A Lancaster row house and an Ephrata farmhouse can share the same Federal Pacific letter. The permit counters do not.
The city inspector will not cut a PPL meter seal. PPL will not print the Duke Street electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Lancaster bills are PPL Electric. Confirm the logo on the bill before anyone prices the job.
Start with REMSI Rule 1. The customer or customer's contractor shall not alter, interfere with, attach to, or permit alteration or interference with meters, meter bases, seals, other metering equipment, or other property of PPL EU.
That is not a homeowner meter-pull path.
PPL’s Fast Track exception is narrow. Only electrical contractors authorized to participate in PPL EU's Fast Track Program may alter PPL EU meter seals and make permanent connections, and only on qualifying single-phase, three-wire, overhead upgrades up to 200 amperes using PPL-provided connectors. PPL personnel otherwise make the connections.
Rule 19 is the inspection ticket. PPL requires an electrical inspection and a PPL work order when the job upgrades service, changes fuses to breakers, replaces a meter base, or replaces a main breaker. Cut-in cards must reach the local PPL office before PPL will schedule the reconnect. Fast Track guidance asks for five business days’ notice when a temporary disconnect is required. PPL does not publish a guaranteed power-off hour count.
Permits in Lancaster and in Lancaster County
Inside the city, start at the Bureau of Building Code Administration, 120 North Duke Street. The phone is 717-291-4724. Electrical work uses the MEP application.
Who pulls the permit matters. The MEP form wants the property owner or an authorized agent on the signature line. That same form says no work starts before the permit is issued. It also wants a Home Improvement Contractor registration and a PPL work order number. Pennsylvania UCC 403.62 still wants the permit before an electrical system is altered, repaired, or replaced. Owning the home does not mean you should pull the permit and then hire someone under your name.
Ephrata, Manheim, Lititz, and the other Lancaster County townships file at their own counters. A quote that only says “we handle the permit” should name the municipality on the address.
Price, without inventing one
One Lancaster County contractor page publishes a 200-amp band.
A&M Electric’s April 13, 2026 signs page prints a typical Lancaster County 200-amp panel upgrade at $1,800 to $3,500, depending on existing wiring, panel location, and whether the meter base also needs replacement. We are not inventing a Duke Street midpoint from that band.
Pennsylvania HIC lookup is public. Ask for the PA license number and check it before you sign. One shop advertises this work on their own site and prints a license number. A&M Electric’s signs page names Federal Pacific Electric and Zinsco panels. The shop’s own site prints PA LIC #137543. They write daily work across Lancaster and Lancaster County from 1684 West Main Street in Ephrata. They are listed for the panel letter, not as a county directory.
Directory-only shops are omitted. A page that names these brands and does not print a Pennsylvania license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Lancaster, township, or other municipal electrical permit, the passed UCC inspection, the PPL cut-in or reconnect record if the job needed one, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Permit
City of Lancaster Bureau of Building Code Administration
Who pulls it: The Bureau of Building Code Administration sits at 120 North Duke Street, Lancaster, PA 17603. Counter hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. The phone is 717-291-4724. Email is permitclerk@cityoflancasterpa.gov. Electrical work inside the city uses the Mechanical, Electrical, Plumbing permit application. The MEP form is blunt. Property owner or authorized agent signs the application. No work or installation shall commence prior to the approval and issuance of a permit. Contractors must provide a certificate of insurance listing the City of Lancaster as the certificate holder. The form asks for a Home Improvement Contractor registration number and a PPL work order number. Pennsylvania Uniform Construction Code 403.62 is just as blunt. An owner or authorized agent who intends to alter, repair, or replace an electrical system regulated by the UCC shall first apply and obtain the required permit. Ephrata, Manheim, Lititz, and other Lancaster County townships are not the Duke Street file.
Ephrata Borough, Ephrata Township, Manheim, Lititz, and other Lancaster County municipalities file at their own counters or with their own UCC third-party agency. A quote that only says we handle the permit should name the municipality on the address. Pennsylvania has no statewide electrician license. The city form still wants the HIC registration that will sit on the file. Ask for the PA license number they will put on the Lancaster or township permit.
Utility coordination
PPL Electric Utilities on most Lancaster bills
Who disconnects: PPL Electric’s REMSI Rule 1 is blunt. The customer or customer's contractor shall not alter, interfere with, attach to, or permit alteration or interference with meters, meter bases, seals, other metering equipment, or other property of PPL EU. That is not a homeowner meter-pull path. Only electrical contractors authorized to participate in PPL’s Fast Track Program may alter PPL meter seals and make permanent connections at the point of contact, and only for qualifying single-phase, three-wire, overhead upgrades up to 200 amperes using PPL-provided connectors. PPL personnel otherwise make the connections. Rule 19 is the inspection ticket. PPL requires an electrical inspection and a PPL work order when upgrading service, changing from fuses to breakers, replacing a meter base, replacing a main breaker, or replacing a main disconnecting means. Inspection cut-in cards must be received at the local PPL office before any service-request job can be scheduled.
Outage window: PPL Fast Track work-order guidance asks for five business days’ notice when a temporary disconnect is required. PPL does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most City of Lancaster and Lancaster County addresses are PPL Electric. A like-for-like panel swap still needs the city or township inspection and that PPL work order. A service-size change is still that inspection and reconnect, not a helper cutting the seal. Ask whether the electrician is actually on PPL’s Fast Track list before anyone talks about pulling a seal.
What to hand the insurer
- Closed City of Lancaster, township, or other municipal electrical permit
- Passed UCC electrical inspection
- PPL cut-in card or reconnect record if the job needed one
- Invoice showing the Pennsylvania license number used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
