Redding Electric Utility hands out its own acknowledgement form for a residential panel changeout. By signing, the customer agrees to contact REU before construction with any concerns about code problems or moving the panel. The form adds that a city building permit does not release the customer from contacting REU.
The same form says REU approves where the panel goes, and that some existing panels may have to move to meet current code.
What REU actually wrote
REU's construction page lays out the changeout in order. The paperwork comes first, including the Electric Load Information form, then a call to an REU Distribution Planner. Next is the service panel change form and the Building Division permit. Only then does anyone call 530-245-7000, option 1, to have the service disconnected.
After the new panel is in, the Building Division inspects and approves it. The second call to that number brings the power back.
The city's Electric Service Policy is where the seal rule lives:
Only authorized REU employees can remove, replace, or interfere with REU's meters, seals, connections, padlocks, or other locking devices.
It adds that tampering can bring a fine, and that REU will not reconnect a service until every needed inspection is done. Neither REU paper gives an outage length.
PG&E's list of other utilities in its territory marks Redding as City of Redding for a limited area. Confirm the logo on the bill before anyone prices the job.
Permits in Redding
The Permit Center is at City Hall, 777 Cypress Avenue, first floor, 530-225-4030, open weekdays from 8 am to 3 pm. Redding takes water heaters, EV chargers, and solar online. Panel changeouts are not on that list, and the FAQ sends every other building permit to the counter.
A new rule took effect October 18, 2026. The Building Division now holds a refundable $500 construction waste deposit on residential remodels and repairs before it issues the permit, and refunds it against weight tickets from the Redding Transfer Station. Ask the counter whether a panel change counts.
Who pulls the permit matters. If a licensed contractor assumes responsibility for the job, Redding's Owner-Builder Acknowledgement says the owner does not have to sign the permit. An owner who takes it on initials each statement on that form before the city issues anything, and an agent can sign the notice for the owner only with the permitting authority's approval in advance.
Price, without inventing one
Every figure here comes from one shop, Blake Electric, so read them as its quote ranges, not a Redding market range. Blake's homepage FAQ says most panel upgrades in the Redding area run $2,500 to $4,500, from 100 amps to 200 amps, depending on the panel size and on whether trenching or other electrical work is needed. Its main panel upgrades page puts a standard 100-amp to 200-amp job at $3,000 to $4,000 with permits and inspection, inside a wider $2,500 to $5,000 band. We are not inventing a Cypress Avenue midpoint from either line. Power By Tim, the listed shop, posts no figure on its Zinsco page.
Power By Tim says it is based in Redding and takes work in Anderson, Cottonwood, and Red Bluff. CSLB #961154 is printed on its Zinsco and older-panel page, which names Zinsco and Federal Pacific equipment. On 10/23/2026 CSLB showed that license current and active, C-10 Electrical, expiring 05/31/2027, at an Eastside Road address in Redding, with workers' compensation through Hartford Casualty to 12/31/2026.
What to hand the carrier
Open the Redding file with the finaled city electrical permit and the Building Division's approval of the new meter panel. Pair them with an invoice bearing the C-10 number from the permit. Extra photos or a load sheet are worth sending when the letter spells them out.
Typical replacement cost
Both figures are Blake Electric's own quote ranges, from two pages of one Redding shop's site, not a Redding market range, and Power By Tim posts none. We are not inventing a Cypress Avenue midpoint from either line

Blake Electric's homepage quote range for panel upgrades, 100-amp to 200-amp (one shop, not a market range)
From the FAQ on Blake Electric's Redding homepage. The shop says the price depends on the panel size and on whether trenching or other electrical work is needed. It does not split out a same-size swap. Cost source only.

Blake Electric's figure for a standard 100-amp to 200-amp main panel upgrade in Redding, permits and inspection included (same shop)
From the FAQ on Blake Electric's main panel upgrades page, which also puts main panel upgrades in Redding at $2,500 to $5,000 overall. That top is higher than the homepage's $4,500. Those two lines do not match. We will not average them. Cost source only.

Permit
City of Redding Building Division, Permit Center
Who pulls it: The Permit Center is at City Hall, 777 Cypress Avenue, first floor, Redding, CA 96001, phone 530-225-4030, open Monday through Friday, 8 am to 3 pm. The city's FAQ lists the permits it takes online, such as residential mechanical, water heater, solar PV, and EV charger permits, and says every other building permit means coming to the Permit Center to fill out the application, submit documents, and pay fees. Panel changeouts are not among the permits it names for online filing. Starting October 18, 2026, the Building Division requires a refundable construction waste deposit before it issues permits for new construction, remodels and repairs, and demolition: $500 for residential projects. Ask the counter whether a panel changeout falls under it. REU's changeout list puts the city permit after the REU paperwork and planner call. Owners filing for themselves also return the city's Owner-Builder Acknowledgement.
Who pulls the permit matters. Redding's Owner-Builder Acknowledgement says the owner signs the permit only when taking responsibility for the construction instead of hiring a licensed contractor to assume it. Anyone signing the notice for the owner needs the permitting authority's approval in advance.
Utility coordination
Redding Electric Utility's changeout steps
Who disconnects: REU's Electric Construction Information page lists seven steps, in order, for a service panel changeout on an existing home. Fill out the forms, including the Electric Load Information form. Call an REU Distribution Planner. Submit the service panel change form and get the permit from the Building Division. Call REU at 530-245-7000, option 1, to disconnect. Replace the panel. Have the Building Division inspect and approve the new meter panel. Call REU at the same number to reconnect. The Residential Electric Panel Changeout Acknowledgement says panel locations are subject to REU approval, that some existing panels may need relocation to meet current codes, and that issuance of the building permit does not release the customer from contacting REU. The City of Redding Electric Service Policy says only authorized REU employees can connect or disconnect REU's service, and only they can remove, replace, or interfere with REU's meters and seals, with fines for tampering. It says a service will not be reconnected until all necessary inspections are complete.
Outage window: REU does not publish a guaranteed power-off hour count for a residential panel swap.
PG&E's list of other utilities in its territory marks Redding as City of Redding for a limited area, so an address outside REU's lines can still be a PG&E account. Power By Tim's Zinsco copy is silent on which utility serves the house.

- Passed building-division inspection
- Invoice showing the California C-10 license used on the permit
