Spring Hill houses are on one of two electric utilities. Hernando County's power-outage page points residents to Withlacoochee River Electric Cooperative or to Duke Energy. Duke's Florida tariff has a written seal rule. For WREC, the only seal text we found sits in its solar application instructions.
The permit has one home: the Hernando County Building Division, whichever utility owns the meter.
What WREC and Duke Energy Florida actually wrote
Confirm the logo on the bill before anyone prices the job.
On a WREC meter, the only text we found on opening the meter can is in WREC's instructions for its solar and renewable-generation application. It tells the electrician to call the local WREC office first.
If the RGS Contractor or Electrician needs access to the WREC meter can, contact the local WREC office to make arrangements for the seal to be removed.
The same paragraph puts a $100.00 tampering charge on the member if anyone other than WREC personnel removes the seal. WREC's West Hernando District Office is (352) 596-4000.
On a Duke meter, Part V of Duke Energy Florida's tariff covers the seal.
Such meter seals must not be removed, destroyed or tampered with by any person other than an authorized representative of the Company.
Rule 5.04 sets the penalties for tampering: Florida prosecution, adjustment of prior bills, and a shutoff that lasts until the balance is paid. Emerald lists utility coordination for the meter disconnect and reconnect as part of its FPE and Zinsco job. Neither utility gives an hour count for how long the power is off.
Permits in Spring Hill
The Building Division is at 789 Providence Boulevard, Brooksville, (352) 754-4050. The office keeps 7:30 a.m. to 4:00 p.m. on weekdays, and the lobby opens at 9:00 a.m. on Wednesdays.
Who pulls the permit matters. Emerald's panel page says it pulls the Hernando County electrical permit before work begins and handles the county inspection and closeout paperwork. New permits start in the county's Tyler self-service system. The older contractor portal is back only for permits begun before the switch, and the county says it will deny new ones filed there. Paper goes in at the counter or the lobby drop box.
The county's residential electrical application has check boxes for an upgrade, a change-out, or moving the meter. If the owner claims the owner-builder exemption, that form requires the owner to appear in person and sign, and it will not take a power of attorney. It also prints Florida Statutes section 455.228(1): homeowners who hire unlicensed contractors may be fined up to $5,000.
Price, without inventing one
Emerald prints no dollar figures on the pages we read. One band below comes from a shop that writes for Hernando and Pasco counties, and one from a Tampa Bay price guide.
Taddeo Electric's cost page puts standard upgrades at $1,500 to $3,500 or more, and larger homes or 200-amp panel installations at $3,500 to $6,000 or more. Power LLC's 2026 guide for Tampa Bay lists $2,200 to $3,800 for swapping out a Federal Pacific or Zinsco panel. Those two systems do not match. We will not average them. We are not inventing a Providence Boulevard midpoint from either system.
Emerald Electric's state license is tied to a Spring Hill location. DBPR's search shows EC13011980 as EMERALD ELECTRIC, LLC, a Certified Electrical Contractor, Current and Active through 08/31/2028, with a License Location Address on Union Springs Road in Spring Hill, the address on the shop's contact page. The Federal Pacific and Zinsco page prints EC13011980, and so does the shop's Spring Hill page.
What to hand the carrier
From Hernando County, the carrier needs the closed electrical permit and its passed inspection. From the shop, it needs an invoice with the EC number that was on that permit. If the letter wants before and after photos, include them. A load calculation or panel schedule goes in when the electrician actually produced one.
Typical replacement cost
Taddeo Electric's cost page is written for Hernando and Pasco homes and Power LLC's guide for Tampa Bay, and their figures disagree. We are not inventing a Providence Boulevard midpoint from them
$3,500 to $6,000
Taddeo Electric's figure for larger homes or 200-amp panel installations in Hernando and Pasco counties, open-ended at the top
Taddeo puts a plus sign after both of its figures. Its standard upgrades start lower, at $1,500 to $3,500. Those two lines do not match. Power LLC's Federal Pacific and Zinsco row for Tampa Bay is $2,200 to $3,800. Those two systems do not match. We will not average them. We are not inventing a Providence Boulevard midpoint from either system.
Source: Taddeo Electric$2,200 to $3,800
Federal Pacific or Zinsco panel replacement in Power LLC's 2026 Tampa Bay pricing guide, written for permits pulled in Hillsborough, Pinellas, or Pasco County
Power LLC puts the higher figure down to more labor on the outdated bus design. Its standard 100-amp to 200-amp upgrade is $1,800 to $3,200. Those two lines do not match. Taddeo's 200-amp figure starts at $3,500. Those two systems do not match. We will not average them.

Permit
Hernando County Building Division
Who pulls it: The Building Division is at 789 Providence Boulevard, Brooksville, FL 34601, (352) 754-4050, bldg@hernandocounty.us. Office hours are 7:30 a.m. to 4:00 p.m. on weekdays, and the lobby is open 7:30 a.m. to 3:30 p.m. (from 9:00 a.m. on Wednesdays). New permits start in the county's Tyler self-service system, and the reinstated legacy contractor portal takes no new permits. Paper applications are accepted in person or through the lobby drop box.
Who pulls the permit matters. Emerald's panel page says it pulls a Hernando County electrical permit before work begins. An owner who claims the owner-builder exemption on the county's electrical application must appear in person and sign, and a power of attorney cannot be accepted.
Utility coordination
WREC or Duke Energy Florida on a Spring Hill meter
Who disconnects: Hernando County's power-outage page sends residents to two electric providers, Withlacoochee River Electric Cooperative (WREC) and Duke Energy. WREC's instructions for its renewable-generation application tell an electrician who needs access to the WREC meter can to contact the local WREC office to have the seal removed, and say a seal removed by anyone other than WREC personnel brings a $100.00 tampering charge to the member. WREC's West Hernando District Office is (352) 596-4000. Duke Energy Florida's tariff, Part V rule 5.02, says all meters are sealed by a company representative and that only an authorized company representative may remove the seal.
Outage window: Neither WREC nor Duke Energy Florida publishes a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. The WREC seal line comes from instructions written for solar and other renewable-generation hookups. It is the only WREC text we found on who opens a meter can.
What to hand the insurer
- Closed Hernando County electrical permit
- Passed electrical inspection
- Invoice showing the Florida EC license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
