Federal Pacific panel replacement in San Luis Obispo

In San Luis Obispo, city permits go through InfoSLO and Building and Safety. Under PG&E's Electric Rule 31, only PG&E personnel or its authorized agents may take the meter off or put it back.

Do you have an insurance letter about this panel?

Photo upload comes later. A picture of the closed door and the inside label is enough if someone asks.

San Luis Obispo County lists electrical panel replacement as an ePermit, open to a licensed contractor once PermitSLO has verified the CSLB license. PG&E keeps a separate track, and its Greenbook sends any meter removal through a PG&E application. Those two systems do not match.

Under Rule 31, the electrician you hire is a third party unless PG&E has made them an authorized agent, and third parties may not breach the meter seal.

What the utilities actually wrote

Confirm the logo on the bill before anyone prices the job. The seal rules below are PG&E’s.

PG&E's Greenbook, its Electric and Gas Service Requirements, is the first place to look. Do not remove or interfere with PG&E meters, seals, padlocks, or other locking devices.

Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment (including, but not limited to, PG&E’s electric or gas meters and energized distribution system).

State law prohibits tampering with or connecting to utility property without PG&E’s consent and may result in legal penalties.

If service or meter removal is required, contact PG&E through the application process. Rule 31 says the same about the meter itself. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter.

PG&E does not publish a guaranteed power-off hour count.

5 Star's Zinsco page says it works with PG&E on the service disconnect and reconnect. That is a contractor field note.

Permits in San Luis Obispo and in the county

Inside the city, start at Building and Safety, 919 Palm Street. The phone is (805) 781-7180.

Who pulls the permit matters. Applications go through InfoSLO. Walk-in hours on the contact page are Monday through Thursday, 9:00 a.m. to 12:00 p.m.

California's owner-builder exemption comes with conditions, one of them living in the house for the 12 months before the work is finished. Read CSLB's terms before your own name goes on the application.

County permits are handled by Planning and Building at 976 Osos Street, Room 200. Planning and Building answers at (805) 781-5600. County ePermits include electrical panel replacement for California licensed contractors after the license is verified in PermitSLO.

A quote that only says “we handle the permit” should name the city on the address.

Price, without inventing one

5 Star prints San Luis Obispo County numbers on its Zinsco page. MAG’s number was written for a Santa Maria job that also added a charger circuit.

5 Star's main panel replacement is $3,000 to $4,000. MAG’s Santa Maria homepage prints $5,400 for a Federal Pacific swap plus a Tesla charger circuit. If neither 5 Star band fits your house, the carrier needs a written quote with your address on it. Those two systems do not match. We will not average them. We are not inventing a Palm Street midpoint from either system.

PermitSLO checks a contractor's CSLB license before the county takes an ePermit, and you can run the same CSLB check on anyone who bids. C10# 973698 is on 5 Star's homepage and on its Zinsco page, which also covers Federal Pacific Stab-Lok. CSLB shows that license current and active until 03/31/2027, at a Los Osos address. Original Energy's electric division lists replacement of recalled Federal Pacific and Zinsco panels and prints C-10 License #820285, which CSLB shows current and active until 05/31/2027. Both shops are here because those CSLB records match what they print. This page is not a ranking of San Luis Obispo electricians.

Directory-only shops are omitted. MAG Electric shows up above only for its Santa Maria price. Panel Letter lists MAG on its Santa Maria page. The listed shops are not affiliated with Panel Letter.

What to hand the carrier

The useful packet is the closed City of San Luis Obispo or San Luis Obispo County electrical permit, the passed building-division inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Electricians who advertise this job

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.

To get introduced, use the quote form on this page. We do not send you to the shop from here.
