Your electrician's license number goes on two forms for a Barnstable service upgrade. Barnstable's Request for Electrical Inspection asks for it beside the licensee's signature, and Eversource's Eastern Massachusetts service steps ask for the electrician's name, address, phone, and license number to open a work request.
Power comes back after the town's Inspector of Wires approves the work. Eversource's steps ask that the inspector call the approval in, and they commit to energizing service within five business days of it, once permits and customer costs are settled.
What Eversource actually wrote
Confirm the logo on the bill before anyone prices the job. The bold lines below are quoted from NSTAR's Information and Requirements for Electric Service, a handbook revised in 2009 that Eversource still posts on its own site.
Eversource's service-equipment page names the electric meter as Eversource's responsibility.
The weatherhead and the electric meter socket are the customer's.
NSTAR will allow licensed electricians to cut and reconnect single services for service upgrades at the customer's weather head once the New Customer Connect Tech Center has unlocked the existing meter. The handbook says to allow five working days for that.
No reconnection is permitted without prior approval of the local inspection authority. For the work request number today, Eversource's current Eastern Massachusetts steps point to its online Work Order Application or its Tech Center at 800-340-9822.
The handbook cites Chapter 164, section 127 of the General Laws on meter tampering, and Eversource's energy-theft page warns that tampering with meters can cause serious injuries, electrocution, fire, explosions and death.
Eversource does not say how many hours the power stays off for a panel swap.
Permits in Barnstable, and in the other Cape towns
Barnstable's Building Division is at 200 Main Street in Hyannis, at 508-862-4038. The division page lists the wiring inspectors at 508-862-4036 and 508-862-4089.
Who pulls the permit matters. Under Chapter 141, section 1A, installing wires as a business takes a Massachusetts license. Eversource's FAQ only lets a homeowner file a service request after the local authority grants a homeowner electrical permit.
NSTAR's 2009 handbook lists an Inspector of Wires contact for each town it served, Barnstable and Falmouth among them. Have the quote name the town whose inspector will sign off.
Price, without inventing one
Cape Cod Electrical's Barnstable page has no dollar amount on it. The two published sources here both come from Worcester County, and neither one is a Cape price.
Bergeron puts a Worcester panel upgrade at $4,500 to $6,500. Reece's 2026 Massachusetts table gives $2,500 to $4,500 for a 100-amp to 200-amp upgrade and $2,500 to $5,000 for Federal Pacific or Zinsco replacement. Those two systems do not match. We will not average them. We are not inventing a Hyannis midpoint from either system.
Cape Cod Electrical prints Massachusetts Business License #670-A1 on its Barnstable page, which names Federal Pacific and Zinsco replacements and 100-amp to 200-amp upgrades. The state's eLIPSE search for the Board of State Examiners of Electricians returns 670-EL-A1 for Cape Cod Electrical, INC, an Electrical Business license, Active, issued 2020-03-28 and expiring 2028-07-31. The board's number adds EL to the one the shop prints.
Robies is not listed because the electrical-services page we fetched did not print Federal Pacific or a license number. Panel Letter and Cape Cod Electrical are not connected.
What to hand the carrier
The carrier will want to see that the job closed. Send the closed Barnstable or other Cape town electrical permit, the Inspector of Wires sign-off, and the invoice with the Massachusetts license number that went on the permit. If the letter asks for photos, include the old and new panel. Include the load calculation or panel schedule too, when there is one. We found no carrier page with one standard Massachusetts form for this. Before you mail anything, check with your agent on what the underwriter reviews.
Typical replacement cost
Bergeron's Worcester County band and Reece's statewide table, both written from Central Massachusetts, do not match, and neither one prices a Cape house. We are not inventing a Hyannis midpoint from them
$4,500 to $6,500
Panel upgrade in Worcester from Bergeron's Worcester County FAQ, a Central Massachusetts number and not a Cape one
Bergeron wrote this range for Worcester jobs, on a page that also names Federal Pacific and Zinsco panels that many Massachusetts insurance carriers now require homeowners to address. Reece's 2026 table has $2,500 to $4,500 for going from 100 to 200 amps. Those two systems do not match. We will not average them. We are not inventing a Hyannis midpoint from either system.
Source: Bergeron Contracting$2,500 to $4,500
100-amp to 200-amp upgrade on Reece's 2026 Massachusetts table, from a shop working out of Worcester, not the Cape
Reece's March 2026 cost table, built from jobs across Worcester and the rest of Massachusetts. The same table gives Federal Pacific or Zinsco replacement $2,500 to $5,000. Those two lines do not match. Bergeron's Worcester band is $4,500 to $6,500. Those two systems do not match. We will not average them.
Source: Reece Group$2,500 to $5,000
Federal Pacific or Zinsco panel replacement on Reece's 2026 Massachusetts table, written off Cape in Worcester County
Reece lists Federal Pacific and Zinsco replacement on its own row and says those jobs tend to land on the higher end. That row and Reece's 100-amp to 200-amp row are two lines on one table. Those two lines do not match. We will not average them.

Permit
Town of Barnstable Building Division
Who pulls it: The Building Division is at 200 Main Street, Hyannis, MA 02601, phone 508-862-4038. The division page lists two wiring inspectors, at 508-862-4036 and 508-862-4089. Electrical work uses the town's Electrical Work Permit and Request for Electrical Inspection. The inspection request asks for the licensee's name, address, phone, license number, and signature, and a lower section is completed by the Barnstable Inspector of Wires. Massachusetts General Laws chapter 141, section 1A requires a license to engage in the business of installing wires. Its exceptions cover someone who hires a licensed business, an apprentice of a licensed business, and an employee or assistant of a licensed business.
Who pulls the permit matters. Eversource's electric-service FAQ lets a homeowner submit a request for an owner-occupied single-family home only after that homeowner has applied for and been granted a homeowner electrical permit from the local authority. Cape Cod Electrical prints Massachusetts Business License #670-A1 on its own site. Get the license number that will go on the Request for Electrical Inspection before work starts.
Utility coordination
Eversource meter and reconnection rules for Barnstable
Who disconnects: Eversource's service-equipment page says the company is responsible for the electric meter. The customer is responsible for the wires and equipment from the connection point into the residence, including the weatherhead and electric meter socket. After repairs are complete, you or your electrician will need to contact your town's wire inspector before Eversource can restore service. NSTAR's Information and Requirements for Electric Service, a handbook revised in 2009 and still posted on Eversource's site, says the company will not permit or tolerate unauthorized persons to connect to NSTAR conductors or equipment. It allows licensed electricians to cut and reconnect single services for service upgrades at the customer's weather head after the New Customer Connect Tech Center unlocks the existing meter. Allow five working days. No reconnection is permitted without prior approval of the local inspection authority. The handbook's 2009 contact for that authorization number was 1-888-633-3797. Eversource's current Eastern Massachusetts service steps issue a work request number through the online Work Order Application or the Tech Center at 800-340-9822.
Outage window: Eversource does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Eversource's service-equipment page leaves the meter socket and weatherhead with the property owner and the meter with Eversource. Cape Cod Electrical's Barnstable page says permits and inspections are included in its work. That is a contractor field note.
What to hand the insurer
- Closed Town of Barnstable or other Cape town electrical permit
- Passed Inspector of Wires sign-off (the approval Eversource needs before reconnect)
- Invoice showing the Massachusetts license number used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
