Pasco Resolution BCS 26-0249 sets the electrical permit base fee at $45.00. On its Wesley Chapel page, Circuit lists Federal Pacific replacement and prints EC13005899.
Pasco County Building Construction Services issues the permit for a Wesley Chapel address, and PascoGateway holds the record.
What the utility actually wrote
Confirm the logo on the bill before anyone prices the job.
Pasco County’s electric service area map puts Wesley Chapel in two territories, Withlacoochee River Electric Cooperative (WREC) and Tampa Electric. The map and Tampa Electric’s own website agree that part of Pasco is Tampa Electric territory. The county’s 2026 Disaster Guide also lists Duke Energy and Sumter Electric among the power companies in Pasco. The bill decides which one you deal with.
With a WREC mark, WREC’s own billing page calls meter tampering or any other power diversion illegal and says it may lead to prosecution.
With a Tampa Electric mark, the tariff says metering equipment remains the company’s property. The customer is held responsible for breaking the seal or tampering with the meter, and only company employees may repair or adjust it.
With a Duke Energy Florida mark, the company’s rules and regulations govern the meter. The meter belongs to Duke, which installs and maintains it, except for a self-contained meter enclosure. A Duke representative seals every meter. Under section 5.02, only an authorized Duke representative may remove or break that seal. Section 5.04 says unauthorized connections or tampering expose the customer to prosecution under Florida law.
These documents cover meter seals, not outage time. Ask the utility on the bill how long the disconnect will take.
PascoGateway records the permit and the inspection. The meter seal is the utility’s, whichever utility is on the bill.
Permits for a Wesley Chapel address
Building Construction Services: 8661 Citizens Drive, Suite 100, New Port Richey.
Who pulls the permit matters. Pasco’s FAQ lets a homeowner do the work on a primary residence that is not a rental, and names the Owner Builder Affidavit and the Owner is Contractor Registration Form as the papers. The Owner is Contractor form says to read the affidavit and, if you do not qualify, to hire a licensed contractor.
Applications go through PascoGateway. An owner-builder prints the affidavit there, has it notarized at a county office, and then gets a temporary license.
Resolution BCS 26-0249 sets the electrical base fee at $45.00. Its extra lines include $0.04 per square foot under roof for renovation or equipment alteration and $10.00 per system component or feature. It does not say which line a panel swap uses.
If Circuit pulls the permit, check that PascoGateway lists EC13005899 as the electrical contractor.
Price, without inventing one
Pasco’s resolution prices the permit at a $45.00 base fee and gives no install price.
Circuit’s Wesley Chapel page prints a starting price of $3,300 for panel replacement. Lightning Bay’s Tampa Bay cost page prints $1,500 to $3,000 for a same-amperage FPE or Zinsco swap, as a typical range from its own jobs. Those two systems do not match. We will not average them.
Search EC13005899 in the Florida DBPR license lookup. The 10/31/2026 extract row lists CIRCUIT ELECTRIC SERVICES, INC. at a Seminole mailing address, class EC, Current and Active, expiring 08/31/2028. Florida’s workers’ compensation proof-of-coverage search, updated 10/30/2026, shows a Markel Insurance Company policy for Circuit Electric Services Inc running 08/29/2026 to 08/29/2027. The Seminole address is in Pinellas County, so the Wesley Chapel page is a service-area page. Lightning Bay’s page supplies a price range and nothing else.
Directory-only shops are omitted. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
Start with the closed PascoGateway electrical permit and the passed inspection result from the same record. Circuit’s invoice helps if the EC number printed on it also appears on the Pasco permit record. Include before-and-after panel pictures or a load calculation only if the carrier’s letter asks for them.
Typical replacement cost
Pasco’s $45.00 pays for the permit, and the resolution gives no install price. A Wesley Chapel starting price and a Tampa Bay swap range come from two different shops
From $3,300
Starting price for panel replacement on Circuit’s own Wesley Chapel page
Circuit’s Wesley Chapel page prints a $3,300 starting price for panel replacement, on the same page that lists Federal Pacific and Zinsco swaps. It prints no ceiling.
Source: Circuit Electric Services$1,500 to $3,000
Same-amperage FPE or Zinsco swap range on Lightning Bay’s Tampa Bay cost page
Lightning Bay prints this as a typical installed range from its own jobs across Hillsborough, Pasco, Pinellas, Polk and Manatee counties. Circuit’s page prints only a starting price. Those two systems do not match. We will not average them. Cost source only. The $45.00 county fee is a permit charge, not an install price.

Permit
Pasco County Building Construction Services
Who pulls it: Pasco County Building Construction Services issues the permit. Its Central Permitting office in New Port Richey is at 8661 Citizens Drive, Suite 100, New Port Richey, FL 34654, open weekdays 8 a.m. to 4 p.m. The number is (727) 847-8126, option 5. Pasco also lists Central Permitting counters in Dade City and Land O’ Lakes, and the Land O’ Lakes counter is by appointment only. Apply online through PascoGateway at aca-prod.accela.com/pasco. The county FAQ says a homeowner can perform work on a primary residence that is not a rental, and two papers go with that path: the Owner Builder Affidavit and the Owner is Contractor Registration Form. The Owner is Contractor form says to read the affidavit to see if you qualify and, if you do not, to stop and hire a licensed contractor. The step-by-step guide says an owner-builder prints the affidavit, reads it, and brings it to a county office to be notarized, after which a temporary license is created. Resolution BCS 26-0249, effective retroactively to July 1, 2026, sets an electrical permit base fee of $45.00. Its additional lines include $0.04 per square foot under roof for new construction, renovation, remodeling or equipment alteration, and $10.00 per system component or feature. The resolution does not say which line a panel swap uses. When plans are required, plans examination for electrical work is $20.00 for the first $1,000 of valuation plus $1.00 for each additional thousand or fraction thereof, per trade. The first additional inspection, when one is needed for the listed reasons, costs $45.00.
Who pulls the permit matters. Pasco names the Owner Builder Affidavit as a required paper for an owner-builder. If Circuit pulls the permit, check that PascoGateway lists EC13005899 as the electrical contractor.
Utility coordination
WREC, Tampa Electric or Duke: the bill decides whose meter it is
Who disconnects: Read the electric logo first. Pasco County’s electric service area map puts Wesley Chapel in two territories, Withlacoochee River Electric Cooperative (WREC) and Tampa Electric. Tampa Electric’s own service area page also lists parts of Pasco among its counties. The county’s 2026 Disaster Guide lists Duke Energy, Tampa Electric, WREC and Sumter Electric as power companies in Pasco. The bill decides which one you deal with. WREC’s billing page calls meter tampering or any other power diversion illegal and says it may lead to prosecution. Tampa Electric’s tariff says metering equipment remains the company’s property, the customer is held responsible for breaking the seal or tampering with the meter, and only company employees may repair or adjust it. If the bill carries a Duke Energy Florida mark, Duke’s rules and regulations apply. Under them the meter belongs to Duke, which installs and maintains it, except for a self-contained meter enclosure. A Duke representative seals every meter. Section 5.02 lets only an authorized Duke representative remove or break that seal, and Section 5.04 says unauthorized connections or tampering expose the customer to prosecution under Florida law. Confirm the logo on the bill before anyone prices the job.
Outage window: Ask the utility on the bill how long the disconnect will take. The documents cited here cover meter seals, not outage time.
PascoGateway records the permit and the inspection. The meter seal is the utility’s, whichever utility is on the bill.
