A Federal Pacific letter in Rancho Cucamonga leads to two places: an online city permit and one of two electric utilities.
What the utility actually wrote
The city’s local utilities table lists two electric providers. RCMU’s own page says the main provider in Rancho Cucamonga is Southern California Edison, and that RCMU serves a selected area in the southeastern part of the city. The bill tells you which one you have.
On an SCE bill, SCE’s building and renovation page says an authorized account holder should call 1-800-655-4555 to have the lockring removed or put back. On an RCMU bill, the city’s table gives 909-919-2612. SoCalGas is on the same table for gas only.
SPD’s replacement page says the shop coordinates the SCE service disconnect and that the replacement day typically runs four to eight hours. How long the power stays off is not something SCE or RCMU states for this job. RCMU’s page talks about planned maintenance outages, not panel work.
Rancho Cucamonga’s online permit
Every application begins in the Online Permit Center. Building and Safety, at 10500 Civic Center Drive, says it does not issue permits over the counter and that its process is 100 percent online. City Hall has kiosks where you can start an application. The permit itself comes by email.
For a quick question, text 909-488-4668. For inspections, text 909-303-1786 or call 909-477-2710 from 7:30 a.m. to 6:00 p.m.
If you sign the application yourself as an owner-builder, CSLB says you take on full responsibility for every phase of the project. Hiring a C-10 contractor puts the shop’s license on the permit instead.
A house in Ontario, Upland or Fontana is a different city’s permit.
Price, without inventing one
SPD prints $4,500 to $8,500 for a Federal Pacific or Zinsco panel replacement on its Rancho Cucamonga page, and $4,000 to $7,500 for a 200-amp replacement.
The second band comes from Power Man Electric in Murrieta, about 45 miles south. We looked for a closer Inland Empire shop that prints a Federal Pacific price and did not find one. The Upland, Ontario and Fontana shop pages we checked gave a statewide figure or no number. Power Man’s table puts Federal Pacific or Zinsco replacement at $1,500 to $4,000. Those two systems do not match. We will not average them.
Who we list
On its Rancho Cucamonga replacement page, SPD Electric Corp lists Federal Pacific and Zinsco work next to C-10 #1116728. CSLB lists that license as current and active through 02/29/2028, with workers’ compensation through Technology Insurance Company until 05/16/2027. CSLB’s address for SPD is in Fontana, and the shop’s site says it is headquartered in Rancho Cucamonga.
Directory sites are not listed, and neither is any shop that skips the C-10 number. SPD is independent of Panel Letter.
What to hand the carrier
The carrier will want to see the city permit closed and the inspection passed, along with an invoice carrying the C-10 number from the permit. SPD says it provides documentation for your insurance carrier. Panel photos and a load calculation are extras for when the letter names them.
Typical replacement cost
SPD prints a Rancho Cucamonga Federal Pacific band. The only other shop band we found that names Federal Pacific comes from Murrieta, about 45 miles south

SPD’s panel-replacement page, which also prints a 200-amp replacement at $4,000 to $7,500. The Murrieta row from Power Man is $1,500 to $4,000 for a Federal Pacific or Zinsco replacement. Those two systems do not match. We will not average them.

Power Man’s panel-upgrade table. We use it because we found no shop closer to Rancho Cucamonga that prints a Federal Pacific price. The Upland, Ontario and Fontana shop pages we checked gave a statewide figure or no price. SPD prints a higher Federal Pacific band, $4,500 to $8,500, for Rancho Cucamonga. Those two systems do not match. We will not average them. Cost source only.

Permit
City of Rancho Cucamonga Building and Safety
Who pulls it: Every Rancho Cucamonga permit starts online in the Online Permit Center. Building and Safety, at 10500 Civic Center Drive, Rancho Cucamonga, CA 91730, says it does not issue permits over the counter and that the process is 100 percent online. An application can also be started from the kiosks at City Hall. Permits are issued only by email, and the Building and Safety page gives the permit technicians’ address for that. Quick questions go by text to 909-488-4668. For inspections, text 909-303-1786 or call 909-477-2710 from 7:30 a.m. to 6:00 p.m. City Hall is open in person Monday through Thursday, 7:00 a.m. to 4:30 p.m. CSLB’s owner-builder page says that signing a building permit application as an owner-builder means you assume full responsibility for all phases of the project. Ontario, Upland, and Fontana issue their own permits.
Emailing the city as the owner does not put a C-10 contractor on the file. If you hire SPD or another electrician, the shop applies in the Online Permit Center under its own license. The estimate should carry the street address.
Utility coordination
SCE on a Rancho Cucamonga electric bill, unless the logo says RCMU
Who disconnects: The city’s local-utilities page lists two electric names. Southern California Edison is one. Rancho Cucamonga Municipal Utility is the other. Gas on that same table is Southern California Gas. RCMU’s own page says the main service provider in Rancho Cucamonga is Southern California Edison, and that RCMU serves limited areas in the southeastern part of the city. SCE wants the authorized account holder to call 1-800-655-4555 for any lockring removal or reinstall, per its building-renovation page. SPD’s replacement page says the shop coordinates the SCE service disconnect. An RCMU bill means the city’s own utility, at 909-919-2612.
Outage window: We found no outage length for a panel swap from SCE or RCMU. SPD’s replacement page says the replacement day typically runs four to eight hours.
Look at the bill first. On an SCE bill, the account holder calls 1-800-655-4555 for the lockring. On an RCMU bill, call the city utility at 909-919-2612. SoCalGas is on the city’s table for gas only.

Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
