A Dracut shop and a mill-city panel letter is how a lot of Merrimack Valley files start. The carrier still named Federal Pacific on the panel.
The Lowell wire inspector will not own the National Grid meter. National Grid will not print the Room 55 electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Lowell and Dracut bills are National Grid. Confirm the logo on the bill before anyone prices the job.
Start with the Massachusetts electric-service-upgrade page. Work with a licensed electrician before you file.
The electrician confirms whether an upgrade is needed. The electrician coordinates scope with the company.
The Electric Service Request Form starts the utility ticket. Email is workrequest@nationalgrid.com. Phone is 1-800-375-7405, Monday through Friday, 7:30 a.m. to 4:30 p.m.
The MA and RI metering guidelines keep a no-jumper policy. Coordination with the municipal inspector’s approval is how National Grid completes the meter work.
The same guidelines say the company accommodates requests for removal of a locking device promptly in most instances. Within 24 hours if it is not an emergency. Company-owned meters are not for homeowners to pull. That is not a homeowner meter-pull path.
National Grid does not publish a guaranteed power-off hour count. Sylvester writes a few hours off on install day and one to two weeks of utility scheduling. That is a contractor field note.
Some nearby towns sit on Eversource or Liberty. Those companies do not match as one utility. Read the bill before anyone prices the disconnect.
Permits in Lowell and in the nearby towns
Inside Lowell, start at Development Services, 375 Merrimack Street, 2nd Floor, Room 55. The phone is 978-674-4144. Electrical work is its own trade file.
Who pulls the permit matters. The city’s residential building form prints a 780 CMR homeowner exemption for building work on a one- or two-family home the owner lives in. That note is a building-supervisor exemption. It is not an electrical-permit path. Chapter 141, section 1A requires a license to engage in the business of installing wires. That section does not create a homeowner electrical-permit path on the Lowell pages we used. Owning the home does not mean you should pull the permit and then hire someone under your name.
Dracut, Chelmsford, Tewksbury, Methuen, Haverhill, Andover, Billerica, and Lawrence file with their own wiring inspectors. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
One Dracut contractor page publishes panel bands and does not hide the split.
Sylvester’s Federal Pacific / Zinsco line prints $2,500 to $4,500. The same page prints a 100-amp to 200-amp service upgrade at $6,200 to $10,500. Those two lines do not match. We will not average them. We are not inventing a Merrimack midpoint from either line.
Massachusetts license lookup is public. Ask for the number and check it on the Board of State Examiners of Electricians before you sign. One shop advertises this work on their own site and prints a license number. Sylvester’s panel page names Federal Pacific Stab-Lok, Zinsco, and Pushmatic. The shop’s own site prints MA LIC. 18290A. They write daily work from 1794 Bridge Street in Dracut. They are listed for the panel letter, not as a Merrimack Valley directory.
Directory-only shops are omitted. A page that names these brands and does not print a Massachusetts electrical license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Lowell or suburban electrical permit, the passed wiring-inspector sign-off, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Permit
City of Lowell Division of Development Services
Who pulls it: Development Services sits at 375 Merrimack Street, 2nd Floor, Room 55, Lowell, MA 01852. The phone is 978-674-4144. The office email is buildingpermits@lowellma.gov. Electrical permits are a separate trade file from the building permit. Some electrical files go through the city’s online permitting portal. Contact the office first for the Contractor/Customer ID the portal requires. The residential building-permit form prints a 780 CMR homeowner exemption for building work on a one- or two-family home the owner lives in. That exemption is a building-supervisor note. It is not an electrical-permit path. Massachusetts General Laws chapter 141, section 1A requires a license to engage in the business of installing wires. That section does not create a homeowner electrical-permit path on the Lowell pages we used. Dracut, Chelmsford, Tewksbury, and Lawrence are not the Lowell file.
Dracut, Chelmsford, Tewksbury, Methuen, Haverhill, Andover, Billerica, and Lawrence each have their own wiring inspector. A quote that only says we handle the permit should name the city on the address. Massachusetts electrical licensing is the Board of State Examiners of Electricians. Ask for the number they will put on the Lowell or town file.
Utility coordination
National Grid on most Lowell and Dracut bills
Who disconnects: National Grid’s Massachusetts electric-service-upgrade page tells you to work with a licensed electrician before you file. The electrician coordinates scope with the company. The Electric Service Request Form starts the utility ticket. Email is workrequest@nationalgrid.com. Phone is 1-800-375-7405, Monday through Friday, 7:30 a.m. to 4:30 p.m. National Grid’s MA and RI metering guidelines keep a no-jumper policy. Coordination of the completed work with the municipal inspector’s approval is how National Grid completes the meter work. The company accommodates requests for removal of a locking device promptly in most instances, within 24 hours if it is not an emergency. Company-owned meters are not for homeowners to pull. That is not a homeowner meter-pull path.
Outage window: National Grid does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Lowell, Dracut, Chelmsford, and Tewksbury addresses are National Grid. Some nearby towns sit on Eversource or Liberty. Those companies do not match as one utility. A like-for-like panel swap still needs the wire inspector’s approval before National Grid reconnects. A service-size change is still that Electric Service Request Form, not a helper cutting the seal. Sylvester writes that most utility delays run one to two weeks. That is a contractor field note.
What to hand the insurer
- Closed City of Lowell or suburban electrical permit
- Passed wiring-inspector sign-off (the approval National Grid needs before reconnect)
- Invoice showing the Massachusetts license number used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
