Your letter named a panel brand. PG&E’s Greenbook named who may touch the meter. The Development Center named who may print the permit. Those are three different counters.
File the electrical permit at the Building Division. Ask PG&E to pull the meter through its application process. A helper with a van cannot print that permit or cut PG&E’s seal.
What PG&E actually wrote
Start with the 2026 Greenbook. Do not remove or interfere with PG&E meters, seals, padlocks, or other locking devices.
Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters.
State law prohibits tampering with or connecting to utility property without PG&E’s consent.
If service or meter removal is required, contact PG&E through the application process. Electric Rule 31 repeats the socket rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any other third party may not breach the seal around that meter.
The city issues the electrical permit. PG&E will not treat a cut seal as ordinary maintenance. Those two systems do not match.
Confirm the logo on the bill. Most Bakersfield addresses are PG&E.
PG&E does not publish a guaranteed power-off hour count. Electrical ASAP describes four to eight hours off on a typical 200-amp replacement day. That is a contractor field note.
Permits inside Bakersfield and in Kern County
Inside the city, start at the Development Center, Building Division, 1715 Chester Avenue. Panel work is a building permit. Inspections are scheduled with that counter.

A like-for-like 100-amp replacement is printed at $2,500+. A full 200-amp service upgrade with utility coordination is printed at $5,500+. A 200-amp in-place upgrade is printed separately at $3,500+.
Those lines do not describe one job. We will not average them. We are not inventing a closed Bakersfield ceiling that the page did not print.
California license lookup is public. Ask for the C-10 number and check it on CSLB before you sign. One shop advertises this work on their own site and prints a license number. Electrical ASAP’s repair-versus-replace page names Federal Pacific Stab-Lok and Zinsco and is backed by C-10 #1116554 on the same site. They write daily work in Bakersfield and Kern County. They are listed for the panel letter, not as a Kern County directory.

What to hand the carrier
The useful packet is the closed city or county electrical permit, the passed inspection, an invoice with the C-10 number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

A homeowner improving a principal residence can be exempt from licensure if the work is performed before sale, the homeowner resides in the residence for the 12 months before completion, and the exemption has not been used on more than two structures in any three-year period. Electrical work performed for hire still needs a CSLB C-10 contractor. Kern County Building Inspection is a different counter for unincorporated parcels.
