A Palmer Street shop and a Suite 107 electrical permit is how an Indianapolis letter actually moves. The carrier still named Federal Pacific on the panel.
The city inspector will not own the AES Indiana seal. AES Indiana will not print the BNS electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Indianapolis and Marion County bills inside the old IPL map are AES Indiana. Confirm the logo on the bill before anyone prices the job.
Start with Gold Book Section 555. It is unlawful to break seals and/or locks on Company meters or to remove meters without notifying the Service Connection Division on telephone number (317) 261-8133.
The Company reserves the right to seal all meters, metering equipment, and fused or unfused switches, together with any enclosures containing unmetered circuits.
Services that have been disconnected by the company are to be restored only by AES Indiana personnel. Unmetered circuits and bypassed meter fittings will be disconnected. That is not a homeowner meter-pull path.
AES Indiana does not publish a guaranteed power-off hour count. In all cases where a service has been disconnected, the main disconnect shall be in the open (off) position or the service will not be reconnected. Call (317) 261-8133 for the Service Connection Division. Carmel, Fishers, and Noblesville bills are often Duke Energy Indiana. That is a different disconnect desk. Kochs writes most residential panel replacements take four to eight hours. That is a contractor field note.
Permits in Indianapolis and in Carmel
Inside the city, start at Department of Business and Neighborhood Services, 200 E. Washington Street, Suite 107. General information is (317) 327-8700. Construction Services is (317) 327-8938.
Who pulls the permit matters. AES Indiana’s Gold Book repeats the city rule. Any work performed from the meter to the building, including the panelboard, requires an electrical permit. A new or altered service also needs the city sticker or self-certification tag and the authorization numbers. Owning the home does not mean you should pull the permit and then hire someone under your name.
Speedway, Southport, Lawrence, Beech Grove, Carmel, Fishers, and Noblesville each have their own counter. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Two Central Indiana contractor pages publish panel bands and do not hide the split.
Zimmerman’s April 8, 2026 signs page prints Federal Pacific Stab-Lok replacements at $2,500 to $3,000. Godby’s Indianapolis FAQ prints a straightforward 100-amp to 200-amp upgrade at $1,500 to $2,500. Those two systems do not match. We will not average them. We are not inventing a Washington Street midpoint from either system.
Indiana license lookup is public. Ask for the EC number and check it before you sign. Two shops advertise this work on their own sites and print a license number. Kochs’ panel page names a Federal Pacific Stab-Lok replacement after a Carmel carrier letter. The shop’s own site prints Indiana License #EC21400047. They write daily work from 202 E Palmer St. Thornton’s June 15, 2026 blog names Federal Pacific Electric and Zinsco replacements. The shop’s own site prints Indiana Electrical License EC2500017. They write daily work from 23 S 8th St in Noblesville. They are listed for the panel letter, not as a Marion County directory.
Directory-only shops are omitted. A page that names these brands and does not print an Indiana electrical contractor number is not a listing. The listed shops are not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Indianapolis or suburban electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Indianapolis shop and one Central Indiana shop publish panel bands that do not match. We are not inventing a Washington Street midpoint from them
$2,500 to $3,000
Federal Pacific Stab-Lok replacement printed by an Indianapolis shop
Their April 8, 2026 signs page. The same 2026 table prints Zinsco replacements at $2,500 to $3,000 and a 100-amp to 200-amp upgrade at $2,500 to $3,000. A Central Indiana shop prints a straightforward 100-amp to 200-amp upgrade at $1,500 to $2,500. Those two systems do not match. We will not average them. We are not inventing a Washington Street midpoint from either system.

Straightforward 100-amp to 200-amp upgrade printed by a Central Indiana shop
Their Indianapolis panel-upgrade FAQ. The same page prints most residential panel upgrades at $1,500 to $4,000. Those two lines do not match. This straightforward upgrade is not Zimmerman’s $2,500 to $3,000 Federal Pacific line. Those two systems do not match. We will not average them.

Permit
City of Indianapolis Department of Business and Neighborhood Services
Who pulls it: The Department of Business and Neighborhood Services sits at 200 E. Washington Street, Suite 107, Indianapolis, IN 46204. General information is (317) 327-8700. Bureau of Construction Services is (317) 327-8938. Permit questions go to permitquestions@indy.gov. Construction Services email is bns.constructionservices@indy.gov. Hours on the AES Indiana Gold Book contact block are 8:00 a.m. to 4:30 p.m. Electrical files go through the city’s permit portal. AES Indiana’s Gold Book is blunt about the city map. The City of Indianapolis Department of Business and Neighborhood Services does not include Speedway, Southport, Lawrence, Beech Grove, or any areas outside Marion County. Carmel, Fishers, Noblesville, and Westfield are not the Suite 107 file.
AES Indiana’s Gold Book repeats the city rule on panel work. Any work performed from the meter to the building, including the panelboard, requires an electrical permit. A new or altered service also needs a permit, a city sticker or self-certification tag, and authorization numbers. Speedway, Southport, Lawrence, Beech Grove, Carmel, and Hamilton County each file at their own counters. A quote that only says we handle the permit should name the city on the address. Indiana electrical-contractor advertising is the Fire Prevention and Building Safety Commission. Ask for the EC number they will put on the BNS file.
Utility coordination
AES Indiana on most Indianapolis bills
Who disconnects: AES Indiana’s Gold Book is blunt about the seal. It is unlawful to break seals and/or locks on Company meters or to remove meters without notifying the Service Connection Division on telephone number (317) 261-8133. The Company reserves the right to seal all meters, metering equipment, and fused or unfused switches, together with any enclosures, gutters, or raceways containing unmetered circuits. Services that have been disconnected by the company are to be restored only by AES Indiana personnel. Unmetered circuits and bypassed meter fittings will be disconnected. That is not a homeowner meter-pull path.
Outage window: AES Indiana does not publish a guaranteed power-off hour count for a residential panel swap. In all cases where a service has been disconnected, the main disconnect shall be in the open (off) position or the service will not be reconnected.
Confirm the logo on the bill before anyone prices the job. Most Indianapolis and Marion County addresses inside the old IPL map are AES Indiana. Carmel, Fishers, Noblesville, and a lot of Hamilton County bills are Duke Energy Indiana. Those are different disconnect desks. A like-for-like panel swap still needs the BNS inspection and that AES ticket. A service-size change is still the company’s disconnect and reconnect, not a helper cutting the seal. Kochs writes most residential panel replacements take four to eight hours. That is a contractor field note.
What to hand the insurer
- Closed City of Indianapolis or suburban electrical permit
- Passed electrical inspection or AES-accepted self-certification tag
- Invoice showing the Indiana EC license number used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
