Corona’s Table D, effective October 4, 2026, lists a single-family service change-out at $372.00. Unleashed’s Corona offer page lists upgrades for 100A Federal Pacific, Zinsco and fused service and prints CSLB #1150713.
Corona permits are applied for through eTRAKiT, and the Building Division counter is in Suite 120 at City Hall.
What the utility actually wrote
Confirm the logo on the bill before anyone prices the job.
On Edison’s renovation page, swapping the panel on a service that is already there gets a request category to itself. A lockring removal or reinstall is booked through SCE at 1-800-655-4555 by the authorized account holder.
Corona also runs a municipal electric utility. That utility’s own page says it was established on April 4, 2001, and that it provides fully bundled Greenfield electric service inside the city’s electric service area.
Unleashed’s Corona page calls Corona SCE territory, but the city’s page shows a second utility inside Corona. The bill logo decides which utility you call.
SCE’s renovation page does not give an outage length for a panel change.
eTRAKiT holds the permit and the inspection.
Permits for a Corona address
Building Division, Suite 120, 400 South Vicentia Avenue.
Who pulls the permit matters. Corona’s Applications and General Forms page requires the Owner-Builder Disclosure Form for every owner-builder permit, on top of the regular permit application. In that form the owner initials that an owner-builder may be held liable for injuries to an unlicensed person or that person’s employees working on the property.
Applications go through eTRAKiT. Hours are 7 a.m. to 6 p.m., Monday through Thursday, with City Hall closed on Fridays.
Table D, effective October 4, 2026, lists Service Change-Out, Single Family, Single phase at $372.00. New Service, 225 amps or less, is $901.00. A residential rewire with a panel change, up to 1,500 square feet, is $534.00.
If Unleashed pulls the permit, eTRAKiT should list C-10 1150713 as the contractor.
Price, without inventing one
Table D’s $372.00 goes to the city for the permit and pays for none of the electrical work.
SPD’s Rancho Cucamonga page prints $4,500 to $8,500 for a Federal Pacific or Zinsco panel replacement. For those same two panel brands, the number on Power Man’s Murrieta list is lower: $1,500 to $4,000. Those two systems do not match. We will not average them.
Search 1150713 in the CSLB Instant License Check. CSLB’s record, read 10/31/2026 at 6:07:45 PM, lists UNLEASHED ELECTRIC LLC at a Corona address, current and active until 02/29/2028. CSLB issued the license on 02/19/2026. CSLB lists Pacific Compensation policy WC1069206 through 06/10/2027. Neither SPD nor Power Man is listed for Corona. Their numbers are here for cost only.
Directory-only shops are omitted. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
Start with the closed electrical permit record from eTRAKiT and the inspection result showing the final as passed. Unleashed’s invoice belongs in the packet when eTRAKiT lists 1150713 as the contractor. Send the city’s Electrical Panel Upgrade Form or photos only if your letter asks for them.
Typical replacement cost
Corona charges $372.00 under Table D just for the permit. SPD in Rancho Cucamonga and Power Man in Murrieta print FPE ranges that do not overlap
$4,500 to $8,500
SPD’s price for a Federal Pacific or Zinsco swap, from its Rancho Cucamonga page
SPD prints this for a Federal Pacific or Zinsco panel replacement, next to $3,000 to $5,500 for a standard 100A replacement. Cost source only.
Source: SPD Electric Corp$1,500 to $4,000
FPE or Zinsco replacement on Power Man’s Murrieta upgrade table
Power Man prints this for FPE or Zinsco replacement, next to $1,300 to $3,000 for a 100A to 200A overhead upgrade. SPD’s range is higher and the two do not overlap. Those two systems do not match. We will not average them. Cost source only. Corona’s $372.00 is a city permit fee, not an electrician’s price.

Permit
City of Corona Building Division
Who pulls it: Corona’s Building Division counter is Suite 120 at 400 S. Vicentia Avenue, Corona. Hours are 7 a.m. to 6 p.m., Monday through Thursday, with City Hall closed on Fridays. The phone is (951) 736-2250. Inspection questions and plan-check questions each have their own city email address. Applications go through eTRAKiT at etrakit.coronaca.gov/etrakit. The Applications and General Forms page requires a Permit Application Form, a Construction Permit Application and Declarations Prior to Permit Issuance for all permit applications, and says the Owner-Builder Disclosure Form must be completed in addition for every owner-builder permit. In that form the owner initials a statement that an owner-builder may be held liable for injuries to an unlicensed person or that person’s employees working on the property, and that homeowner’s insurance may not cover those injuries. That page also lists a form for electrical panel upgrades. Table D Electrical Fees, effective October 4, 2026, lists Service Change-Out, Single Family, Single phase at $93.00 plan check plus $279.00 inspection, $372.00 total. New Service, Single Family Dwelling, 225 amps or less is $342.00 plan check plus $559.00 inspection, $901.00 total. Residential rewire with panel change out, up to 1,500 square feet, is $68.00 plan check plus $466.00 inspection, $534.00 total. The minimum plan-check or inspection fee is $164.00 when the calculated fee is smaller.
Who pulls the permit matters. Corona requires the Owner-Builder Disclosure Form on every owner-builder permit, on top of the standard forms. If Unleashed pulls the permit, eTRAKiT should list C-10 1150713 as the contractor.
Utility coordination
SCE lockring number, or a Corona municipal mark
Who disconnects: Read the electric logo first. Edison’s renovation page handles a panel swap on an existing service as a separate request. A lockring removal or reinstall is booked through SCE at 1-800-655-4555 by the authorized account holder. Corona also runs a municipal electric utility. That utility’s own page says it was established on April 4, 2001, and that it provides fully bundled Greenfield electric service to customers inside the city’s electric service area. Unleashed’s Corona page calls Corona SCE territory, but the city’s page shows a second utility inside Corona. The bill logo decides which utility you call. Confirm the logo on the bill before anyone prices the job.
Outage window: SCE’s renovation page does not give an outage length for a panel change.
eTRAKiT holds the permit and the inspection. The lockring call belongs to the account holder.
