Altamonte Springs lets licensed contractors file a stand-alone electrical permit online. An owner who pulls the permit has to apply in person at 225 Newburyport Avenue, be the building's sole occupant, and sign the owner-builder affidavit there.
The city's FAQ adds a warning of its own. It tells homeowners not to pull a permit on a contractor's behalf, because the homeowner then answers for all of the work.
What Duke Energy Florida actually wrote
The city's own electric utility exists to power city buildings. Its page says the Florida Public Service Commission gave the Altamonte Springs service area to Duke Energy long ago. Confirm the logo on the bill before anyone prices the job.
Duke's Florida tariff splits the meter from the box it sits in. Under rule 5.01 the meter stays Duke's property, while a self-contained meter enclosure is the customer's to furnish, maintain, or replace. The seal is covered in rule 5.02:
Such meter seals must not be removed, destroyed or tampered with by any person other than an authorized representative of the Company.
Rule 5.04 lists what tampering costs: prosecution under Florida law, rebilled past service, and Duke's extra expenses. The tariff says nothing about how long the power stays off during a panel change.
Permits in Altamonte Springs
Building and Fire Safety is at 225 Newburyport Avenue, (407) 571-8446, open 7:30 a.m. to 4:30 p.m. on weekdays. Electrical work takes its own permit, separate from any building permit.
A contractor has to be on file before it can pull permits here, with a copy of its Florida license, a local business tax receipt, and proof of workers' compensation coverage or an exemption. After that, a stand-alone electrical permit that needs no plans can be filed online.
Who pulls the permit matters. Near the top of Altamonte's affidavit, one line is set in capitals: owners must personally appear at the Building Department to sign it. The FAQ spells out what a homeowner on the permit answers for: Florida Building Code requirements, OSHA obligations, IRS tax issues such as FICA withholding, and liability insurance.
Inspections are booked at (407) 571-8433 from 7:30 a.m. to 4 p.m. for the next day, or online.
Price, without inventing one
R. Howe Electric's Altamonte Springs page has no price. Spectrum Electric, which works out of Casselberry, has an Altamonte Springs page that puts a full 100-amp to 200-amp upgrade in most homes there at $1,800 to $3,500, depending on the service entrance wiring and the meter base.
Sanford Electric Company's 2026 guide is written for Sanford, and its service list includes Altamonte Springs. It puts a typical replacement with Seminole County permits at $2,500 to $4,500 and tells a 100-to-200 customer to plan near the top. Those two systems do not match. We will not average them. We are not inventing a Newburyport Avenue midpoint from either system.
R. Howe Electric gives a Sanford address on West Airport Boulevard, and its Altamonte Springs page says older homes there often still have Federal Pacific and Zinsco panels that Florida insurers reject. The page prints EC13015623. Florida's electrical contractor extract, downloaded 10/23/2026, lists EC13015623 as R. HOWE ELECTRIC, INC., Current and Active through 08/31/2028.
What to hand the carrier
Lead the carrier file with the finaled Altamonte Springs electrical permit and its passed inspection. The invoice should match the EC number filed with Building and Fire Safety. If the underwriter's letter lists photos or a load calculation, include them then.

Sanford Electric Company's 2026 typical replacement range, Seminole County permit included
Written for Sanford by a shop whose service list includes Altamonte Springs. It tells a 100-amp to 200-amp customer to plan near the top of that range and puts a 200-amp upgrade with new service entrance cables and meter sockets at $3,500 to $6,200. Spectrum's top figure sits under Sanford's. Those two systems do not match. We will not average them.

Permit
City of Altamonte Springs Building and Fire Safety
Who pulls it: Building and Fire Safety is at 225 Newburyport Avenue, Altamonte Springs, FL 32701, phone (407) 571-8446, open Monday through Friday, 7:30 a.m. to 4:30 p.m. Licensed contractors can file a stand-alone electrical permit that needs no plans online. The city's FAQ says all permits obtained by homeowners must be applied for in person. Before a contractor can pull permits, it presents a copy of its Florida license, a local business tax receipt, and proof of workers' compensation coverage or exemption. The building-permit checklist says electrical work takes a separate permit and an owner/builder declaration is signed when the owner acts as contractor. The Owner Builder Statement Affidavit must be signed in person at the Building Department. To book an inspection for the following day, call (407) 571-8433 from 7:30 a.m. to 4 p.m., or book it online.
Who pulls the permit matters. The city's FAQ says a homeowner who pulls their own permit must be the sole occupant of the building, and it advises homeowners against pulling a permit for a contractor because the homeowner then becomes legally responsible for all of the work.
Utility coordination
Duke Energy Florida's meter rules in Altamonte Springs
Who disconnects: The city's Altamonte Electric Utility page says the Florida Public Service Commission long ago granted the Altamonte Springs service area to Duke Energy for residential and commercial customers. Through its franchise agreement with Duke, the city kept only the right to produce energy and power its own facilities. In Part V of Duke Energy Florida's rules, the meter stays Duke's property, but a self-contained meter enclosure is the customer's to furnish, maintain, or replace, and if that enclosure causes an outage Duke will restore service temporarily where it can and tell the customer to fix it. Only an authorized Duke representative may remove or disturb a meter seal. Tampering can bring prosecution under Florida law, rebilling, Duke's extra costs, and disconnection until the debt is paid.
Outage window: Duke Energy Florida does not publish a guaranteed power-off hour count for a residential panel swap.
Nothing on R. Howe Electric's Altamonte Springs page says which utility it works with. Duke's rules apply when the bill says Duke Energy Florida.

- City of Altamonte Springs, Can a homeowner pull their own permit?
Yes, but the city strongly recommends a licensed contractor. Homeowners are advised against pulling permits for a contractor because the homeowner then becomes the legally responsible party for all work. A contractor must present a Florida state license, a local business tax receipt, and proof of workers' compensation coverage or exemption. Work without a permit can double or triple the permit fee.
