Federal Pacific panel replacement in Fresno

A Fresno insurance letter that names Federal Pacific is a city or county electrical permit plus a PG&E meter ticket. Building and Safety issues the city permit. PG&E owns the seal on the meter.

Do you have an insurance letter about this panel?

Photo upload comes later. A picture of the closed door and the inside label is enough if someone asks.

You opened a letter that named Stab-Lok. Fresno still wants the electrical permit at Building and Safety. PG&E still wants its own ticket before anyone breaks a meter seal.

Accela or Room 3043 is where the electrical permit lands. PG&E's application is what gets the meter off. Those two systems do not match. A helper with a van cannot print that permit or cut PG&E's seal.

What PG&E actually wrote

Start with the 2026 Greenbook. Do not remove or interfere with PG&E meters, seals, padlocks, or other locking devices.

Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters.

State law prohibits tampering with or connecting to utility property without PG&E’s consent.

If service or meter removal is required, contact PG&E through the application process. Electric Rule 31 repeats the socket rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any other third party may not breach the seal around that meter.

The city issues the electrical permit. PG&E will not treat a cut seal as ordinary maintenance. Those two systems do not match.

Confirm the logo on the bill. Most Fresno, Clovis, and Madera addresses are PG&E.

PG&E does not publish a guaranteed power-off hour count. Robbins describes four to eight hours for the physical replacement, with final inspection typically inside two to three weeks. Reliant describes four to eight hours during installation. Those are contractor field notes.

Permits inside Fresno and in Fresno County

Inside the city, start at Building and Safety, City Hall, 2600 Fresno Street, Room 3043. Electrical permits go through Accela Citizen Access. Same-day express electrical permits are on the in-person list. Building permits are 559.621.8084.

Who pulls the permit matters. The Permit Center quotes CBC 105.1. Any owner or authorized agent who intends to replace an electrical system shall obtain the required permit. CSLB’s owner-builder exemption can cover a principal residence if the work is performed before sale, you live there for the 12 months before completion, and you have not used the exemption on more than two structures in three years. Electrical work performed for hire still needs a C-10. Owning the home does not mean you should pull the permit and then hire someone under your name.

Unincorporated Fresno County files at the county. County permits issue to a licensed contractor, or to the owner who comes into the office to sign. The county Owner-Builder Verification Form is how that owner path is written down.

Clovis and Madera may file at a different counter than 2600 Fresno Street. A quote that only says “we handle the permit” should name the city on the address.

Price, without inventing one

Reliant’s April 2026 Fresno cost guide publishes more than one 200-amp band and does not hide the spread. A basic same-location panel swap is printed at $3,500 to $5,000. A meter-main combo upgrade is printed at $4,500 to $6,500. A full service upgrade with relocation is printed at $6,000 to $8,500+. The same page also prints $3,500 to $8,500 as the overall 200-amp range.

Those lines do not describe one job. We will not average them. We are not inventing a Fresno midpoint from this table.

California license lookup is public. Ask for the C-10 number and check it on CSLB before you sign. Two shops advertise this work on their own sites and print a license number. Robbins’s Fresno breaker-box page names Zinsco and Federal Pacific and prints Licensed contractor #1063682. Reliant’s 2026 cost guide names Zinsco or Federal Pacific and prints CSLB License #1128802. They write daily work across Fresno, Clovis, and Madera. They are listed for the panel letter, not as a Central Valley directory.

Directory-only shops are omitted. A page that names these brands and does not print a California electrical license number is not a listing. The listed shops are not affiliated with Panel Letter.

What to hand the carrier

The useful packet is the closed city or county electrical permit, the passed inspection, an invoice with the C-10 number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Electricians who advertise this job

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.

To get introduced, use the quote form on this page. We do not send you to the shop from here.
