Gubruds Services works out of Rancho Cordova, and its panels page names Federal Pacific and prints C-10 #705950. The city’s permit sheet lists electrical panels as needing a permit, and the whole permit runs online through Rancho Cordova Online.
What the utility actually wrote
In Rancho Cordova, SMUD is the electric utility. The city’s storm page sends outage reports to SMUD, and PG&E’s own list puts Rancho Cordova with SMUD for electricity. If your bill also says PG&E, that is usually for gas.
SMUD’s steps run in this order. The city permit comes first. Then the SMUD application goes in online, in person at 4401 Bradshaw Road, or by mail.
Next the city inspects the panel. SMUD says local agencies usually pass the approval along within one business day.
A SMUD crew then installs the meter, connects the service wire, and turns the power back on, usually within seven business days of the approval.
Only authorized SMUD employees are permitted to make connections between SMUD wiring and customer wiring.
Gubruds says it handles the permit. It puts most Sacramento-area panel replacements at four to eight hours with the power off for part of it. The seven-day SMUD window is a separate thing, the time after inspection.
Even a like-for-like swap gets inspected. A bigger service also waits on SMUD.
Permits through Rancho Cordova Online
Building and Safety is at 2729 Prospect Park Drive, but you apply, pay, and book inspections online. The city stopped accepting emailed permit packets on January 1, 2023.
The city’s Do I Need a Permit sheet answers yes for electrical panels, repairs, and circuits.
If you file as the owner-builder, the city will not issue the permit until you read, initial, sign, and return its Notice to Property Owner, form RCB1023. That notice says you become the responsible party of record, and that a licensed contractor with the permit in their name protects you from that risk.
Price, without inventing one
Gubruds prints $1,500 to $4,000+ for a typical Rancho Cordova upgrade, depending on the size of the upgrade, the age of the panel, and extra wiring. Peach Electric, a Sacramento shop, prints $2,500 to $10,000 for a 200-amp upgrade in Rancho Cordova, depending on how much service entrance work comes with it. Those two systems do not match. We will not average them.
You can check Gubruds on CSLB’s free license lookup. On 10/26/2026, license 705950 showed GUBRUD'S ELECTRICAL CONTRACTING INC dba GUBRUDS SERVICES, a corporation at 3261 Monier Circle, current and active, C-10, expiring 04/30/2027, with workers’ compensation policy WC051665856CA through 07/01/2027. This page lists Gubruds and no other Rancho Cordova electrician.
We leave off shops found only in directories, and shops whose own Rancho Cordova page does not print a C-10. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
If the letter lists what it wants, send exactly that. Otherwise send the closed permit from Rancho Cordova Online, the inspection result, and the invoice showing C-10 705950. Photos only if the carrier asked.
Typical replacement cost
Gubruds and Peach both publish Rancho Cordova price ranges. They are for different jobs, and the ranges do not line up
$1,500 to $4,000
Typical panel upgrade in Rancho Cordova, from Gubruds’ panels page (the page writes $4,000+)
Gubruds says the price depends on the size of the upgrade, the age of the current panel, and whether more wiring is needed. Peach’s Rancho Cordova page puts a 200-amp upgrade at $2,500 to $10,000, depending on how much service entrance work comes with it. Those two systems do not match. We will not average them.
Source: Gubruds Services$2,500 to $10,000
200-amp upgrade, from Peach Electric’s Rancho Cordova page
Peach is a Sacramento shop. Its page says a 200-amp upgrade in Rancho Cordova means a SMUD application, a planned outage, the city permit, and an inspection. Its FAQ gives the same range for panel upgrades in general, with a sub-panel at the low end and a full 200-amp main service change with meter work at the top. Gubruds, closer to home, writes $1,500 to $4,000+. Those two systems do not match. We will not average them. Cost source only.

Permit
City of Rancho Cordova Building and Safety Division
Who pulls it: Rancho Cordova’s Building and Safety Division is at 2729 Prospect Park Drive, Rancho Cordova, CA 95670, and Permit Services answers at 916.851.8760. Every permit is online through Rancho Cordova Online, where you apply, pay, print the permit, schedule inspections, and upload documents. Since January 1, 2023 the city has not accepted permit submittals by email. Its Do I Need a Permit sheet lists electrical panels, repairs, and circuits as needing one. For an owner-builder, the city’s Notice to Property Owner (RCB1023) has to be read, initialed line by line, signed, and returned before the permit is issued.
RCB1023 says an owner-builder is the responsible party of record on the permit, and that hiring a licensed contractor to have the permit filed in the contractor’s name protects the owner from that risk. That is the usual reason to let Gubruds or another C-10 hold the permit.
Utility coordination
SMUD sets the meter in Rancho Cordova
Who disconnects: Rancho Cordova’s storm page tells residents to report power outages to SMUD and gives a PG&E number only for homes that have PG&E electric service. SMUD says it serves most of Sacramento County, and PG&E’s own list of other electric utilities inside its area puts Rancho Cordova under SMUD. The order of steps comes from SMUD’s Meter and Service page: go to the city first, send SMUD an application (online, at the East Campus Operations Center at 4401 Bradshaw Road, Sacramento, CA 95827, or by mail), then have the city inspect the panel. The city usually tells SMUD of the approval within one business day, and a SMUD crew then sets the meter, connects the service wire, and energizes the house, typically within seven business days of that approval. SMUD’s underground rules reserve every connection of SMUD wiring to customer wiring for authorized SMUD employees.
Outage window: The seven business days are SMUD’s window after inspection, not the length of the outage. Gubruds says most Sacramento-area panel replacements take four to eight hours, with the power shut off for part of that time.
PG&E on a Rancho Cordova household is usually the gas bill, so the SMUD bill is the one to check. A like-for-like swap still gets a city inspection, and a bigger service still waits for SMUD after that.

- Invoice showing the California C-10 license used on the permit
