The carrier flagged Stab-Lok on a postwar ranch. Building Safety still issues the electrical permit at 316 North Capitol. Board of Water and Light still owns the meter on most city bills.
Building Safety will not remove a BWL meter. BWL will not print the city electrical permit. Those two systems do not match. A helper with a van cannot close either file.
What Board of Water and Light actually wrote
Start with the Rules and Regulations for Electric Service. The BWL will furnish, own, and maintain self-contained meters.
The BWL’s authorized personnel or agents of the BWL must have access to the Customer’s Premises at all reasonable hours to install, inspect, read, repair, maintain, test, or remove its meters.
That list is a BWL list. It is not a homeowner list.
The BWL may disconnect service without notice if it determines the meter or wiring on a Premises has been tampered with or altered in any manner.
Restore comes only after the person is a customer, has paid the tampering fee and the reconnection fee, has made restitution for stolen service and damaged equipment, and has arranged any outdoor meter change BWL requires.
Prior to purchasing equipment or installation of wiring, the Customer should contact the BWL’s Customer Projects Department. That is not a homeowner meter-pull path.
Building Safety issues the electrical permit. BWL will not treat a cut seal as ordinary maintenance. Those two systems do not match.
Confirm the logo on the bill. Most City of Lansing addresses are Board of Water and Light. East Lansing is split. An East Lansing city letter says LBWL services about 89 percent of that city’s rights-of-way and Consumers Energy services the rest. Okemos, Haslett, DeWitt, and Grand Ledge addresses are often Consumers Energy.
Consumers Energy’s Electric Service and Metering Information and Requirements are just as blunt on those bills. Tampering with the Company’s meter seals, and the unauthorized breaking of the Company’s seals, are prohibited by Michigan State Law and will not be tolerated by the Company. A Consumers Energy service change starts at 1-800-477-5050.
Neither utility publishes a guaranteed power-off hour count. Mr. Electric describes most Lansing swaps as three to five hours without power, with six to eight hours on site. That is a contractor field note.
Permits inside Lansing and in Mid-Michigan
Inside the city, start at the Building Safety Office, 316 North Capitol Avenue, Suite C-1. Permit questions go to 517-483-4355. Inspections are requested at bsaonline.com.
Who pulls the permit matters. The electrical permit application asks for a contractor license number in the 61- series and a master license number in the 62- series. The Homeowner’s Affidavit lets an owner-occupant act on a single-family residence only. You have to be the legal owner and occupant, or become that person within 30 days. The work has to be done by you or your spouse. The path does not apply to a rental or to a house you mean to sell for gain. It is a criminal misdemeanor to make a false statement on that form. Mr. Electric’s DeWitt page writes that Michigan law requires a licensed electrical contractor to pull a panel-upgrade permit. The city’s Homeowner’s Affidavit still exists. Those two systems do not match. Owning the home does not mean you should pull the permit and then hire someone under your name.
East Lansing, Meridian Township, DeWitt Township, and Grand Ledge file at their own counters. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Mr. Electric’s Lansing repair page publishes a 100-amp to 200-amp swap in a standard Lansing home at $1,500 to $3,000 for the panel and installation. They say city permit and inspection fees sit outside that band.
The same shop’s Okemos repair page prints a full 200-amp replacement at $1,800 to $3,500, including permit fees and the Meridian Township inspection. They add $500 to $1,200 if the service-entrance wire also has to change.
Those two lines do not match. We will not average them. We are not inventing a Capitol midpoint from either line.
Michigan license lookup is public. Ask for the LARA number and check it before you sign. One shop advertises this work on their own site and prints a license number. Mr. Electric’s Lansing repair page names Zinsco and Federal Pacific Electric Stab-Lok. The same shop’s DeWitt upgrade page names both brands and prints License #6114990. They write daily work across Lansing, East Lansing, Okemos, Haslett, and DeWitt. They are listed for the panel letter, not as a Mid-Michigan directory.
Directory-only shops are omitted. A page that names these brands and does not print a Michigan electrical license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed city or township electrical permit, the passed Building Safety or township inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Permit
City of Lansing Building Safety Office
Who pulls it: The Building Safety Office is at 316 North Capitol Avenue, Suite C-1, Lansing, MI 48933. Permit questions go to 517-483-4355. The city’s electrical permit application is blunt. Contractor files ask for a contractor license number in the 61- series and a master license number in the 62- series. The Homeowner’s Affidavit is how an owner-occupant path is written down. Homeowner privileges extend to a single-family residence only. They do not apply to any residence or structure from which a monetary gain is being received or is intended to be received, or which is being used for commercial purposes. The undersigned certifies that he or she is, or will be within 30 days, the legal owner and occupant of the single-family residence. All work under the permit shall be done by the undersigned, or his or her spouse, in accordance with all applicable codes and City of Lansing ordinances. It is a violation and a criminal misdemeanor to knowingly make a false or misleading statement. Inspections are requested at www.bsaonline.com. East Lansing, Meridian Township, DeWitt Township, and unincorporated Ingham or Clinton County file at different counters.
East Lansing, Okemos, Haslett, Grand Ledge, and DeWitt may file at a different counter than 316 North Capitol. A quote that only says we handle the permit should name the city on the address. Michigan electrical licensing is LARA, Bureau of Construction Codes. Ask for the number they will put on the Building Safety file. Mr. Electric’s DeWitt page writes that Michigan law requires a licensed electrical contractor to perform panel upgrades. The city’s Homeowner’s Affidavit still exists. Those two systems do not match.
Utility coordination
Board of Water and Light on most City of Lansing bills
Who disconnects: The Lansing Board of Water and Light’s Rules and Regulations for Electric Service are blunt. The BWL will furnish, own, and maintain self-contained meters. The BWL’s authorized personnel or agents of the BWL must have access to the Customer’s Premises at all reasonable hours to install, inspect, read, repair, maintain, test, or remove its meters. The BWL may disconnect service without notice if it determines the meter or wiring on a Premises has been tampered with or altered in any manner. The BWL will restore service only when the Person requesting reconnection is or becomes a Customer, has paid the tampering fee and reconnection fee, has made appropriate restitution for stolen service and damaged equipment, and has made arrangements for an outdoor meter installation or other metering changes as may be required by the BWL. Prior to purchasing equipment or installation of wiring, the Customer should contact the BWL’s Customer Projects Department to determine the characteristics of the Electric Service available at the Premises. That is not a homeowner meter-pull path. East Lansing, Okemos, Haslett, DeWitt, and Grand Ledge addresses may be Consumers Energy. Consumers Energy’s Electric Service and Metering Information and Requirements say tampering with the Company’s meter seals, and the unauthorized breaking of the Company’s seals, are prohibited by Michigan State Law and will not be tolerated by the Company. Application for a change in existing Consumers Energy service is made by calling 1-800-477-5050.
Outage window: Neither Board of Water and Light nor Consumers Energy publishes a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most City of Lansing addresses are Board of Water and Light. East Lansing is split. An East Lansing city letter says LBWL services about 89 percent of that city’s rights-of-way and Consumers Energy services the rest. A like-for-like panel swap still needs the utility ticket and the city or township inspection. A service-size change is still the utility’s disconnect and reconnect, not a helper cutting the seal.
What to hand the insurer
- Closed City of Lansing or suburban electrical permit
- Passed Building Safety or township inspection
- Invoice showing the Michigan license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
