What the utility actually wrote

Confirm the logo on the bill before anyone prices the job.

Read the electric logo first. The city’s Power Generator and Electricity Safety page lists a Duke Energy contact and a Withlacoochee Electric contact. No source we opened maps which Brooksville addresses belong to which, so the bill decides.

On a Duke meter, section 5.02 of Duke’s Rules and Regulations says a company representative seals every meter, and only an authorized company representative may remove the seal.

Section 5.04 says tampering with company metering equipment can bring prosecution under Florida law.

On a Withlacoochee River Electric Cooperative (WREC) meter, WREC’s Renewable Generation System application, which is written for solar installs, tells a contractor who needs the meter can to contact the local WREC office to arrange removal of the seal. It says the member is charged $100.00 if anyone other than WREC personnel removes it.

The Duke sections and the WREC instructions cover the seal. They do not give an outage length.

Permits go through the city’s Permits Portal.

Permits for a Brooksville address

City Hall has the Building Division on the first floor at 201 Howell Avenue.

Search the property appraiser first. Levy code CWBE means the property is in city jurisdiction. Levy code CWES means it is outside the city, and Hernando County handles it.

Who pulls the permit matters. The Owner Builder Statement is the form Brooksville has owners sign in person at the Building Division. That statement puts direct, onsite supervision on you.

The Permits Portal takes the digital packet. Paper dropped at City Hall for staff to process carries the $54.00 intake plus the per-page scan fees.

The FY 2026-2027 fee schedule prices Electrical Service Upgrade/Panel Change-Out at $101.00. Starting work before the permit is issued adds a penalty of 100 percent of the usual permit fee under FBC 109.4.

The under-$7,500 exemption on the Permitting Information page does not cover electrical work.

Price, without inventing one

$101.00 is the city’s change-out permit fee, not an install price. Lightning Bay’s Tampa Bay cost page lists $1,500 to $3,000 for a same-amperage Federal Pacific or Zinsco swap. Circuit’s Wesley Chapel page starts panel replacement at $3,300 and prints no top. Neither page names Brooksville.

The Florida electrical contractor extract of 11/02/2026 lists KENNEDY ELECTRIC at 1160 Ponce De Leon Blvd, Brooksville, under license 13011268, class EC, current and active, expiring 08/31/2028. Florida’s Proof of Coverage search shows workers’ compensation for Kennedy Electric with Benchmark Insurance Company, policy 99WC0000488401, in force from 06/22/2026 to 06/22/2027. That row lists K3 Electrical Technologies Inc as the named insured. Lightning Bay and Circuit supply cost figures here and nothing else.

What to hand the carrier

The closed Permits Portal record, with the inspector’s pass on it, is the first paper to send. Kennedy’s invoice belongs in the packet when it shows EC13011268. Before and after panel photographs belong in the packet only if the carrier’s letter asked for them, and a load sheet only if the shop produced one.

If the letter lists other papers, send those too.

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
