Only a licensed contractor or design professional can open a Clearwater building permit online. The city's permit page also says Florida's Chapter 489 has licensed contractors obtain permits and do the permit work, with very few exceptions for owner-occupied single-family and duplex homes.
The meter is covered by Duke Energy Florida's tariff. It says every meter is sealed by a company representative, and that no one but an authorized company representative may remove, destroy, or tamper with that seal. Before the panel day is set, ask your electrician how Duke will be brought in for the seal.
What Duke Energy Florida actually wrote
Confirm the logo on the bill before anyone prices the job. Clearwater's 2026 franchise file says Duke Energy has provided local electric service since 2012. The bold lines below are quoted from Part V of Duke Energy Florida's General Rules and Regulations, the meter rules in its tariff. That sheet took effect April 29, 2013, and it is still the one in the rules Duke posts.
All meters will be sealed by a representative of the Company.
Such meter seals must not be removed, destroyed or tampered with by any person other than an authorized representative of the Company.
The same part keeps title to the meter with Duke, while a self-contained meter enclosure is the customer's to maintain or replace. Rule 5.04 adds that tampering can bring prosecution under Florida law, adjusted prior bills, and disconnection until the debt is paid.
Nothing in those rules says how long the power stays off for a panel swap.
Permits in Clearwater
Planning and Development is on the 2nd floor of the Municipal Services Building, 100 South Myrtle Avenue. The permit line is (727) 562-4567.
Who pulls the permit matters. The city's permit page requires a building permit to install, alter, repair, remove, convert, or replace an electrical system regulated by the Florida Building Code. Because online applications are limited to licensed contractors and design professionals, an owner who thinks the Chapter 489 exception applies should call (727) 562-4567 before filing anything.
Price, without inventing one
Neither Dunedin Electric page shows a dollar figure. For a band we went outside Pinellas County, to a Fort Myers FAQ and a Palm Coast price table.
For a full upgrade in Fort Myers, Coharbor's FAQ answer is $2,500 to $4,500, moved up or down by panel size, indoor or outdoor location, wiring, and permits. Stevenson's Electric, in Palm Coast, lists Federal Pacific, Zinsco, or Challenger panel replacement at $2,200 to $3,000, with the Flagler County permit and insurance documentation in that price. Those two systems do not match. We will not average them. We are not inventing a Myrtle Avenue midpoint from either system.
Dunedin Electric works from 2300 Congress Avenue in Clearwater, the same address on its state license. On DBPR's license search, the record for EC13002291 reads DUNEDIN ELECTRIC CO INC, Certified Electrical Contractor, Current and Active, expiring 08/31/2028. The shop prints License # ec13002291 on its Clearwater residential page and on its panel-upgrades page, which says Federal Pacific Electric (FPE) and Zinsco panels should be replaced immediately. On its own pages it goes by Palm Harbor & Dunedin Electric.
Panel Letter has no tie to Dunedin Electric.
What to hand the carrier
Clearwater's part of the packet is the closed city electrical permit and its passed final inspection. Add an invoice that shows the EC number used on that permit. Photos of both panels go in if the letter asks. A load calculation or panel schedule goes in only if your electrician made one. Before the work starts, ask your insurance agent which of those papers the underwriter wants.
Typical replacement cost
A Lee County FAQ and a Flagler County price table carry the only bands here, and they do not match. We are not inventing a Myrtle Avenue midpoint from them
$2,500 to $4,500
Full panel upgrade on Coharbor's Fort Myers FAQ, written for Lee County, outside Pinellas
Coharbor's FAQ ties the figure to size, location, wiring condition, and permitting. On Stevenson's Flagler County table, a Federal Pacific, Zinsco, or Challenger replacement is $2,200 to $3,000. Those two systems do not match. We will not average them. We are not inventing a Myrtle Avenue midpoint from either system.
Source: Coharbor Electric$2,200 to $3,000
Federal Pacific, Zinsco, or Challenger panel replacement on Stevenson's Palm Coast table, written for Flagler County
Stevenson's table puts a 100-amp to 200-amp upgrade in the same location at $2,000 to $2,800. Those two lines do not match. Coharbor answers $2,500 to $4,500 for a full Fort Myers upgrade. Those two systems do not match. We will not average them.

Permit
City of Clearwater Planning and Development, Building Division
Who pulls it: Planning and Development is on the 2nd floor of the Municipal Services Building, 100 S. Myrtle Ave., Clearwater, FL 33756. The published phone is (727) 562-4567. The city's permit page says a building permit is required to install, alter, repair, remove, convert or replace any electrical system regulated by the Florida Building Code, and that Florida's Chapter 489 requires licensed contractors to obtain permits and do the permit work, with very few exceptions for single-family and duplex owner-occupied structures. Only licensed contractors and design professionals can register to apply for building permits online.
Who pulls the permit matters. Dunedin Electric's Clearwater pages print its EC number. An owner who qualifies for the Chapter 489 exception cannot use the online system, so call the permit line first. Whoever files, the invoice should carry the same EC number as the permit.
Utility coordination
What Duke Energy Florida's tariff says about a Clearwater meter
Who disconnects: Clearwater's 2026 franchise ordinance file with Duke Energy Florida, LLC says Duke Energy has provided local electric service since 2012. Duke Energy Florida's General Rules and Regulations, Part V, cover meters. Title to meters and metering equipment shall be and remain in the Company, excluding self-contained meter enclosures, which the customer maintains or replaces. All meters will be sealed by a representative of the Company. Such meter seals must not be removed, destroyed or tampered with by any person other than an authorized representative of the Company. Tampering can bring prosecution under Florida law, an adjustment of prior bills, and discontinuance of service until the debt is paid.
Outage window: Duke Energy Florida does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. The city's franchise file says Duke Energy has provided local electric service since 2012. The tariff's seal rule leaves seal removal to an authorized Duke representative and names no one else.
