Spectrum Electric’s Casselberry page names Federal Pacific Stab-Lok and Zinsco panels, prices a 100-amp to 200-amp upgrade, and prints a Florida license number. The shop is on Seminola Boulevard. The permit is a City of Casselberry file, applied for online.
Below: who supplies the meter, how the city permit works, what two shops charge, and what to send your insurer.
What the utility actually wrote
Seminole County’s Power Boundary map puts all of Casselberry inside Duke Energy Florida’s area. The county calls it a planning map, so look at your bill. If it says Duke Energy, these rules apply.
Duke installs and maintains the meter and keeps title to it, except for self-contained meter enclosures. A company representative seals each meter, and nobody else may remove or tamper with the seal. The meter comes out only with Duke involved.
Spectrum says it pulls permits when required and coordinates inspections. Its Orlando page puts a typical upgrade at four to eight hours in one day, longer when the utility has to disconnect and reconnect at the meter. Duke’s rules give no time.
A like-for-like swap still gets a city inspection. Moving up to 200 amps adds one more wait: Duke has to reconnect.
Permits inside Casselberry
Casselberry’s Building Division, at 95 Triplet Lake Drive, takes permit applications in CitizenServe, and fees are paid online.
Inspectors work Monday through Thursday. To get a Monday inspection, book it by 4:00 p.m. on Thursday.
Contractors do not register with the city, but each application uploads a current state license, workers’ compensation naming Casselberry or an exemption certificate, general liability naming the city, and a business tax receipt.
The city page has no owner-builder form. Under Florida Statute 489.103(7), you can act as your own contractor only if you supervise the work yourself, on site, and personally appear to sign the permit application. The state disclosure makes you the responsible party of record. If an electrician does the work, the permit belongs in the electrician’s name.
Price, without inventing one
Spectrum prints $1,800 to $3,500 for a 100-amp to 200-amp upgrade in Casselberry, depending on the existing setup and whether the meter base needs replacing. Sanford Electric, one shop writing about Sanford homes, prints $2,500 to $4,500 for a panel replacement with the required Seminole County permits included. Those two systems do not match. We will not average them.
Florida publishes its electrical contractor licenses as a download. Row EC13008455 reads SPECTRUM ELECTRIC, INC on Seminola Blvd in Casselberry, current and active, class EC, valid through 08/31/2028. Spectrum is the only shop listed on this page.
Shops that appear only in directories are left off, and so is any shop whose own site does not print an EC number. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
Read the letter again before you send anything. If it names a document, send that one. Otherwise the usual set is the closed city permit, the passed inspection, the invoice with the EC number, and panel photos if the letter asks for them.

One shop’s quoted range for a panel replacement in Sanford, with the Seminole County permits it says are included (Sanford Electric)
Sanford Electric wrote this guide for Sanford homes. A Casselberry permit comes from the city’s Building Division, not the county, so the permit share of this price may not carry over. Spectrum’s own Casselberry figure, $1,800 to $3,500, covers a 100-amp to 200-amp job. Those two systems do not match. We will not average them. Cost source only.

Permit
City of Casselberry Building Division
Who pulls it: Casselberry handles permits through its Building Division (95 Triplet Lake Drive, Casselberry, FL 32707). Call (407) 262-7700 and choose option 5, Monday through Thursday from 7:00 a.m. to 6:00 p.m. Permits are applied for in CitizenServe, and every permitting fee is paid online. Inspectors come out Monday through Thursday, and a Monday slot must be booked by 4:00 p.m. the Thursday before. The city does not make contractors register, but each contractor application uploads a current state license, workers’ compensation naming the City of Casselberry or a certificate of exemption, general liability naming the city, and a business tax receipt. The fee table lists $200 for an HVAC, electric, plumbing, or gas permit. The Building Division page has no owner-builder form of its own. The state rule is Florida Statute 489.103(7): an owner acting as their own contractor must provide direct, onsite supervision of all work not done by licensed contractors, and must personally appear and sign the building permit application.
The state disclosure an owner-builder signs says the owner becomes the responsible party of record on the permit, and that hiring a licensed contractor to file it in the contractor’s name is the way to avoid that. If Spectrum or another EC does the work, its license goes on the CitizenServe application.
Utility coordination
Who owns the meter in Casselberry: Duke Energy Florida
Who disconnects: Seminole County’s GIS kiosk has a Power Boundary layer that divides the county into Florida Power & Light and Duke Energy areas. Every part of Casselberry’s city limits falls in the Duke area on that layer, and the city’s street-light page also sends reports to Duke Energy. The county describes the layer as an internal planning map, so the name printed on your electric bill is the final answer. Duke Energy Florida’s tariff says the company installs and maintains the meter and keeps title to it, except for self-contained meter enclosures. A company representative seals every meter, and only an authorized company representative may remove or break that seal.
Outage window: Duke’s rules say nothing about how long the power stays off for a panel job. Spectrum’s Orlando page says most of its upgrades take one day, about four to eight hours, and can run longer when the utility has to disconnect and reconnect at the meter.
Even a same-size replacement gets a city inspection in Casselberry. If the service size goes up, the job also waits on Duke to reconnect.
What to hand the insurer
- Closed City of Casselberry electrical permit
- Passed electrical inspection
- Invoice showing the Florida EC license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
