Sacramento County will issue a panel permit for Orangevale without a person at a counter. The county FAQ lists residential electrical panel repair or replacement among the permits that can be applied for online and issued automatically once the fee is paid.
The county's Development Guide says it serves the unincorporated county and leaves cities to their own departments, and it points owners to the Assessor's Parcel Viewer to check which side of the line an address sits on.
What SMUD actually wrote
SMUD's own territory page claims most of Sacramento County, and PG&E's list of other utilities names SMUD for Orangevale. Neither page is a parcel map, so the logo on the bill still has the final word.
SMUD's Meter and Service page runs in order. The local agency comes first. The SMUD application and fees go in online, at the East Campus Operations Center at 4401 Bradshaw Road, or by mail. Then the county inspects the new panel.
Once the county approves, SMUD says the agency typically tells it the next business day, and a SMUD crew installs the meter and energizes the service, typically within seven business days of that inspection approval.
That week is SMUD's crew calendar. It is not an answer to how long the lights are off on swap day, and SMUD's page does not give one.
Permits in Orangevale
The county's Building Assistance Center is at 9800 Goethe Road, and public inquiries go to 916-875-5296. Plans come in only electronically, through the county's Accela Citizen Access portal.
Who pulls the permit matters. A licensed C-10 files under its own license, or the owner files as owner-builder. The county keeps an AP-36 Contractor Declaration for the first route and AP-16 for the second.
Signing AP-16 puts the owner on the permit as its responsible party of record, a role a licensed contractor would otherwise carry. The form on the county site still reads last update 4/4/2017 and lists two old counter addresses, so take the wording from AP-16 and the address from the Goethe Road page.
Inspections book online, through the 916-875-5296 menu, or by text to 855-280-5383. For a next-day slot, the county wants the request in by 5 p.m.
Price, without inventing one
No figure appears on Grid Plus's panel-replacement page. The two bands below come from a Citrus Heights shop and a Sacramento cost guide.
TNT Electric, based in Citrus Heights and listing Orangevale among its service areas, says most standard 100-amp to 200-amp upgrades in the Citrus Heights area run $2,500 to $4,500. Under The Sun Electric's 2026 Sacramento guide sets the same upgrade lower, at $1,800 to $3,500. Those two systems do not match. We will not average them. We are not inventing a Goethe Road midpoint from either system.
Grid Plus Electric's panel page is headed for Orangevale and Sacramento and says the shop is based in Orangevale. It lists Zinsco and Federal Pacific Stab-Lok panels for replacement and prints CSLB License #1090687. CSLB lists that number for GRID PLUS ELECTRIC INC at the same Pecan Avenue address, a C10 license that reads current and active and runs to 01/31/2028. Its workers' compensation entry is an exemption, filed because the shop certified it has no employees.
What to hand the carrier
Send the closed Sacramento County permit and the passed inspection, with an invoice that carries the C-10 number from the permit. Photos and a load calculation are extras. Include them when the letter names them.
Typical replacement cost
TNT Electric's Citrus Heights page and Under The Sun's Sacramento guide give different bands for the same 100-amp to 200-amp upgrade. We are not inventing a Goethe Road midpoint from them
$2,500 to $4,500
TNT Electric's Citrus Heights area figure for a standard 100-amp to 200-amp panel upgrade
TNT is based in Citrus Heights, next to Orangevale, and its panel page lists Orangevale among the areas it serves. The figure comes from the page's FAQ and depends on the existing panel, service entrance, meter equipment, and access. Under The Sun's Sacramento guide is lower, $1,800 to $3,500. Those two systems do not match. We will not average them. We are not inventing a Goethe Road midpoint from either system.
Source: TNT Electric Co.$1,800 to $3,500
Under The Sun Electric's 2026 Sacramento guide, 100-amp to 200-amp panel upgrade
The same table puts a same-size 100-amp replacement at $1,000 to $1,800 and a same-size 200-amp replacement at $1,500 to $2,800. TNT's Citrus Heights area figure begins $700 higher, at $2,500. Those two systems do not match. Cost source only.

Permit
Sacramento County Building Permits and Inspection Division
Who pulls it: Sacramento County's Development Guide says the county's Community Development Department serves the unincorporated county, that cities run their own departments, and that owners can check an address in the Assessor's Parcel Viewer. Building Permits and Inspection runs its Building Assistance Center at 9800 Goethe Road, Sacramento, CA 95827, and takes public inquiries at 916-875-5296. The division accepts plans only electronically, through the county's Accela Citizen Access portal. Its FAQ lists residential electrical panel repair or replacement among the permits that can be applied for online and issued automatically once the fee is paid. Inspections are scheduled online, through the 916-875-5296 menu, or by text to 855-280-5383; a next-day inspection, if available, must be booked by 5 p.m. the day before. An owner who files as owner-builder signs the county's AP-16 Notice to Property Owner as Owner Builder; the county lists AP-36 Contractor Declaration alongside it.
Who pulls the permit matters. A licensed C-10 files under its own license, or the owner files as owner-builder on AP-16. The county's AP-17 agent form says AP-16 is signed only by the property owner, so an authorized agent can file the application but the notice itself carries the owner's signature.
Utility coordination
SMUD meter and service steps for Orangevale
Who disconnects: SMUD's territory page says it serves about 900 square miles, including most of Sacramento County. PG&E's help article on the other electric utilities within its service area lists Orangevale with E: SMUD (Sacramento Municipal Utility District). SMUD's Meter and Service page sets out the order for work that needs SMUD meter and service changes: start with the local agency, submit the SMUD application and fees online, in person at the East Campus Operations Center, 4401 Bradshaw Road, Sacramento, CA 95827, or by mail, then arrange the local agency's inspection of the electrical panel. Local agencies typically notify SMUD of their approval one business day after they approve the work. A SMUD service crew then installs the new meter and connects and energizes the service, typically within seven business days of the meter panel inspection approval.
Outage window: SMUD counts its window in business days after the county passes the panel. The page gives no figure for how many hours an Orangevale house is off on the day of the swap.
Grid Plus says its panel jobs include coordination with SMUD or PG&E for the utility disconnect, and that it is a SMUD Contractor Network member. That is a contractor field note.
