You are holding a letter that named Zinsco. Santa Rosa still wants the simple electrical permit. PG&E still wants its own ticket before anyone breaks a meter seal.
File the simple electrical permit through Accela. Get PG&E's meter ticket before anyone breaks a seal. Those two systems do not match. A helper with a van cannot print that permit or open that PG&E application.
What PG&E actually wrote
Start with the 2026 Greenbook. Do not remove or interfere with PG&E meters, seals, padlocks, or other locking devices.
Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters.
State law prohibits tampering with or connecting to utility property without PG&E’s consent.
If service or meter removal is required, contact PG&E through the application process. Electric Rule 31 repeats the socket rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any other third party may not breach the seal around that meter.
The city issues the electrical permit. PG&E will not treat a cut seal as ordinary maintenance. Those two systems do not match.
Confirm the logo on the bill. Most Santa Rosa, Windsor, and Sebastopol addresses are PG&E.
PG&E does not publish a guaranteed power-off hour count. Eleos describes most jobs as a single day on site, with permit and inspection stretching the calendar to one to three weeks. That is a contractor field note.
Permits inside Santa Rosa and in Sonoma County
Inside the city, start at Planning and Economic Development, City Hall, 100 Santa Rosa Avenue, Room 3. Electrical permits go through Accela Citizen Access. The virtual permit counter is 707-543-3200.
Who pulls the permit matters. The online-permitting page says building permits will only be issued to the owner-builder or the licensed contractor. Simple Electrical records include main panel replacements. Those records can auto-issue to a licensed contractor with a current business tax certificate. They can also auto-issue to the legal property owner as owner-builder. The Notice to Property Owner form is how that owner path is written down. The owner-builder is the responsible party of record on the permit. CSLB’s owner-builder exemption can cover a principal residence if the work is performed before sale, you live there for the 12 months before completion, and you have not used the exemption on more than two structures in three years. Owning the home does not mean you should pull the permit and then hire someone under your name.
Unincorporated Sonoma County files at Permit Sonoma. Windsor, Sebastopol, Rohnert Park, and Petaluma may file at a different counter than 100 Santa Rosa Avenue. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Eleos’s 2026 Santa Rosa cost guide publishes more than one band and does not hide the spread. A same-size 200-amp swap printed as Federal Pacific or Zinsco replacement is $3,500 to $5,200. A 100-amp to 200-amp service upgrade with a new panel is $4,200 to $6,500. The same table prints $5,500 to $8,500 when the service mast and grounding also need repair.
Their Sonoma County signs page prints a wider 200-amp line. A straightforward 200-amp residential replacement is $3,500 to $6,500.
Those two systems do not match. We will not average them. We are not inventing a Santa Rosa midpoint from this table.
California license lookup is public. Ask for the C-10 number and check it on CSLB before you sign. One shop advertises this work on their own site and prints a license number. Eleos’s 2026 cost guide names Federal Pacific and Zinsco and is backed by CSLB #1009044 on the company homepage. They write daily work in Santa Rosa, Windsor, Sebastopol, and Sonoma County. They are listed for the panel letter, not as a Sonoma County directory.
Directory-only shops are omitted. A page that names these brands and does not print a California electrical license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed city or Permit Sonoma electrical permit, the passed inspection, an invoice with the C-10 number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Sonoma County shop publishes Santa Rosa bands that do not describe one job. We do not invent a midpoint

Same-size 200-amp panel swap printed as Federal Pacific / Zinsco replacement
Their 2026 Santa Rosa cost guide. The same page names Federal Pacific and Zinsco as the same-size swap they are pricing. We are not inventing a Santa Rosa midpoint from this band.

Permit
City of Santa Rosa Planning and Economic Development, Building
Who pulls it: Santa Rosa’s Building Permits page says any owner or authorized agent who intends to replace an electrical system shall first obtain the required permit. Applications go through Accela Citizen Access. The city’s online-permitting page is explicit about who can hold the issued permit. Building permits will only be issued to the owner-builder or the licensed contractor upon approval. Anyone can register and use the system. Simple Electrical records include main panel replacements and new outlets. Those simple records can auto-issue to a registered, appropriately licensed contractor with a current business tax certificate, or to the owner-builder, who must be the legal property owner. The same page says you can hire a contractor to obtain the permit under their license, or you can obtain it as the owner-builder and act as the general contractor. An Owner-Builder fills out the Notice to Property Owner form. That notice says the owner-builder is the responsible party of record on the permit. The virtual permit counter is 707-543-3200. In-person appointments are at City Hall, 100 Santa Rosa Avenue, Room 3. Unincorporated Sonoma County is a different counter. Permit Sonoma takes those files. Windsor, Sebastopol, Rohnert Park, and Petaluma may file at a different counter than 100 Santa Rosa Avenue.
A quote that only says we handle the permit should name the city on the address. California licensing for this work is CSLB C-10. Ask for the number they will put on the city or county file.
Utility coordination
PG&E on most Santa Rosa bills
Who disconnects: PG&E’s 2026 Electric and Gas Service Requirements (Greenbook) list what applicants and contractors must not do. If service or meter removal is required, applicants must contact PG&E through the application process. Electric Rule 31 repeats the meter rule for devices at the socket. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any non-PG&E third party may not access or breach the seal surrounding PG&E’s electric meter. That is not a homeowner meter-pull path.
Outage window: PG&E does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Santa Rosa, Windsor, and Sebastopol addresses are PG&E. A like-for-like panel swap still needs the PG&E ticket and the city or county inspection. A service-size change is a PG&E project application as well as the building permit.
What to hand the insurer
- Closed City of Santa Rosa or Permit Sonoma electrical permit
- Passed building-division inspection
- Invoice showing the California C-10 license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
