Hemet’s fee schedule prints $200 for a main panel install or upgrade of 100 to 200 amps, and $250 for 200 to 400 amps. Westek’s own Hemet page mentions Federal Pacific panels and carries C-10 1100272.
Below: what Hemet’s fee schedule prints for a main panel, how the Tyler portal changes where applications go, and one shop that prints its license on its own Hemet page.
What the utility actually wrote
Confirm the logo on the bill before anyone prices the job.
SCE’s building, renovation, and planning projects page lists Panel upgrade (or meter spot) for an existing service connection as a request type. SCE says an authorized account holder should call 1-800-655-4555 about lockring removals or reinstalls.
SCE’s Electrical Service Requirements manual, effective October 28, 2022, lists Hemet under its Menifee service center.
Western Community Energy, the community choice program Hemet once joined, has ceased operations. The city’s own page says all of its customers were transitioned to SCE.
Neither SCE nor the city gives an outage length for a panel swap, and Westek’s Hemet page gives no hour count. The one figure in these sources is on Power Man’s Murrieta FAQ, which says power is off for most of the work, usually four to eight hours on a standard 200-amp upgrade. That is the shop’s own estimate for its Murrieta jobs.
Permits for a Hemet address
Hemet’s Building and Safety counter is inside City Hall at 445 East Florida Avenue. The city says that since August 11, 2026, new permit applications must be submitted through its Tyler Enterprise Permitting and Licensing portal, and existing permits stay in TrakiT until they migrate.
Who pulls the permit matters. The city’s own acknowledgment puts the owner-builder on the permit as the responsible party of record. The same sheet says the owner may protect themselves by hiring a licensed contractor and having the permit filed in that contractor’s name.
When an agent signs for the owner, the authorization form calls for a copy of the owner’s driver license and notarization of the form when the permit is issued.
Westek’s Hemet page prints 1100272. Confirm that is the number entered on the Tyler application.
Hemet’s Master Schedule of Fees names the job. Main Panel Install or Upgrade is $200 for 100 to 200 AMP and $250 for 200 to 400 AMP, and the city says those table fees include inspection and plan review. Both bands list 200, so ask the city which line a 200-amp service falls under. A $68 Permit Processing Fee applies to all permits issued, and technology fees and fees collected for other agencies are added. Council approved the schedule on June 9, 2026 and it took effect August 10, 2026. The latest posted copy is marked Amended October 28, 2026 and keeps these lines.
Price, without inventing one
The city prints a $200 permit fee and no install price. Two out-of-town shops give ranges for the same kind of swap, and the ranges meet only at $4,000.
For an FPE or Zinsco swap, Power Man’s Murrieta page quotes $1,500 to $4,000. Landers prints $4,000 to $6,000 on its Temecula page for a basic same-capacity swap of a blacklisted panel. Those two systems do not match. We will not average them.
Look up 1100272 on CSLB’s license lookup. Westek prints that number on its Hemet service-area page. On 10/30/2026 CSLB showed WESTEK ELECTRIC CORP, a corporation, on Abelia Lane in Lake Elsinore, as current and active in the C-10 class through 09/30/2027. Amtrust policy QMWC0749889 runs to 07/31/2027. Westek is based in Lake Elsinore, not Hemet, and has its own Hemet page. Hemet cites Power Man and Landers, both listed on the Inland Empire guide, only for their published prices.
Westek is on this page because its Hemet page prints a number that CSLB confirms. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
Ask your carrier what it needs to see before the work starts, and keep the answer. The items this page lists are the closed Hemet permit, the final inspection sign-off, and an invoice with the C-10 number on it. Photos or a load calculation go in only when the carrier names them.
Typical replacement cost
The city prints a $200 permit fee and no install price. A Murrieta shop and a Temecula shop give ranges for the same kind of swap that meet only at $4,000

Power Man’s Murrieta page prints that range for an FPE or Zinsco swap. Landers’ Temecula page gives $4,000 to $6,000 for a basic same-capacity swap of a blacklisted panel. Those two systems do not match. We will not average them. Cost source only.

Permit
City of Hemet Building and Safety
Who pulls it: Building and Safety is at 445 E. Florida Avenue, City Hall, Hemet, CA 92543. The published phone is (951) 765-2475. Counter hours on that page are Monday through Friday, 7:30 a.m. to 5:30 p.m. Effective August 11, 2026, all new permit applications must go through the Tyler Enterprise Permitting and Licensing Customer Self-Service Portal. Existing permits stay in TrakiT until they migrate. The city’s Master Schedule of Fees, which the city says Council approved on June 9, 2026 and which took effect August 10, 2026, prints Main Panel Install or Upgrade at $200 for 100 to 200 AMP and $250 for 200 to 400 AMP, in a table the city says includes the applicable inspection and plan review fees. Both bands include 200 amps, so ask the city which line a 200-amp service falls under. The latest posted copy is marked Amended October 28, 2026 and keeps those figures. The same schedule prints a $68 Permit Processing Fee that applies to all permits issued, and says technology fees and fees collected for other agencies are added. The Forms page lists Main Panel-Panel Relocation-Residential as its own electrical handout. The same page lists an Owner-Builder Supplemental Application and an Owner-Builder Acknowledgment and Verification of Information. In the city’s Owner’s Acknowledgment, an owner-builder is the responsible party of record on the permit, and the owner may protect themselves from potential financial risk by hiring a licensed contractor and having the permit filed in that contractor’s name. When an agent signs for the owner, the city’s authorization form requires a copy of the owner’s driver license and form notarization when the permit is issued. Inspection requests by phone go to the automated line at 951-765-2428.
Who pulls the permit matters. Hemet’s acknowledgment form has the owner-builder agree to be the responsible party of record. It also tells the owner that a licensed contractor can be hired with the permit filed in that contractor’s name, which the form says may protect against potential financial risk. Westek’s Hemet page prints 1100272, so confirm that is the number entered on the Tyler application.
Utility coordination
SCE’s lockring number, and the Western Community Energy move to SCE
Who disconnects: On its building, renovation, and planning projects page, SCE lists Panel upgrade (or meter spot) for an existing service connection as one of its request types. SCE says an authorized account holder should call 1-800-655-4555 about lockring removals or reinstalls. SCE’s Electrical Service Requirements manual, effective October 28, 2022, lists Hemet under its Menifee service center. Western Community Energy, the community choice program Hemet once joined, has ceased operations, and the city’s own page says all of its customers were transitioned to SCE. Confirm the logo on the bill before anyone prices the job.
Outage window: Neither SCE nor the city gives an outage length for a panel swap, and Westek’s Hemet page gives no hour count. The one figure in these sources is on Power Man’s Murrieta FAQ: power is off for most of the work, usually four to eight hours on a standard 200-amp upgrade. That is the shop’s own estimate for its Murrieta jobs.
If the bill carries the SCE logo, SCE’s request types and its lockring number, 1-800-655-4555, are the ones to use. The permit and the inspection requests stay with Hemet Building and Safety.
What to hand the insurer
- Closed City of Hemet electrical permit
- Passed building-and-safety inspection
- Invoice showing the California C-10 license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
