Federal Pacific panel replacement in the Inland Empire

Southwest Riverside County is not one electrical world. A Murrieta or Temecula house on Southern California Edison is a different ticket from a Riverside city address on Riverside Public Utilities. The insurance letter does not usually know that.

Each city issues its own electrical permit. SCE handles the lockring. A helper with a van cannot print that permit or cut SCE's ring.

What SCE and Menifee actually wrote

Start with SCE’s building-renovation page. Lockring removals and reinstalls go to the authorized account holder at 1-800-655-4555.

Menifee’s service-panel procedure is the hard field rule for that city. Working on a hot service panel as well as removing SCE’s tag and meter ring is a violation of the law.

Utility regulations prohibit users, including owner-builders, electrical contractors, maintenance workers, or any other person, from accessing the utility side of the service. That includes removal and reset of the meter without an SCE-provided disconnect. That is not a homeowner meter-pull path.

Confirm the logo on the bill. Most Murrieta, Temecula, and Menifee addresses are SCE. Riverside Public Utilities serves many addresses inside the City of Riverside.

SCE does not publish a guaranteed power-off hour count. Menifee describes SCE disconnecting in the morning and a city inspector arriving in the afternoon on a scheduled same-day disconnect and reconnect. Power Man describes four to eight hours off on a standard upgrade. Those are contractor field notes.

Permits in Murrieta, Temecula, and Menifee

Murrieta, Temecula, and Menifee each run their own building counter. The City of Riverside is another counter.

Who pulls the permit matters. Menifee’s procedure is blunt. All panel upgrades require separate permits. Only Electrical C-10 licensed contractors may obtain panel upgrade permits. Murrieta’s self-issuing-permit page prints the same C-10 sentence. That is not an owner-builder path for this job.

Temecula files at its own Permit Center. A quote that only says “we handle the permit” should name the city on the address.

Price, without inventing one

Two contractor pages publish installed bands, and they do not match. Power Man’s Murrieta table prints $1,300 to $3,000 for a 100-amp to 200-amp overhead upgrade with no meter-base change. The same table prints $1,500 to $4,000 for a Federal Pacific or Zinsco replacement, and $3,500 to $5,000 when a new meter base is in the scope.

Landers’ Temecula page prints a different job. A basic same-capacity safety replacement of a blacklisted panel is $4,000 to $6,000. A standard 100-amp to 200-amp capacity upgrade is $4,000 to $8,500. Those two systems do not match. We will not average them. We are not inventing a third Inland Empire midpoint from either table.

California license lookup is public. Ask for the C-10 number and check it on CSLB before you sign. Two shops advertise this work on their own sites and print a license number. Power Man’s panel page names Federal Pacific and Zinsco. The same site prints 1127712. Landers’ Temecula page names those brands and prints 1089091. They are listed for the panel letter, not as a Riverside County directory.

Directory-only shops are omitted. A page that names these brands and does not print a California C-10 number is not a listing. The listed shops are not affiliated with Panel Letter.

What to hand the carrier

The useful packet is the closed city or county electrical permit, the passed inspection, an invoice with the C-10 number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
