Federal Pacific panel replacement in Stockton

A Stockton insurance letter that names Federal Pacific is a city or San Joaquin County electrical permit plus a PG&E meter ticket. Building and Life Safety issues the city permit. PG&E owns the seal on the meter.

Do you have an insurance letter about this panel?

Photo upload comes later. A picture of the closed door and the inside label is enough if someone asks.

The underwriter circled Federal Pacific. Stockton still wants an electrical permit on that address. PG&E still wants an application before anyone breaks the meter seal.

Buy the electrical permit at the Permit Center. Open the PG&E application if the meter has to come off. Those two systems do not match. A helper with a van cannot print that permit or cut PG&E's seal.

What PG&E actually wrote

Start with the 2026 Greenbook. Do not remove or interfere with PG&E meters, seals, padlocks, or other locking devices.

Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters.

State law prohibits tampering with or connecting to utility property without PG&E’s consent.

If service or meter removal is required, contact PG&E through the application process. Electric Rule 31 repeats the socket rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any other third party may not breach the seal around that meter.

The Permit Center issues the electrical permit. PG&E will not treat a cut seal as ordinary maintenance. Those two systems do not match.

Confirm the logo on the bill. Most Stockton, Lodi, Manteca, and Tracy addresses are PG&E.

PG&E does not publish a guaranteed power-off hour count. ASAP’s Stockton panel page describes four to eight hours on a typical upgrade day, or one to two days when PG&E coordination is required. That is a contractor field note.

Permits inside Stockton and in San Joaquin County

Inside the city, start at the Permit Center, 501 W. Weber Avenue, Building 2, First Floor. Some electrical work goes through Accela as OTC Electrical. The Electrical Service Questionnaire has to be filled out for every electrical permit. Building technicians are 209-937-8561.

Who pulls the permit matters. A homeowner path exists, and it is narrow. The city keeps Owner-Builder Form BLDG-0013. CSLB’s owner-builder exemption can cover a principal residence if the work is performed before sale, you live there for the 12 months before completion, and you have not used the exemption on more than two structures in three years. Electrical work performed for hire still needs a C-10. Owning the home does not mean you should pull the permit and then hire someone under your name.

Unincorporated San Joaquin County files at the county. The county electrical page is blunt. A permit is required for repair or replacement of electrical service panels. Permits may only be obtained by the current property owner or a California licensed contractor on file with the county. County Building is 1810 E. Hazelton Avenue. Phone is 209-468-2098.

Lodi, Manteca, and Tracy may file at a different counter than 501 W. Weber Avenue. A quote that only says “we handle the permit” should name the city on the address.

Price, without inventing one

ASAP’s March 2026 cost blog publishes California ranges from a Stockton shop and does not hide the spread. A 100-amp panel upgrade is printed at $1,500 to $3,000. A 200-amp panel upgrade is printed at $3,000 to $6,000. A full panel replacement is printed at $4,000 to $8,000+.

Those lines do not describe one job. We will not average them. We are not inventing a Stockton-only midpoint from a California table.

California license lookup is public. Ask for the C-10 number and check it on CSLB before you sign. One shop advertises this work on their own site and prints a license number. Altamont’s Tracy and Stockton page names Federal Pacific and Zinsco and prints LICENSE #1092907. They write daily work across Tracy, Stockton, and the San Joaquin Valley. They are listed for the panel letter, not as a county directory.

Directory-only shops are omitted. A page that names these brands and does not print a California electrical license number is not a listing. The listed shop is not affiliated with Panel Letter.

What to hand the carrier

The useful packet is the closed city or county electrical permit, the passed inspection, an invoice with the C-10 number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Electricians who advertise this job

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.

To get introduced, use the quote form on this page. We do not send you to the shop from here.
