Two utilities serve homes inside Folsom. Sagan's Folsom page says both SMUD and PG&E have customers in the city, so neighbors across town can have different providers, and the Choose Folsom utilities page names the same two. The logo on the electric bill decides which set of meter rules applies to the panel job.
The city part has one door. Building Services takes permit applications only through eTRAKiT, whichever utility the house is on.
What SMUD and PG&E actually wrote
Confirm the logo on the bill before anyone prices the job.
On a SMUD meter, Sagan's page says the shop files SMUD's application along with the city permit. SMUD's Meter and Service page then waits on the city: the inspector signs off in Folsom, and the city typically tells SMUD one business day later.
A SMUD service crew will install the new meter and connect and energize your service once we receive inspection approval from your local authority.
Our work is typically completed within seven business days of the meter panel inspection approval.
On a PG&E meter, the Greenbook says applicants may not connect to or disconnect from PG&E equipment, meters included, and that a meter removal for remodeling or alterations goes through PG&E's application process. Form 79-1227 adds that only PG&E personnel or its authorized agents may remove or reinstall a PG&E meter or breach its seal.
Sagan's Folsom page says a SMUD job usually fits the disconnect, swap, inspection, and reconnect into one working day, and that PG&E may want a load assessment first, which can take up to about 30 days. That is a contractor field note.
Permits in Folsom
Building Services is at 50 Natoma Street. The Building Counter is open weekdays from 8:00 a.m. to 4:30 p.m., at 916-461-6200, and the ePermit Center lists 916-461-6201 for building permits.
Who pulls the permit matters. Sagan's Folsom page says the shop files the eTRAKiT application, pays the fees, and books the inspection itself. If you get a second bid, ask whose license that application will carry.
Neither city page we read sets out an owner-builder route for electrical work. Building Services says it helps owners as well as contractors with code questions, so call 916-461-6200 before an owner opens an eTRAKiT application.
Price, without inventing one
Sagan's Folsom page answers the cost question with a free estimate. The shop's Sacramento panel page does print approximate ranges, permit included, which it says come from typical Sacramento-area jobs.
Sagan's Zinsco or FPE row, with no change in amperage, reads $2,000 to $3,500. Its row for taking an overhead service from 100 to 200 amps reads $3,000 to $5,500. ZG Electrical's Sacramento FAQ, on a homepage that lists Folsom among its areas, says a typical all-in upgrade runs $2,500 to $6,000 or more. Those two systems do not match. We will not average them. We are not inventing a Natoma Street midpoint from either system.
On its Folsom page, Sagan prints CSLB #1050318 and lists Zinsco or FPE swaps among its panel work. CSLB's record for that number is SAGAN ELECTRIC, C10 Electrical, current and active until 09/30/2027. Both the record and the page put the shop in Sacramento: the board lists a North Freeway Boulevard address, and the Folsom page says "Based in Natomas, working in Folsom."
What to hand the carrier
For a Folsom house, the papers are the finaled city electrical permit, the passed Building Services inspection, and an invoice that names the C-10 number on that permit. Panel photos matter only when the carrier's letter calls for them. A load calculation or panel schedule matters only if one was drawn up.
Typical replacement cost
The listed shop's Sacramento table and a second Sacramento shop's FAQ give the bands here, and the two disagree. We are not inventing a Natoma Street midpoint from them
$2,000 to $3,500
Zinsco or FPE swap at the same amperage, from Sagan's approximate Sacramento-area panel table, permit included
Sagan's table is built on typical Sacramento-area jobs and calls its figures approximate, not quotes. Moving an overhead service from 100 to 200 amps costs more on the same table, $3,000 to $5,500. Those two lines do not match. ZG's FAQ answer for a typical all-in upgrade starts at $2,500 and runs to $6,000 or more. Those two systems do not match. We will not average them. We are not inventing a Natoma Street midpoint from either system.
Source: Sagan Electric$2,500 to $6,000
ZG Electrical's typical all-in panel upgrade, open-ended at the top, from the FAQ on a Sacramento homepage that lists Folsom
ZG ties the spread to scope, panel location, and region, and writes "or more" after the top figure. Against that, Sagan prices a Zinsco or FPE swap with no amperage change at $2,000 to $3,500. Those two systems do not match. We will not average them.

Permit
City of Folsom Building Services, Community Development
Who pulls it: Building Services is at 50 Natoma Street, Folsom, CA 95630. The Building Counter is open Monday through Friday, 8:00 a.m. to 4:30 p.m., at 916-461-6200 or epc@folsom.ca.us, and the ePermit Center lists Building Permits at 916-461-6201. The City of Folsom only accepts permit applications through eTRAKiT.
Who pulls the permit matters. Sagan's Folsom page says the shop applies in eTRAKiT, pays the fees, and books the inspection as part of the job. Ask any other bidder whose license the eTRAKiT application will carry.
Utility coordination
SMUD or PG&E on a Folsom meter
Who disconnects: Folsom has two electric utilities. On a SMUD meter, SMUD's crew sets and energizes the meter after the city's inspection approval reaches it, which SMUD says is typically one business day after the city signs off, and it puts its own work within seven business days of that approval. On a PG&E meter, the Greenbook sends any meter removal for remodeling or alterations through PG&E's application process, and Form 79-1227 leaves the meter and its seal to PG&E personnel and authorized agents.
Outage window: SMUD gives a business-day window after inspection approval, typically within seven. Neither utility publishes a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Sagan's Folsom page says both utilities serve customers in Folsom, that a SMUD job usually fits the disconnect, swap, inspection, and reconnect into one working day, and that PG&E may want a load assessment of up to about 30 days first. That is a contractor field note.

- Sagan Electric, Electrician in Folsom, CA
Folsom homes can be on SMUD or PG&E, and the approval steps differ. Folsom is unusual because two utilities serve customers inside the city. If your meter is SMUD: we file SMUD's application along with the city permit. On install day SMUD disconnects and pulls the meter, we swap the panel, the inspector signs off, and SMUD reconnects; on a typical job that all fits in one working day. If your meter is PG&E: a panel upgrade that adds load goes through PG&E's Your Projects portal; PG&E may run a load assessment first, which can take up to about 30 days. Permits inside city limits come from the City of Folsom Building Division; new permits go through eTRAKiT, where we apply, pay fees, track status and book the inspection. 100A to 200A upgrades, subpanels and Zinsco or FPE swaps. Based in Natomas, working in Folsom. Prints CSLB #1050318. No panel dollar band on the page; cost answer is a free estimate.
