Rocklin's Building Your Project page says either a licensed contractor or the owner can take out the permit. The same page warns that unlicensed people who say they are contractors often get the owner to take out an owner-builder permit, which wrongly suggests the owner is doing the work.
If the owner is doing none of the work, the city's answer is short: the contractor typically pulls it.
What PG&E actually wrote
Rocklin's own Resource Directory names PG&E under Gas & Electricity. The city also belongs to Pioneer Community Energy, which can supply the electricity itself, but Pioneer's FAQ says PG&E still delivers it, reads the meter, and issues the bill. Confirm the logo on the bill before anyone prices the job.
The Greenbook draws the line plainly:
Applicants are not allowed to install any device, disconnect, or connect to PG&E's service or equipment, including PG&E's electric meters.
Any disconnection or meter removal is requested through PG&E's application process. Form 79-1227 covers the seal:
Only PG&E personnel and/or PG&E's authorized agents are permitted to remove or reinstall a PG&E meter.
Old Town Electric's Rocklin page says the shop schedules the PG&E disconnect and reconnect itself and handles the final inspection. PG&E publishes no clock for how long the house sits dark in between.
Permits in Rocklin
The Permit Center is on the first floor at 3970 Rocklin Road, 916-625-5120, open 8 am to 4 pm on weekdays. The front counter is closed the afternoon of Thursday, October 29. The city's Do I Need a Permit page adds that work it exempts from a building permit can still need its own electrical permit.
The Building Division runs a short over-the-counter plan-check window, 8 am to 8:45 am, for simple permits with complete paperwork. Inspections changed too. Paper no longer counts on site, so any report has to be uploaded to the permit in eTRAKiT before the inspection is requested. The inspection line is 916-625-5136.
The forms page lists the Building Permit Application, an Electrical Load Worksheet, a Project Contact Form, and an Owner Builder Verification Form.
Who pulls the permit matters. Rocklin's owner-builder FAQ says the owner who takes the permit acts as the general contractor, with the taxes, insurance, and legal liability that go with it. Hire unlicensed help and the city says you may be treated as their employer. The owner also schedules the inspections, fixes whatever fails, and has to see every worker and supplier paid, or risk a mechanic's lien.
Price, without inventing one
Springtown Electric leaves dollars off its Rocklin panel copy. Old Town Electric, a Sacramento shop with a page written for Rocklin, says most 200-amp upgrades in Rocklin run $2,500 to $4,500 with the City of Rocklin permit included. It adds that the figure moves if PG&E has to upgrade the service line.
Under The Sun's 2026 Sacramento table comes in lower for the move from 100 amps to 200 amps, at $1,800 to $3,500, and puts a same-size 100-amp replacement at $1,000 to $1,800. Those two systems do not match. We will not average them. We are not inventing a Rocklin Road midpoint from either system.
Springtown Electric says on its own site that it is based in Lincoln, and its panel page gives Rocklin a section of its own beside the Zinsco and Federal Pacific/FPE Stab-Lok copy. CA License #1139953 appears on that page. On 10/23/2026 the CSLB record for that number was current and active, C-10 Electrical, expiring 07/31/2027, with a Lincoln address. Instead of a workers' compensation policy it lists an exemption: the licensee certified having no employees.
What to hand the carrier
Put the finaled Rocklin permit from eTRAKiT and the passed inspection at the front of the carrier file. The invoice should show the C-10 number that is on that permit. Hold the photos and any load calculation until the letter names them.
Typical replacement cost
Old Town Electric, a Sacramento shop, quotes most Rocklin 200-amp jobs with the city permit included, and Under The Sun's Sacramento table comes in lower for the move to 200 amps. We are not inventing a Rocklin Road midpoint from either system

Under The Sun's 2026 Sacramento table cell for going from 100 amps to 200 amps
Written for Sacramento, with Sacramento permit fees. Keeping the panel size, the table runs $1,000 to $1,800 at 100 amps and $1,500 to $2,800 at 200 amps. Its 200-amp cell and Old Town's Rocklin figure overlap without agreeing. Those two systems do not match. We will not average them.

Permit
City of Rocklin Permit Center and Building Division
Who pulls it: The Permit Center is on the first floor at 3970 Rocklin Road, Rocklin, CA 95677, phone 916-625-5120, open Monday through Friday, 8 am to 4 pm. The city posted a front-counter closure for Thursday, October 29, 2026, from 1 to 4 pm. Permits and inspections also run through the city's eTRAKiT portal. For inspections, call 916-625-5136. Its over-the-counter plan-check window is Monday through Friday, 8 am to 8:45 am, for simple permits with complete information. Paper documents are no longer accepted at inspections. Reports are uploaded to the permit in eTRAKiT before the inspection is requested. The Do I Need a Permit page warns that work it exempts from a building permit can still need a separate electrical permit. The city's Frequently Used Forms page lists the Building Permit Application, Electrical Load Worksheet, Project Contact Form, Owner Builder Verification Form, and the smoke-alarm and carbon-monoxide form.
Who pulls the permit matters. Rocklin's FAQ says the contractor typically obtains the permit when the owner is doing none of the work. An owner-builder acts as the general contractor and takes on the taxes, insurance, and other legal liabilities that come with the job.
Utility coordination
PG&E's meter-seal rules for Rocklin
Who disconnects: The city's Resource Directory lists Pacific Gas & Electric as its only Gas & Electricity entry, at 151 N. Sunrise Ave., Roseville, 800-743-5000. Rocklin is also a Pioneer Community Energy member, and Pioneer's FAQ says PG&E still delivers the power, reads the meters, and issues the bill. Old Town Electric's Rocklin page describes scheduling the PG&E disconnect and reconnect on its jobs. Under PG&E's Greenbook, no applicant may install a device on, disconnect, or connect to PG&E's service or equipment, meters included, and any disconnection or meter removal is requested through PG&E's application process. Form 79-1227 limits meter removal and reinstallation to PG&E personnel and PG&E's authorized agents, and bars applicants and other non-PG&E parties from breaching the meter seal.
Outage window: PG&E does not publish a guaranteed power-off hour count for a residential panel swap.
Springtown's page says Roseville jobs can involve Roseville Electric. A Rocklin bill can carry Pioneer generation charges, but PG&E issues it, and PG&E's rules govern the meter.

- Invoice showing the California C-10 license used on the permit

A permit may be obtained by either a licensed contractor or the property owner, also known as an owner-builder permit. If the property owner is not performing any of their own work personally, the contractor typically obtains the permit. A frequent practice of unlicensed persons professing to be contractors is to have the property owner secure an owner-builder permit. Anyone who bids on a project of $500 or more must be licensed by the CSLB.
