitted to FPL by 1 p.m. allow a same-day reconnect.
The city’s hurricane page lists both utilities, and the bill decides which one is yours.
The city says the Self-Service portal is where you apply for permits, check status, upload documents and pay invoices.
Permits for a Deltona address
Building Services is at 2345 Providence Boulevard.
Who pulls the permit matters. Deltona’s electrical application has an owner-builder box and a disclosure. An owner-builder must appear in person and sign the application and that disclosure.
Counter hours at Building Services are weekdays, 8:00 a.m. to 4:30 p.m., and phone support runs 7:00 a.m. to 5:00 p.m.
The master fee schedule lists the stand-alone electrical permit at $72.00 plus 0.8 percent of valuation. It does not say whether a panel swap uses that line or the alterations line.
Elevation’s Deltona page prints EC13011028. Match it against the permit record.
Price, without inventing one
Deltona’s schedule lists permit fees only. It has no installation price.
Elevation’s Deltona page prints $3,500 to $6,500 for a charger plus a panel upgrade. TrueBright’s Orlando page puts most Central Florida replacements at $1,800 to $3,500. A charger job and a Central Florida swap range answer different questions, so neither is a Deltona quote.
Check EC13011028 against the Florida DBPR license search. Elevation’s Deltona location page prints that same EC. The DBPR extract, re-read 11/02/2026, lists Elevation Electrical LLC as Current and Active, class EC, expiring 08/31/2028. On Florida’s proof-of-coverage search, updated 11/01/2026, Elevation Electrical shows workers’ compensation with Technology Insurance Company, policy TWC4706990, from 12/12/2025 to 12/12/2026. That policy ends 12/12/2026, so check coverage again before you sign. TrueBright supplies an Orlando-area cost row only.

What to hand the carrier
Start with the closed electrical record from the Self-Service portal. The passed inspection is on that record. Elevation’s invoice goes in once it carries EC13011028. The carrier’s letter decides whether before-and-after photographs and a load sheet go in.
Use the attachment list on the carrier’s letter.
Typical replacement cost
Deltona publishes a permit fee and no install price. A charger-plus-panel cell and an Orlando-area swap range disagree
$3,500 to $6,500
Deltona page cell for a charger plus a panel upgrade, printed by the listed shop
On its Deltona location page, Elevation prices a charger plus a panel upgrade at $3,500 to $6,500. That cell is charger work plus a panel, not a panel-only swap. TrueBright prints $1,800 to $3,500 for most Central Florida replacements on an Orlando page. A charger job and a Central Florida swap range answer different questions, so neither is a Deltona quote.
Source: Elevation Electrical$1,800 to $3,500
TrueBright Orlando-page range for Central Florida replacements, used here as cost only
TrueBright printed $1,800 to $3,500 for most Central Florida replacements on an Orlando URL. Elevation’s Deltona page, a different page, prints $3,500 to $6,500 for a charger plus a panel. The two do not match. Cost source only. The $72 stand-alone line is a city fee. TrueBright’s page was written for Orlando, not Deltona.

Permit
City of Deltona Building Services Division
Who pulls it: Deltona Building Services is at 2345 Providence Boulevard, Deltona, FL 32725. The published permitting phone is (386) 878-8660. In-person hours on that page are Monday through Friday, 8:00 a.m. to 4:30 p.m. Phone support is 7:00 a.m. to 5:00 p.m. Applications go through the city Self-Service portal at deltonafl-energovweb.tylerhost.net/apps/SelfService. The Electrical Permit application, revised January 2024, lists New Inside Service Panel and New Outside Service Panel as proposed-work boxes. The same form asks the applicant to mark Duke or FPL and to mark Disconnect/Reconnect. The form has an owner-builder box. The owner-builder path says the applicant must personally appear and sign the application and the owner-builder disclosure. Resolutions 2026-53 and 2026-83 price One and Two Family Dwellings stand-alone Mechanical, Electrical, Gas, and Plumbing permits at $72.00 plus 0.8 percent of valuation. The schedule does not say whether a panel swap uses that line or the alterations line, which is 0.49 percent of the documented construction value with a $72.00 minimum.
Who pulls the permit matters. Deltona’s electrical application has an owner-builder box and a disclosure. Elevation’s Deltona page prints EC13011028, which the permit record should show.
Utility coordination
Duke Energy Florida or FPL, the bill names the desk
Who disconnects: Read the electric logo first. Deltona’s Electrical Permit application prints two utility boxes, Duke and FPL, plus a Disconnect/Reconnect box, and the city’s hurricane page lists both FPL and Duke Energy as electric providers. No source we opened maps which streets belong to which utility, so the bill decides. On a Duke Energy Florida account, tariff section 5.02 puts a company seal on every meter, and only a Duke representative may break it. The company installs and maintains the meter, and title stays with Duke apart from the self-contained meter enclosure. Section 5.04 makes tampering with company meters a matter for prosecution under Florida law. On an FPL account, the Project Portal job aid reserves disconnecting the service conductors to the house for FPL itself. It also says meter enclosure work needs an inspection by the inspecting authority before FPL re-energizes, and that inspections submitted to FPL by 1 p.m. allow a same-day reconnect. Confirm the logo on the bill before anyone prices the job.
Outage window: Neither Duke’s rules nor FPL’s job aid gives a total outage length. The FPL job aid says an inspection submitted by 1 p.m. allows same-day reconnect.
The city says the Self-Service portal is where you apply for permits, check status, upload documents and pay invoices.
What to hand the insurer
- Closed City of Deltona electrical permit from the Self-Service portal
- Passed Deltona electrical inspection on that same record
- Invoice that reprints the Florida EC used on the permit record
- Photographs of the panel before and after, if the carrier’s letter asked for them

Ask your agent for the exact list. Carriers do not publish a single national checklist.
