LP&L wrote the reconnect rule in the installation book. Building Safety still wants the CSS electrical permit first. Armstrong’s Lubbock panel-upgrade page names Federal Pacific Stab-Lok and Zinsco among the panels it replaces, and the site footer prints TECL 32611.
LP&L keeps the meter and the seal notice. Building Safety keeps the CSS electrical permit at Avenue K. Those two systems do not match. LP&L’s installation book puts that seal notice on a qualified person, and the CSS file goes to Building Safety, not a helper.
What the utilities actually wrote
Match the company name on your bill to the rules on this page before the quote is written.
Start with the Standards for Electric Installation. Connection to or disconnection from LP&L’s distribution system shall be made by LP&L personnel.
Under no circumstances will the customer be permitted to climb LP&L poles, gain unauthorized access to LP&L underground facilities, or make connection to any LP&L facility.
LP&L shall be notified when it is necessary to cut the meter seal due to situations where the electric service must be disconnected during an emergency or where necessary to access the meter socket by a qualified person.
No persons, other than employees or agents of LP&L, may relocate meters or other equipment owned by LP&L. That is not a homeowner meter-pull path.
LP&L does not publish a guaranteed power-off hour count.
Permits in Lubbock
Inside the city, start at Building Safety, 1314 Avenue K. The phone is 806-775-2087.
Who pulls the permit matters. The city’s FAQ says electrical permits must be obtained by a licensed electrical contractor or master electrician. A homestead owner can pull structural, plumbing, and mechanical files when that owner does the work. That homestead path does not cover the electrical file. When you hire the swap, the TECL on the CSS application should be the contractor’s, not a homestead affidavit under your name.
This page is the Avenue K file and LP&L’s Lubbock rules. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Armstrong prints no dollar figure on its Lubbock panel page, so both bands below come from Temple and Dallas, not from West Texas.
MEP in Temple puts a typical 200-amp replacement or upgrade around $3,000 to $3,500. Clements in Dallas prints $2,200 to $4,800 for a 100-amp to 200-amp Federal Pacific replacement that folds in the panel, breakers, permit, inspection, and labor. Neither shop writes Lubbock or Lubbock County prices. Those two systems do not match. We will not average them. We are not inventing an Avenue K midpoint from either system.
Search the TECL on TDLR before you sign, and confirm the business name matches the quote. Armstrong’s Lubbock panel page names Federal Pacific and Zinsco. The shop’s own site prints TECL 32611. The shop’s own page puts the Lubbock street address in the footer. Naming it here means the TECL checked out, not that it is the county’s only option.
Directory-only shops are omitted. Pages that name these brands with no TECL on them were left off this list. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Lubbock electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Temple shop and one Dallas shop publish Texas panel bands that do not match. Neither is a Lubbock or Lubbock County number. We are not inventing an Avenue K midpoint from them
$3,000 to $3,500
Typical 200-amp panel replacement or upgrade printed by a Temple shop, not a West Texas one
Their Temple panel page. They call that current ballpark pricing. A Dallas shop prints a 100-amp to 200-amp Federal Pacific replacement at $2,200 to $4,800. Those two systems do not match. We will not average them. We are not inventing an Avenue K midpoint from either system. It prices a typical 200-amp replacement or upgrade. A like-for-like Federal Pacific swap is a different scope if the service size does not change.

100-amp to 200-amp Federal Pacific replacement printed by a Dallas shop, not a West Texas one
Their 2026 Dallas Federal Pacific cost page. The same page says the band includes the panel, breakers, permit, inspection, and labor. This is not MEP’s $3,000 to $3,500 Temple 200-amp system. Those two systems do not match. We will not average them.

Permit
City of Lubbock Department of Building Safety
Who pulls it: Building Safety sits at 1314 Avenue K, Lubbock, TX 79413. The published phone is 806-775-2087. Permit questions go to buildingsafety@mylubbock.us. The permit request line is 806-775-3158. The inspection line is 806-775-3159. Applications go through the Citizen Self Service portal. Generic electrical-service permits can also be called in on that permit line if a card is on file.
Who pulls the permit matters. The city’s FAQ is blunt on electrical work. Electrical permits must be obtained by a licensed electrical contractor or master electrician. A homestead owner can pull structural, plumbing, and mechanical permits when that owner or an immediate family member does the work. That homestead path does not cover the electrical file. A quote that only says we handle the permit should name Lubbock or the county on the address. Texas electrical-contractor advertising is the TECL. Ask for the TECL they will put on the CSS file.
Utility coordination
Lubbock Power and Light on most city of Lubbock bills
Who disconnects: LP&L’s Standards for Electric Installation are blunt.
Outage window: LP&L does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. A like-for-like panel swap still needs the city inspection and that LP&L notice. A service-size change is still LP&L’s disconnect and reconnect, not a helper cutting the seal. This page is the Avenue K file and LP&L’s Lubbock rules.
What to hand the insurer
- Closed City of Lubbock electrical permit
- Passed electrical inspection
- LP&L reconnect record if the job needed one
- Invoice showing the Texas TECL used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
