Fort Pierce has its own electric utility, and the city's permit paperwork knows it. The electrical checklist for a service upgrade or a panel replacement lists Fort Pierce Utilities among the pre-approvals. If your bill says FPUA, that is the office that set the meter and the one that turns the power back on.
Port St. Lucie is a different city with its own building office. St. Lucie County runs its own office for addresses outside the cities. Make sure the address is in Fort Pierce before anything goes to Orange Avenue.
FPUA's rules
FPUA's Electric Service Standards took effect in February 2026. They say the meter is FPUA's, owned and installed by the utility, and every meter base has to take an FPUA lock or seal. FPUA will energize a service only after it passes the local inspection and the inspecting office notifies FPUA.
The utility's general rules, Resolution UA 2024-12, say no one but FPUA's authorized agents, or persons authorized by law, may set, remove, connect, or disconnect its meters. Connections to the system are made only by FPUA employees or authorized agents. Tampering with a meter or seal can mean disconnection and prosecution.
FPUA does not publish how long the power will be off for a residential panel swap, and neither contractor page used here gives a number.
The permit
The Building Department is on the third floor at 300 Orange Avenue and answers at 772-467-3718, Monday through Friday, 8 a.m. to 4 p.m. New permits go through the city's Civic Access portal. The old Click2Gov system stopped working on February 1, 2026.
The electrical checklist covers service upgrades, panel and meter can replacements, and underground conversions. The application needs a notarized signature from the contractor or the owner-builder.
An owner can apply as owner-builder with the city's affidavit. That form makes the owner the responsible party of record and requires direct, onsite supervision. The affidavit's own advice is that hiring a licensed contractor and putting the permit in that contractor's name can protect you from potential financial risk.
What it costs
Imperium Electric in Port St. Lucie prints a price table on its own page. A Federal Pacific or Zinsco replacement is $2,000 to $4,000, installed and permitted. A 100-amp to 200-amp upgrade is $1,500 to $3,500. The table does not say which row covers an FPE swap that also raises the service, so ask which one your bid is built on.
Alternate Power Solutions, listed below, prints no dollar figures on its Federal Pacific page, so Imperium's table is the only printed number we found close to Fort Pierce.
Who we list
Alternate Power Solutions has a Federal Pacific and Zinsco replacement page that covers Palm Beach, Martin, and St. Lucie counties, lists Fort Pierce in its service area, and prints EC13002031. Its office is at 2771 Vista Parkway in West Palm Beach, down in Palm Beach County. The EC is Current and Active in the state's electrical contractor file through 08/31/2028, at the same West Palm Beach address.
Lead-generation directories did not make the cut. Panel Letter and Alternate Power Solutions have no business relationship.
For the insurer
Ask the electrician for the closed Fort Pierce permit and the final inspection result once FPUA has the power back on. The invoice should show the EC number that was on the permit. If the carrier's letter mentions photos, take them of the old panel before it comes off the wall.

Permit
City of Fort Pierce Building Department
Who pulls it: Find the Building Department on the 3rd Floor of 300 Orange Avenue, Fort Pierce, FL 34950. Its number is 772-467-3718, and it keeps 8 a.m. to 4 p.m. hours Monday through Friday. New submittals go through the city's Enterprise Permitting and Licensing (EPL) Civic Access portal. The city says Click2Gov stopped working on 2/1/2026. The city's electrical checklist applies to service upgrades, service panel and meter can replacements, voltage changes, underground conversions, and commercial applications. It lists Fort Pierce Utilities among the pre-approvals and asks for a notarized contractor or owner-builder signature, plus an Owner Builder Affidavit when the owner applies. That affidavit says an owner-builder is the responsible party of record on the permit and must provide direct, onsite supervision. Port St. Lucie and St. Lucie County have their own building offices.
Make sure the address is inside Fort Pierce city limits before the packet goes to Orange Avenue. A Port St. Lucie or county address files elsewhere.
Utility coordination
Fort Pierce Utilities Authority (FPUA)
Who disconnects: FPUA's Electric Service Standards, effective February 2026, define the meter as the measuring device owned and installed by FPUA, and require meter bases to accept an FPUA lock or seal. FPUA energizes a service only after it has passed inspection by the local authority having jurisdiction and FPUA has received notice from that authority. FPUA's General Rules and Regulations (Resolution UA 2024-12) say no one but FPUA's authorized agents or representatives, or persons authorized by law, shall set, remove, connect, or disconnect FPUA's meters, and connections to FPUA's system are made only by its employees or authorized agents. The same rules say tampering with FPUA meters or seals can lead to disconnection and prosecution.
Outage window: We found no FPUA figure for how many hours a residential panel swap keeps the power off. Neither of the contractor pages used here prints one.
The standards tell anyone working near overhead lines to call FPUA at (772) 466-1600, extension 6209. FPUA's FY 2027 budget says its electric system serves the City of Fort Pierce and the immediate surrounding area, and that FPUA and FPL have a territorial agreement approved by the Florida Public Service Commission. If the bill says FPL, FPL's rules apply, not these.
What to hand the insurer
- Closed City of Fort Pierce electrical permit
- Passed electrical inspection
- Invoice showing the Florida EC license used on the permit
- Photos of the old and new panel if the carrier's letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
