Federal Pacific panel replacement in Roseville

Roseville Electric is the city's own utility, and it reviews a panel upgrade before the building permit application goes in. The permit then comes from the city at 311 Vernon Street.

Do you have an insurance letter about this panel?

Photo upload comes later. A picture of the closed door and the inside label is enough if someone asks.

On a Roseville panel job, the utility signs off first. Roseville Electric asks for its Electrical Panel Upgrade Application before anyone applies for the building permit, and the city's online permit process wants that written approval uploaded with the application.

Roseville Electric then tells the city itself. Its application page says you get a confirmation once the application is approved and the Building Department has been notified, and the city's procedure says the electric permit can be obtained after that approval reaches the Building Inspection Division.

What Roseville Electric actually wrote

Confirm the logo on the bill before anyone prices the job. The bold lines below are quoted from Roseville Electric's panel application page and from the city's panel replacement procedure, revised in April 2026.

Please allow up to 48 hours for Roseville Electric to review your application. That line is from Roseville Electric's application page. The city's procedure handout, revised 04/22/2026, says to allow three working days for completion of the approval form. Plan on the three working days.

Once the Building Permit has been issued, please schedule an electrical disconnect by contacting Roseville Electric Dispatch at (916)774-5620. The application page asks for 72 hours of notice before the panel comes out, and the handout says to call Dispatch three working days before construction. Both put the city building inspection on the same day as the disconnect.

Roseville Electric will require this green tag prior to setting your meter. The green tag comes from the city inspector, who the handout says comes out in the afternoon of the service change.

If the panel is getting bigger, the application page puts the conductors and conduit feeding it on the property owner, and warns that they may need to be upgraded at the applicant's cost to meet Building Code.

Neither page gives a power-off hour count for a residential swap.

Sagan's Roseville page warns that some homes with a Roseville mailing address sit in unincorporated Placer County, usually on PG&E and permitted by the county. That is a contractor field note.

Permits in Roseville

The Permit Center is at 311 Vernon Street, and Development Services takes appointment questions at 916-774-5285. A residential panel upgrade or replacement is one of the appointments the Permit Center books itself. Other building applications go to Building Plan Check.

Who pulls the permit matters. Sagan's Roseville page says that once the utility signs off, the shop pulls the permit through the city's online portal. On the morning of the swap, the handout says to call the Building Inspection Division at (916) 774-5332 between 7:30 and 8:00 a.m. and ask for your inspector.

A homeowner who does the panel work without a contractor's license is working under California's owner-builder exemption. CSLB's page for building officials, citing Business and Professions Code section 7044, says the exemption covers a principal residence only when the work is done before any sale, the homeowner has lived there for the 12 months before the work is finished, and it has not been used on more than two structures in any three-year period. Roseville's permit-process page is written partly for homeowners who pull their own permits. Call the Permit Center at 916-774-5285 to ask what an owner-builder application needs.

Price, without inventing one

Sagan's Roseville page leaves prices to its service pages. Its Sacramento panel page has an approximate table, permit included, built on typical Sacramento-area jobs rather than Roseville ones.

On that table, a same-amperage replacement such as a Zinsco or FPE swap is $2,000 to $3,500, and an overhead 100-amp to 200-amp service upgrade is $3,000 to $5,500. Peach Electric, a Sacramento shop that says it works with Roseville Electric, gives $2,500 to $10,000 for Sacramento-area panel work, from a sub-panel at the low end to a full main panel replacement at the top. Those two systems do not match. We will not average them. We are not inventing a Vernon Street midpoint from either system.

CSLB license 1050318 belongs to SAGAN ELECTRIC, a C10 Electrical contractor, and the license is current and active through 09/30/2027. The shop prints CSLB #1050318 on its Roseville page, which names Zinsco and Federal Pacific replacements and says the shop handles the Roseville Electric paperwork, the city permit, and the inspection. The CSLB record gives a North Freeway Boulevard address in Sacramento, and the Roseville page puts the shop "in Natomas, straight up I-80 from Roseville."

What to hand the carrier

A Roseville carrier packet starts with the closed City of Roseville electrical permit, the inspector's green tag or final on it, and an invoice that carries the C-10 number from that permit. Add photos of the old and new panel if the letter asks for them, and a load calculation or panel schedule only if the electrician wrote one. We found no California insurer page with a standard form for this, so ask your agent what the underwriter wants to see.

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
