Elk Grove treats a panel swap as a minor permit. The city's own list names a residential electrical panel replacement or upgrade of up to 200 amps.
The city's utilities page says SMUD provides the electricity and PG&E the natural gas.
SMUD's steps
SMUD lays the process out in order. Start with the local agency, which for a city address is Elk Grove Building Safety. File a SMUD application online, in person at 4401 Bradshaw Road in Sacramento, or by mail. Get the panel inspected by the city.
SMUD says the city usually tells it about the approval one business day later. A SMUD crew then sets the new meter, connects the service, and turns it on, typically within seven business days of the inspection approval. SMUD's underground requirements say only authorized SMUD employees may connect SMUD wiring to customer wiring.
SMUD counts that window in business days, not hours. Mr. Electric of Elk Grove's page says most homes get power back the same day.
The permit
The public counter is at 8401 Laguna Palms Way, open weekdays from 8:00 a.m. to 5:00 p.m., and the phone is (916) 478-2235. Book inspections on (916) 478-2225. The city wants applications submitted electronically. When we checked on October 24, its page said eTRAKiT was temporarily unavailable and to email or call for help.
The city is blunt about owner/builder permits. Signing as owner/builder means you take full responsibility for every phase of the job, and the city says that unless you are very experienced in construction, you should leave it to a licensed contractor. Owners who go ahead sign an Owner-Builder Verification Form.
An Elk Grove mailing address is not always the City of Elk Grove. Check that the parcel is inside city limits before you file.
What it costs
For taking a 100-amp service to 200 amps, Under The Sun Electric's 2026 Sacramento table shows $1,800 to $3,500. Mr. Electric of Elk Grove says most 200-amp upgrades in the Sacramento area run $1,500 to $3,500, and warns that older houses with the original service entrance may need meter base work on top.
Neither figure comes from the shop listed below, which quotes after a visit.
Who we list
Priority 1 Electric has a page about Federal Pacific and Zinsco panels that an inspector, buyer, or insurer has flagged. It prints C-10 #657852 and lists Elk Grove in its service area. Its office is at 1309 Silica Avenue in Sacramento. CSLB shows that license current and active on October 24, 2026, with workers' compensation on file through 01/02/2027.
The license itself expires 11/30/2026. Check it on the CSLB site before you sign anything after that date.
Directory listings were not considered. Priority 1 does not pay Panel Letter and has no tie to it.
For the insurer
When SMUD has the meter back in, collect three things for the carrier: the finaled city permit, the inspection sign-off from Building Safety, and an invoice printing the C-10 license number. Photos and a load calculation help if the insurer's letter calls for them.

Permit
City of Elk Grove Building Safety
Who pulls it: Elk Grove Building Safety works out of 8401 Laguna Palms Way. Call (916) 478-2235. The public counter keeps 8:00 a.m. to 5:00 p.m. hours on weekdays. Inspection requests go to (916) 478-2225. The city requires electronic submittals for permit applications. On October 24, 2026, the Building Safety page said eTRAKiT was temporarily unavailable and told applicants to email or call (916) 478-2235 for help. Its list of minor permits includes a residential electrical panel replacement or upgrade of up to 200 amps, and a SMUD Safety Inspection to restore power when no repair work is included. The city warns that signing a permit application as owner/builder means you assume full responsibility for all phases of the project, and that unless you are very experienced in construction it is best to leave this to a licensed contractor. Owners who do the work themselves sign an Owner-Builder Verification Form.
An Elk Grove mailing address does not always mean the city is the permit office. Confirm the parcel is in city limits before you file with Laguna Palms Way.
Utility coordination
SMUD for electricity in Elk Grove
Who disconnects: The city's utilities page says electricity is provided by the Sacramento Municipal Utility District (SMUD) and natural gas by PG&E. SMUD's Meter and Service steps start with the local agency, then a SMUD application (online, in person at 4401 Bradshaw Road, or by mail), then the local agency's panel inspection. SMUD says local agencies typically notify it one business day after they approve the work, and a SMUD service crew then installs the new meter and connects and energizes the service, typically within seven business days of the meter panel inspection approval. SMUD's residential underground requirements say only authorized SMUD employees may make connections between SMUD wiring and customer wiring.
Outage window: SMUD publishes a window in business days after inspection approval, typically within seven, not an hour count for the day of the swap. Mr. Electric of Elk Grove's page says most homes have power restored the same day. That is the contractor's estimate.
PG&E on an Elk Grove bill is the gas company. The meter and the reconnect are SMUD's.
What to hand the insurer

- Invoice showing the California C-10 license used on the permit
