Pasco City Hall will take a building file. It will not take the electrical permit. That electrical file is Washington L&I. Mister Sparky of the Tri-Cities lists Federal Pacific Stab-Lok, Zinsco, and Pushmatic swaps on its Pasco page and prints its L&I registration.
L&I can close the electrical permit. It cannot set Franklin PUD’s meter. The contractor you hire buys the L&I permit, and Franklin PUD sets the meter only after the state inspector signs off. Those two systems do not match.
What the utilities actually wrote
Check whether the bill says Franklin PUD. Confirm the logo on the bill before anyone prices the job.
Start with the 2025 Electric Service Requirements. The meter is owned and maintained by Franklin PUD.
Franklin PUD will supply and install the meter into the customer’s meter base when the new service is approved and connected.
The customer shall install the meter base. The customer shall obtain inspection and approval from the State Electrical Inspector for all service entrance equipment.
All costs, inspections, service fees, and materials are the customer's responsibility. Those amounts shall be paid before connection to Franklin PUD’s system.
Altered residential service starts with a Request for Residential Electric Service application and a site plan showing the meter location. Franklin PUD Engineering takes that packet by email or at 1411 W. Clark Street. Engineering questions go to 509-547-0556. That is not a homeowner meter-set path.
Kennewick can be Benton PUD. Richland inside the city limits is City of Richland Energy Services. This page’s Franklin PUD rules do not cover those tickets.
Franklin PUD does not publish a guaranteed power-off hour count.
Permits in Pasco
The building counter is Pasco City Hall, 525 N. 3rd Avenue. The electrical file is not that counter.
Who pulls the permit matters. The city’s Building Division page says all electrical permitted work is handled by Washington L&I. L&I’s Kennewick office is at 4310 W. 24th Avenue. L&I’s permit page says the electrical contractor or the owner who will actually do the work buys the permit. If you hire an electrical contractor, that contractor must purchase their own permits. Washington’s owner route is for people doing the wiring themselves, so a hired shop’s job should never ride on a homeowner permit.
Kennewick and Richland still use L&I for the electrical inspection. City of Richland Energy Services is a different reconnect desk. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Neither printed price below comes from Washington.
A North Carolina shop in Greensboro quotes a typical 200-amp upgrade at $1,500 to $3,500. A Florida shop in Palm Coast lists FPE, Zinsco, or Challenger replacement at $2,200 to $3,000. Both are East Coast numbers, and neither was written for a Tri-Cities house. Mister Sparky posts no Pasco price, so its written quote is the only local figure you will hold. Those two systems do not match. We will not average them. We are not inventing a 24th Avenue midpoint from either system.
L&I’s Verify a Contractor page shows whether an electrical registration is active. Match it to the number the shop will buy the permit under. Mister Sparky’s Pasco page names Federal Pacific, Zinsco, and Pushmatic swaps. The shop’s own site prints License #COLUMBH743C3. Their Pasco page says the job comes with Washington State and local permits. They are listed for the panel letter, not as a Franklin County directory.
Directory-only shops are omitted. A page that names these brands and does not print a Washington license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed L&I electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
A North Carolina shop and a Florida shop publish panel bands that do not match. We are not inventing a 24th Avenue midpoint from them
$1,500 to $3,500
Typical 200-amp panel upgrade printed by a Greensboro, North Carolina shop
Their Greensboro homepage FAQ. A Palm Coast shop prints FPE, Zinsco, or Challenger replacement at $2,200 to $3,000. Those two systems do not match. We will not average them. We are not inventing a 24th Avenue midpoint from either system. It prices a typical 200-amp upgrade. A like-for-like Federal Pacific swap is a different scope if the service size does not change.

Permit
Washington State Department of Labor and Industries, Electrical Program
Who pulls it: Pasco’s Building Division sits at City Hall, 525 N. 3rd Avenue, Pasco, WA 99301. The published building phone is 509-543-5726. Hours on the city page are Monday through Friday, 8:00 a.m. to 5:00 p.m. That counter is blunt about electrical work. All electrical permitted work is handled by the Washington State Department of Labor and Industries. L&I’s Kennewick electrical office is at 4310 W. 24th Avenue, Kennewick, WA 99338. The 24-hour inspection-request line on L&I’s Region 5 sheet is 509-735-0148. L&I’s permit page says electrical permits must be purchased by the electrical contractor or the property owner or homeowner who will actually be doing the work. If you are hiring an electrical contractor, they must purchase their own permits for the work they do on your property. Kennewick and Richland still use L&I for the electrical file. City of Richland Energy Services is a different reconnect desk.
Who pulls the permit matters. L&I’s statewide rule is the hire line. If you hire an electrical contractor, that contractor buys the permit. Washington’s owner route is for people doing the wiring themselves, so a hired shop’s job should never ride on a homeowner permit. A quote that only says we handle the permit should name Pasco, Kennewick, or Richland on the address. Washington electrical-contractor advertising is the L&I number. Ask for the electrical contractor registration they will put on the L&I file.
Utility coordination
Franklin PUD on most Pasco bills
Who disconnects: Franklin PUD’s 2025 Electric Service Requirements are blunt about ownership. The meter is owned and maintained by Franklin PUD. Franklin PUD will supply and install the meter into the customer’s meter base when the new service is approved and connected. The customer shall install the meter base and obtain inspection and approval from the State Electrical Inspector for all service entrance equipment. All costs, inspections, service fees, and materials are the customer's responsibility and shall be paid before connection to Franklin PUD’s system. Altered residential service starts with a Request for Residential Electric Service application and a site plan showing the meter location, sent to ENGApplications@franklinpud.com or delivered at 1411 W. Clark Street. Engineering questions go to 509-547-0556. That is not a homeowner meter-set path.
Outage window: Franklin PUD does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Kennewick can be Benton PUD. Richland inside the city limits is City of Richland Energy Services. Those are different disconnect desks. This page’s Franklin PUD rules do not cover those tickets. A like-for-like panel swap still needs the L&I inspection and that utility ticket. A service-size change is still the district’s meter work after the state inspector signs off.
What to hand the insurer
- Closed Washington L&I electrical permit
- Passed L&I electrical inspection
- Franklin PUD, Benton PUD, or Richland Energy Services reconnect record if the job needed one
- Invoice showing the Washington electrical contractor license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
