A Calvary Road shop and a state electrical permit is how a Duluth letter actually files. City Hall Room 100 stopped issuing that sticker in June 2024. The carrier still named Federal Pacific on the panel.
The state inspector will not own the Minnesota Power seal. Minnesota Power will not print the DLI electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Duluth and Hermantown bills are Minnesota Power. Confirm the logo on the bill before anyone prices the job.
Start with the existing-services page. Work must be performed by a licensed electrical contractor.
Homeowners are not allowed to perform these temporary disconnects and reconnects.
Services must be 120/240V single phase, self-contained, 320 amps or less. All temporary disconnect and reconnect work must occur on the customer side of the permanent connectors. If you need to de-energize the service or remove a meter, complete the Contractor Disconnect/Reconnect form first. The form asks for the electrician name, contact number, contractor license number, and electrical inspection number.
Replacement of a service panel with equal or greater amperage rating requires a lever-bypass meter socket. No exceptions. Only a qualified Minnesota Power lineworker may handle the company’s service wire. That is not a homeowner meter-pull path.
Minnesota Power does not publish a guaranteed power-off hour count. Fees start at $500 if the work is performed outside normal operating hours, excluding holidays. Lotus writes a standard 200-amp upgrade typically takes one full day. That is a contractor field note.
Permits in Duluth and in Hermantown
Inside the city, start at the Minnesota Department of Labor and Industry electrical-permit portal. The City of Duluth delegated residential and commercial electrical permitting and inspections to the state as of June 2024. All new electrical permits should be submitted through DLI.
Who pulls the permit matters. Construction Services and Inspections still sits at City Hall, Room 100, 411 West First Street. Phone is 218-730-5240. That counter is not the electrical-permit desk anymore. DLI still publishes a homeowner electrical-permit path. That path is for work the owner will perform. Owning the home does not mean you should pull the permit and then hire someone under your name.
Hermantown, Cloquet, and Two Harbors each have their own address on the DLI file. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Two Minnesota contractor pages publish panel bands and do not hide the split.
Lotus’s Duluth page prints 100-amp to 200-amp upgrades at $5,000 to $6,000. Three Rivers’ Twin Cities page prints Federal Pacific or Zinsco to 200-amp work at $7,700 to $9,500. Those two systems do not match. We will not average them. We are not inventing a First Street midpoint from either system.
Minnesota license lookup is public. Ask for the EA number and check it on DLI before you sign. One shop advertises this work on their own site and prints a license number. Lotus’s upgrades page names Federal Pacific or Zinsco breakers. The shop’s own About page prints MN LIC #EA796966. They write daily work from 4085 E Calvary Rd. They are listed for the panel letter, not as a St. Louis County directory.
Directory-only shops are omitted. A page that names these brands and does not print a Minnesota electrical contractor number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed Minnesota DLI electrical permit, the passed electrical inspection, an invoice with the EA number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Duluth shop and one Twin Cities shop publish panel bands that do not match. We are not inventing a First Street midpoint from them
$5,000 to $6,000
100-amp to 200-amp panel upgrade printed by a Duluth shop
Their Duluth upgrades page. They call these 2026 ranges from their quoting system. A Twin Cities shop prints Federal Pacific / Zinsco to 200-amp work at $7,700 to $9,500. Those two systems do not match. We will not average them. We are not inventing a First Street midpoint from either system.

Federal Pacific or Zinsco to 200-amp upgrade printed by a Twin Cities shop
Their Twin Cities FPE / Zinsco page. The same table prints a like-for-like 100-amp replacement near $7,700. That is a different scope. This is not Lotus’s $5,000 to $6,000 Duluth 200-amp line. Those two systems do not match. We will not average them.

Permit
Minnesota Department of Labor and Industry, Electrical Permits
Who pulls it: The City of Duluth delegated residential and commercial electrical permitting and inspections to the State of Minnesota as of June 2024. All new electrical permits should be submitted through the Department of Labor and Industry website. Construction Services and Inspections still sits at City Hall, Room 100, 411 West First Street, Duluth, MN 55802. Phone is 218-730-5240. Email is permittingservices@duluthmn.gov. That counter is not the electrical-permit desk anymore. Hermantown, Cloquet, and Two Harbors are not the Duluth file.
DLI still publishes a homeowner electrical-permit path. That path is for work the owner will perform. Owning the home does not mean you should pull the permit and then hire someone under your name. A quote that only says we handle the permit should name Duluth, Hermantown, or the township on the address. Minnesota electrical-contractor advertising is the DLI EA number. Ask for the number they will put on the DLI file.
Utility coordination
Minnesota Power on most Duluth and Hermantown bills
Who disconnects: Minnesota Power is blunt on a temporary disconnect. That is not a homeowner meter-pull path.
Outage window: Minnesota Power does not publish a guaranteed power-off hour count for a residential panel swap. Fees start at $500 if the work is performed outside normal operating hours, excluding holidays.
Confirm the logo on the bill before anyone prices the job. Most Duluth and Hermantown addresses are Minnesota Power. A like-for-like panel swap still needs the state inspection and that Minnesota Power ticket. A service-size change is still the company’s disconnect and reconnect, or a licensed contractor on the company’s form, not a helper cutting the seal. Only a qualified Minnesota Power lineworker may handle the company’s service wire. Lotus writes a standard 200-amp upgrade typically takes one full day. That is a contractor field note.
What to hand the insurer
- Closed Minnesota DLI electrical permit
- Passed electrical inspection (the approval Minnesota Power needs on file)
- Invoice showing the Minnesota EA number used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
