Federal Pacific panel replacement in Spokane

Federal Pacific and Zinsco panels in Spokane still get called out as panels that have to come out. HES’s cost page says so. Avista’s Electric Service Requirements say only Avista personnel shall remove meter seals. Your letter is usually written somewhere else. City permits sit with the Development Services Center. Most bills are Avista.

Those two systems do not match. The city issues the electrical permit. Avista will not treat a cut seal as ordinary maintenance. A helper with a van is not the person who can print that permit or give Avista the 48-hour notice.

What Avista actually wrote

Start with the August 2022 Electric Service Requirements. Section 1.18 is the seal rule. Only Avista personnel shall remove seals. Cutting Avista seals, or bypassing or modifying a meter, can be treated as a crime. Bypassing meter sockets by electricians or customers is not allowed for any reason without Avista approval.

The reconnect rule is next. When Avista disconnects a service for an electrical upgrade, the modifications have to meet current Avista standards. Inspection of that service and equipment is required before reconnection. If the property owner does the work, a final inspection approval must be posted on site. Forty-eight hour notice must be given to Avista for disconnection of service conductors or removal of any meter locking device. That is not a homeowner meter-pull path.

Confirm the logo on the bill. Most Spokane addresses are Avista. Inland Power and Light serves parts of the county.

Avista does not publish a guaranteed power-off hour count. HES describes most upgrades in one business day. That is a contractor field note.

Permits inside Spokane and in the nearby towns

Inside the city, start at the Development Services Center, 808 West Spokane Falls Boulevard. Filing is Accela Citizen Access. The permit team hotline is 509.625.6999.

Who pulls the permit matters. A homeowner path exists, and it is narrow. You may apply for an electrical permit when you are conducting the work yourself. The homeowner is not allowed to apply for an electrical permit and hire the work to be conducted by others. RCW 19.28.261 lets you do electrical work at your own residence without a certified electrician. A friend or a certified electrician may assist only if that person does not take money. Owning the home does not mean you should pull the permit and then hire someone under your name.

Spokane Valley and unincorporated county addresses file at their own counters. A quote that only says “we handle the permit” should name the city on the address.

Price, without inventing one

HES’s Spokane cost page publishes an installed band and does not hide the spread. A full panel replacement is printed at $1,800 to $4,000.

Their 2025 Spokane code page prints a different job. Most 200-amp upgrades there are $2,500 to $4,000. Those two systems do not match. We will not average them. We are not inventing a third Spokane midpoint from either table.

Washington license lookup is public. Ask for the number and check it on Labor and Industries before you sign. One shop advertises this work on their own site and prints a license number. HES’s Spokane cost page names Federal Pacific and Zinsco. The about page of that same site prints ANDERJH811KZ. They list a Moses Lake office and write daily work into Spokane. They are listed for the panel letter, not as a Spokane County directory.

Directory-only shops are omitted. A page that names these brands and does not print a Washington electrical license number is not a listing. The listed shop is not affiliated with Panel Letter.

What to hand the carrier

The useful packet is the closed city or suburban electrical permit, the passed inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
