Federal Pacific panel replacement in San Antonio

The letter in your hand already names Federal Pacific or Zinsco in a lot of San Antonio files. CSW’s panel page treats those brands as equipment that has to be looked at. Global Cooling’s page calls them insurance-flagged hardware. Development Services issues the electrical permit. CPS Energy authorizes any disconnect on most bills.

Those two systems do not match. The city issues the electrical permit. CPS Energy will not treat an unauthorized disconnect as ordinary maintenance. A helper with a van is not the person who can print that permit or get CPS Energy’s authorization to take the service down.

What CPS Energy actually wrote

Start with the Customer Terms and Conditions. Only CPS Energy employees, its agents, other lawful officials, or licensed persons working under any required permits and who are authorized by CPS Energy, have the authority to connect, disconnect, or reconnect Service either remotely or on-site. Connection, disconnection, or reconnection by any other person is an unauthorized act. CPS Energy says it can prosecute.

The Electric Service Standards add the meter rule. Section 90.7 says the Customer shall not bypass, tamper with, or otherwise interfere with the proper operation and registration of CPS Energy metering equipment. Wiring that bypasses the meter is on that same list.

The remodel path is a phone ticket, not a homeowner pull. If the house already has power and the service has to go off for the work, CPS Energy’s home-renovation page sends you to the Remodel Department at 210-353-4975. That is not a homeowner meter-pull path.

Confirm the logo on the bill. Most San Antonio addresses are CPS Energy. Pedernales Electric and some municipal systems are a different ticket.

CPS Energy does not publish a guaranteed power-off hour count. Global Cooling describes a standard residential replacement in four to eight hours. That is a contractor field note.

CPS Energy will set a meter and leave it locked until it receives the city or municipal electric inspection.

Permits inside San Antonio and in the nearby towns

Inside the city, start at Development Services. Filing is the Accela Customer Portal. Trade contractors register the state license with the city before a permit issues.

Who pulls the permit matters. The residential-permit page is a closed list for new electrical work. You must use licensed trade contractors for new electrical project components. A homeowner plumbing-affidavit path exists for homestead plumbing the owner will personally do. That page does not give the same owner-occupant path for a panel swap. Information Bulletin 104b is even narrower for a TOPS permit. A standalone TOPS electrical permit must be submitted by a Texas licensed master electrician registered with the City of San Antonio.

Alamo Heights, Terrell Hills, Leon Valley, Schertz, and unincorporated Bexar County file at their own counters. A quote that only says “we handle the permit” should name the city on the address.

Price, without inventing one

Sunbelt’s San Antonio panel page publishes an installed band and does not hide the spread. Panel upgrades are printed at $1,800 to $4,500, depending on amperage and existing wiring condition. We are not inventing a San Antonio midpoint from that table.

Global Cooling’s San Antonio page names the same brands and does not print a dollar band. Those two systems do not match. We will not average them.

Texas license lookup is public. Ask for the TECL and check it on TDLR before you sign. For a city address, also ask for the city registration they will put on the Accela file. Three shops advertise this work on their own sites and print a license number. CSW’s panel page names Federal Pacific and Zinsco and prints TECL31793. Global Cooling’s panel page names those brands and prints TECL 40949. Sunbelt’s panel page names those brands and prints TLCL #23708. Directory-only shops are omitted. A page that names these brands and does not print a Texas electrical license number is not a listing. The listed shops are not affiliated with Panel Letter.

What to hand the carrier

The useful packet is the closed city or suburban electrical permit, the passed inspection, proof CPS Energy released the meter, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
