A Longwood panel job is not small enough to skip the permit. The city's page on Florida's new single-family exemption, in effect July 1, 2026, covers work under $7,500 but says plainly that it does not apply to electrical.
The owner who wants to do it alone signs more than a form. Longwood's Owner Builder Disclosure Statement is sworn, with a notary block on its last page.
What Duke Energy Florida actually wrote
Longwood's new-resident sheet names Duke Energy for electric service. Seminole County's maps page links both Duke's and FPL's outage maps, so read the logo on the bill before relying on Duke's rules.
Duke's Florida rules book handles the seal in rule 5.02:
All meters will be sealed by a representative of the Company.
Such meter seals must not be removed, destroyed or tampered with by any person other than an authorized representative of the Company.
Rule 5.04 adds the penalty: Florida prosecution, adjusted prior bills, and the company's extra costs. The tariff has no clock for the outage itself.
Permits in Longwood
A Longwood mailing address is not proof of city limits. The city's Essential Services page says to look the address up on the Seminole County Property Appraiser's site. A tax district reading L1:Longwood marks a house inside the city. The Building Division is part of Community Development at 174 West Church Avenue. The main building line is (407) 260-3486. Applications run through SmartGov, and staff will scan a paper packet into it.
Who pulls the permit matters. A Florida-licensed electrical contractor puts its license number on the city's Electrical Permit Application, or the owner files under the 489.103 owner-builder exemption. The application asks whether the job is a service change out and what size the service will be, and it wants proof of ownership with the parcel number.
The same form carries a Florida lien-law step. A Notice of Commencement goes on record with Seminole County, and Longwood wants a certified copy before the first inspection is scheduled. The form exempts jobs with a direct contract price of $2,500 or less from most of those provisions.
Item 3 of the disclosure names the owner as the responsible party of record on the permit, and item 5 commits the owner to direct, onsite supervision. Item 4 adds a resale catch: sell or lease the house within a year of the work, and the law presumes it was done for sale. The top of the form quotes 455.228(1): hiring an unlicensed contractor can bring a fine of up to $5,000.
Inspection requests go to (407) 260-3471 by 3:30 p.m. the business day before.
Price, without inventing one
All Services Electric's homepage stops short of a price. The numbers here come from Sanford Electric Company, a Sanford shop whose service list names Longwood, in a 2026 guide written for Sanford.
That guide puts a typical Sanford panel replacement, Seminole County permit included, at $2,500 to $4,500, and says a 100-amp to 200-amp job should budget near the top. A direct 100-amp swap is $1,500 to $2,800. Its 200-amp section, with new service entrance cable and meter socket, runs $3,500 to $6,200. We will not average them. We are not inventing a West Church Avenue midpoint from them.
All Services Electric lists its office on North Hunt Club Boulevard in Longwood. Federal Pacific (FPE) and Zinsco panel replacement are both on that homepage, and the license number it prints is EC13007829. In Florida's electrical contractor records, EC13007829 is ALL SERVICES ELECTRIC at that Longwood address, Current and Active through 08/31/2028.
What to hand the carrier
Lead with the closed Longwood electrical permit and the passed inspection. Add the invoice, carrying the same EC number. Photos and a load calculation belong in the packet only when the carrier's letter asks for them.
Typical replacement cost
Sanford Electric's 2026 guide is written for Sanford, and its own figures for a 100-amp to 200-amp job disagree. We are not inventing a West Church Avenue midpoint from them
$2,500 to $4,500
Sanford Electric's typical 2026 range for a Sanford panel replacement, Seminole County permit included
The guide says a 100-amp to 200-amp service upgrade should budget closer to the $4,500 mark. Its own 200-amp section prints $3,500 to $6,200 once new service entrance cables and meter sockets are included. Those two lines do not match. We will not average them. We are not inventing a West Church Avenue midpoint from either line.

Permit
City of Longwood Building Division
Who pulls it: The Building Division works out of Longwood Community Development at 174 West Church Avenue, Longwood, FL 32750. The main building phone line is (407) 260-3486 and the inspection request line is (407) 260-3471; inspections must be called in by 3:30 p.m. the business day before. Hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding holidays. Permit applications go through the city's SmartGov system, and staff scan hard-copy applications into it. The city's Electrical Permit Application asks for a parcel number with proof of ownership, the contractor's license number, whether the job is a service change out, and the service size. It says a Notice of Commencement must be filed with Seminole County and a certified copy given to the Building Division before the first inspection is scheduled; the form exempts improvements with a direct contract price of $2,500 or less from most of those provisions. The city's 2026 single-family permit exemption for work under $7,500 does not cover electrical. An owner-builder signs the city's Owner Builder Disclosure Statement before a notary.
Who pulls the permit matters. A Florida-licensed electrical contractor files with its license number on the application, or the owner files under the F.S. 489.103 owner-builder exemption. Longwood's disclosure is sworn before a notary, and the owner who signs it promises direct, onsite supervision of the work.
Utility coordination
Duke Energy Florida's seal rule for Longwood
Who disconnects: The new-resident sheet in Longwood's Application for Utility Services lists ELECTRIC SERVICE: Duke Energy, 800-700-8744. Seminole County's maps page links both Duke Energy's and FPL's outage maps, and a Longwood mailing address is not always inside city limits, so confirm the logo on the bill. For a Duke Energy Florida meter, the company's tariff, Part V rule 5.02, says all meters will be sealed by a representative of the Company and that such seals must not be removed, destroyed, or tampered with by any person other than an authorized representative of the Company. Rule 5.04 says unauthorized connections to and tampering with the Company's meters subject the customer to prosecution under Florida law, adjustment of prior bills, and liability for the company's extra expenses.
Outage window: The Duke tariff covers who breaks the seal. It says nothing about how long a Longwood house goes without power during a panel change.
All Services Electric's homepage does not name a utility. The Duke line comes from the city's own new-resident sheet; the tariff is the seal rule if the bill says Duke Energy Florida.
