A Duncan shop and a mill-era I-85 panel is how a lot of Upstate letters start. The carrier still named Federal Pacific on the panel.
The county inspector will not own the Duke Energy meter. Duke Energy will not print the Fairforest Road electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Spartanburg and Greenville bills are Duke Energy Carolinas. Confirm the logo on the bill before anyone prices the job.
Start with the April 2026 Service Requirements Manual. The customer shall be held responsible for breaking the seals, tampering, or interfering with the company’s meter or other equipment.
No one except authorized employees or agents of the company shall be allowed to make any repairs or adjustments to any meter or other piece of equipment belonging to the company.
The contractor sealing policy is a second published line. A licensed electrical contractor shall notify the company before breaking and removing the meter seal to perform work, and shall notify the company immediately following any work so the company can re-inspect the facilities and replace a company seal.
Those two lines do not match as a casual homeowner path. That is not a homeowner meter-pull path.
Apply through Duke Energy Carolinas at 1-800-777-9898. Duke does not publish a guaranteed power-off hour count.
Permits in Spartanburg County and in Greenville County
Inside unincorporated Spartanburg County, start at Development Services, 9039 Fairforest Rd. The phone is 864-595-5320. Files go through EnerGov.
Who pulls the permit matters. Greenville County’s permit page wants the SC license holder to submit, sign, and pick up the file when a contractor is doing the work. That same page lets an owner submit only when the owner is doing the work. Rentals still require a South Carolina licensed contractor. Owning the home does not mean you should pull the permit and then hire someone under your name.
City of Spartanburg files at 440 S Church Street. City of Greenville, Greer, Simpsonville, Mauldin, and unincorporated Greenville County file at their own counters. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
One Upstate contractor page publishes two panel bands and does not hide the split.
Redland Electric’s Federal Pacific and Zinsco page prints most residential replacements at $1,500 to $4,500. The same shop’s Greenville upgrade guide prints $1,500 to $5,000. Those two lines do not match. We will not average them. We are not inventing a Duncan midpoint from either line.
South Carolina LLR lookup is public. Ask for the number and check it before you sign. One shop advertises this work on their own site and prints a license number. Redland’s Federal Pacific page names FPE Stab-Lok and Zinsco. The shop’s own site prints License # M116386. They write daily work from 199 Thackston Rd in Duncan. They are listed for the panel letter, not as an Upstate directory.
Directory-only shops are omitted. A page that names these brands and does not print a South Carolina license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed Spartanburg County, City of Spartanburg, Greenville County, City of Greenville, or other Upstate electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Permit
Spartanburg County Development Services
Who pulls it: Spartanburg County Development Services sits at 9039 Fairforest Rd, Spartanburg, SC 29301. The phone is 864-595-5320. Files go through the county’s EnerGov Citizen Self Service portal. Inside the City of Spartanburg, Building Inspections sits at 440 S Church Street. The Building Official phone is 864-596-2111. Greenville County Building Safety is a different counter. Greenville County’s permit page is blunt. If a contractor is doing the work, the application must be submitted, signed, and picked up by the contractor (SC license holder). If the owner is doing the work, the application must be submitted, signed, and picked up by the owner. All residential rental properties require work to be completed by a South Carolina licensed contractor. An owner/builder path exists only when the applicant is the owner, the use is specifically by the owner, the property is not for sale or lease or used as a rental, and a notarized recorded Owner Builder Disclosure Statement is submitted. City of Greenville files are not the Spartanburg County file.
City of Spartanburg, City of Greenville, Greer, Simpsonville, Mauldin, and unincorporated Greenville County file at their own counters. A quote that only says we handle the permit should name the city on the address. South Carolina electrical-contractor advertising is the LLR number. Ask for the number they will put on the Spartanburg County, City of Spartanburg, or Greenville County file.
Utility coordination
Duke Energy Carolinas on most Upstate bills
Who disconnects: Duke Energy Carolinas’ April 2026 Service Requirements Manual is blunt on the meter. The customer shall be held responsible for breaking the seals, tampering, or interfering with the company’s meter or other equipment installed on the customer’s premises. No one except authorized employees or agents of the company shall be allowed to make any repairs or adjustments to any meter or other piece of equipment belonging to the company. The Electrical Contractor Sealing Policy is a second published line. A licensed electrical contractor shall notify the company before breaking and removing the meter seal to perform work, and shall notify the company immediately following any work so that the company can re-inspect the facilities and replace a company seal. Those two lines do not match as a casual homeowner path. Apply for service through Duke Energy Carolinas at 1-800-777-9898. That is not a homeowner meter-pull path.
Outage window: Duke Energy Carolinas does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Spartanburg, Duncan, Greer, and Greenville addresses are Duke Energy Carolinas. A like-for-like panel swap still needs the city or county inspection and that Duke ticket. A service-size change is still that ticket, not a helper cutting the seal. Duke’s builder guide says the company cannot connect electrical service without the proper permit and inspection.
What to hand the insurer
- Closed Spartanburg County, City of Spartanburg, Greenville County, City of Greenville, or other Upstate electrical permit
- Passed electrical inspection
- Invoice showing the South Carolina license number used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
