GBC Electric's Hickory panel-upgrade page lists a Federal Pacific or Zinsco panel next to fuse boxes and mentions insurance trouble tied to the panel. The same page prints NC License L.26630.
Duke re-inspects and replaces its own seal after the work. Catawba County issues the electrical permit in Newton before any of it starts. Those two systems do not match. Duke takes the before-and-after seal calls from a licensed electrical contractor, not from an extra pair of hands on the job.
What the utilities actually wrote
Pull out a recent bill. The April 2026 manual below covers Duke meters, and only Duke meters.
Start with the April 2026 Service Requirements Manual. Service connections, company-owned meters, or metering equipment, by law, shall not be removed or relocated except by employees or duly authorized representatives of the company.
The customer shall be held responsible for breaking the seals, tampering, or interfering with the company’s meters.
A licensed electrical contractor shall notify the company before breaking and removing the meter seal to perform work. That contractor shall notify the company immediately following any work so the company can re-inspect the facilities and replace a company seal. That is not a homeowner meter-pull path.
Duke Energy does not publish a guaranteed power-off hour count.
Permits in Hickory and in Catawba County
Inside Hickory, the City Permit Center sits on the second floor of the Julian G. Whitener Municipal Building at 76 N. Center Street. Its own page sends building-code questions to Catawba County, so the electrical file does not start there.
Who pulls the permit matters. Catawba County enforces the building code here. Start at the Catawba County Permit Center, 25 Government Drive in Newton. The phone is 828-465-8399. The county FAQ says an electrical permit is required to do any work. There are no exceptions. N.C.G.S. 160D-1110 still wants that file for electrical system replacement. Catawba County's owner exemption forms come with a one-year hold on renting or selling the house. That path fits an owner who does the electrical work, not one who hires it out.
A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
The GBC panel page gives no price. The bands below come from Greensboro and from Palm Coast, Florida, and neither was priced for a Catawba County house.
Dr. Sparky says a 200-amp panel upgrade typically runs $1,500 to $3,500 in the FAQ on its Greensboro homepage. Stevenson's is a Florida shop. Its Palm Coast page gives $2,200 to $3,000 for FPE, Zinsco, or Challenger replacement. For a Hickory figure, get a written quote from a shop that works in Catawba County. Those two systems do not match. We will not average them. We are not inventing a Government Drive midpoint from either system.
GBC's L.26630 is a Limited Classification license, and the board lists it Active through 04/10/2027. Ask any other Hickory bidder for their NCBEEC number and look that one up too. GBC’s Hickory panel page names Federal Pacific and Zinsco. The shop’s own site prints NC License L.26630. The board record puts GBC in Hickory itself. It is here because the number checked out, and other licensed Catawba County shops may suit your letter just as well.
Directory-only shops are omitted. We passed over sites that mention these panels without a North Carolina license number on them. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed Catawba County electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
Panel bands from Greensboro and from Palm Coast, Florida, do not match, and both come from outside Catawba County. We are not inventing a Government Drive midpoint from them
$1,500 to $3,500
Typical 200-amp panel upgrade printed by a Greensboro shop, priced away from Hickory
Their Greensboro homepage FAQ. A Florida shop in Palm Coast prints FPE, Zinsco, or Challenger replacement at $2,200 to $3,000. Those two systems do not match. We will not average them. We are not inventing a Government Drive midpoint from either system. It prices a typical 200-amp upgrade. A like-for-like Federal Pacific swap is a different scope if the service size does not change.
Source: Dr. Sparky LLC$2,200 to $3,000
FPE, Zinsco, or Challenger replacement printed by a Florida shop in Palm Coast, an out-of-state price
Their Palm Coast panel-upgrade page. This is not Dr. Sparky’s $1,500 to $3,500 Greensboro 200-amp system. Those two systems do not match. We will not average them.

Permit
Catawba County Building Services, Permit Center
Who pulls it: Catawba County enforces the State of North Carolina Building Code inside Hickory. The electrical file is the Catawba County Permit Center at the Catawba County Government Center, 25 Government Drive, Newton, NC 28658. The published phone is 828-465-8399. Permit questions go to permitapps@catawbacountync.gov. Office hours on that page are Monday through Friday, 8:00 a.m. to 5:00 p.m. Permits are issued 8:00 a.m. to 4:00 p.m. Applications go through ePermits at epermits.catawbacountync.gov. The City of Hickory Permit Center sits on the second floor of the Julian G. Whitener Municipal Building at 76 N. Center St., Hickory, NC 28601. That city page sends building-code questions to Catawba County Building Services at 828-465-8399. Its published phone is 828-323-7410.
Who pulls the permit matters. Catawba County’s permit FAQ is blunt on electrical work. An electrical permit is required to do any work. There are no exceptions. N.C.G.S. 160D-1110 still wants a permit for electrical system replacement. G.S. 87-43.1 still has an owner path for electrical work on that person’s own property when the property is not intended for rent, lease, or sale. Catawba’s owner-as-general-contractor page still wants the property in the owner’s name, a one-year no-rent and no-sale hold, and the owner exemption forms before issuance. A quote that only says we handle the permit should name Hickory or Catawba County on the address. North Carolina electrical-contractor advertising is the NCBEEC number. Ask for the number they will put on the Government Drive file.
Utility coordination
Duke Energy's seal rules for Hickory
Who disconnects: Duke Energy’s April 2026 Service Requirements Manual is blunt. Service connections, company-owned meters, or metering equipment, by law, shall not be removed or relocated except by employees or duly authorized representatives of the company. The customer shall be held responsible for breaking the seals, tampering, or interfering with the company’s meters or other equipment installed on the customer’s premises. A licensed electrical contractor shall notify the company before breaking and removing the meter seal to perform work, and shall notify the company immediately following any work so the company can re-inspect the facilities and replace a company seal. That is not a homeowner meter-pull path.
Outage window: Duke Energy does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. A like-for-like panel swap still needs the county inspection and that Duke notice. A service-size change is still the company’s disconnect and reconnect, not a helper cutting the seal. This page is the Government Drive file and Duke Energy’s Hickory rules.
What to hand the insurer
- Closed Catawba County electrical permit
- Passed electrical inspection
- Duke Energy reconnect record if the job needed one
- Invoice showing the North Carolina electrical contractor license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
