Xcel Energy still wants notice before anyone cuts a meter seal. Building Safety still wants the MGO electrical permit first. Elite Electrical, an Amarillo shop, lists identifying and replacing Federal Pacific and Zinsco panels on its services page. The same site prints its Texas TECL.
Xcel keeps the meter and the seal on it. The city keeps the electrical permit inside MGO Connect. Those two systems do not match. Xcel’s standard expects the licensed electrician to call the company before that seal is cut.
What the utilities actually wrote
Check which company is printed on your power bill before anyone prices the job.
Start with the Standard for Electric Installation and Use. The Company shall be notified when it is necessary to cut the meter seal due to situations where the electric service must be disconnected during an emergency or where it is necessary to access the meter socket by a licensed electrician.
No persons, other than employees or agents of the Company, may relocate meters or other equipment owned by the Company.
SPS Rule 15 adds the ownership line. SPS will install and maintain meters and meter enclosures on the customer’s side of the Point of Delivery. That is not a homeowner meter-pull path.
Xcel Energy does not publish a guaranteed power-off hour count.
Permits in Amarillo
Inside the city, start at Building Safety, Simms Municipal Building, 808 S. Buchanan Street, Suite 104. The phone is 806-378-3041.
Who pulls the permit matters. The city page says any owner or authorized agent who intends to replace an electrical system shall first obtain the required permit. A homesteaded owner can apply through MGO. If you hire the work out, ask that the MGO file carry the contractor’s TECL instead of your homestead application.
A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Elite Electrical prints no dollar figure, so both numbers here come from Temple and Dallas shops, not from anyone in Potter or Randall County.
In Temple, MEP gives about $3,000 to $3,500 for a typical 200-amp replacement or upgrade. Clements in Dallas lists $2,200 to $4,800 for a 100-amp to 200-amp Federal Pacific replacement, with the permit and inspection counted inside that figure. Those two systems do not match. We will not average them. We are not inventing a Buchanan Street midpoint from either system.
Look the TECL up on TDLR and make sure the record reads Electrical Contractor before the quote gets signed. Elite Electrical’s services page names Federal Pacific and Zinsco. The shop’s own site prints TECL #34503. The homepage says the shop has served the Amarillo area for more than 16 years. One listing here is not a ranking of Amarillo electricians.
Directory-only shops are omitted. Sites that name Federal Pacific with no TECL on the page did not make this list. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Amarillo electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Temple shop and one Dallas shop publish Texas panel bands that do not match. We are not inventing a Buchanan Street midpoint from them
$3,000 to $3,500
Typical 200-amp panel replacement or upgrade printed by a Temple shop
Their Temple panel page. They call that current ballpark pricing. A Dallas shop prints a 100-amp to 200-amp Federal Pacific replacement at $2,200 to $4,800. Those two systems do not match. We will not average them. We are not inventing a Buchanan Street midpoint from either system. It prices a typical 200-amp replacement or upgrade. A like-for-like Federal Pacific swap is a different scope if the service size does not change.

100-amp to 200-amp Federal Pacific replacement printed by a Dallas shop
Their 2026 Dallas Federal Pacific cost page. The same page says the band includes the panel, breakers, permit, inspection, and labor. This is not MEP’s $3,000 to $3,500 Temple 200-amp system. Those two systems do not match. We will not average them.

Permit
City of Amarillo Building Safety Department
Who pulls it: Building Safety sits in the Simms Municipal Building, 808 S. Buchanan Street, Suite 104, Amarillo, TX 79101. The published phone is 806-378-3041. Permit questions go to building@amarillo.gov. Office hours on the city page are Monday through Friday, 8:00 a.m. to 5:00 p.m. Permits and contractor licensing go through MGO Connect.
Who pulls the permit matters. Amarillo quotes the code on the Building Safety page. Any owner or authorized agent who intends to replace an electrical system regulated by this code shall first make application to the building official and obtain the required permit. A homeowner can apply through MGO for a residence if the address is listed as a homestead exemption with the Potter or Randall Appraisal District. A quote that only says we handle the permit should name Amarillo on the address. Texas electrical-contractor advertising is the TECL. Ask for the TECL they will put on the MGO file.
Utility coordination
Xcel Energy on most Amarillo bills
Who disconnects: Xcel Energy’s Standard for Electric Installation and Use is blunt.
Outage window: Xcel Energy does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. A like-for-like panel swap still needs the city inspection and that Xcel notice. A service-size change is still the company’s disconnect and reconnect, not a helper cutting the seal.
What to hand the insurer
- Closed City of Amarillo electrical permit
- Passed electrical inspection
- Xcel Energy reconnect record if the job needed one
- Invoice showing the Texas TECL used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
