A Sylvania door in Vacaville looks like a brand you can keep. The carrier already decided otherwise.
The city inspector will not pull a PG&E meter. PG&E will not print the Webster Street electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Fairfield and Vacaville bills are PG&E. Confirm the logo on the bill before anyone prices the job.
Start with the Greenbook. Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters.
State law prohibits tampering with or connecting to utility property without PG&E’s consent.
If the meter has to come off, the ticket goes through PG&E’s application process. Form 79-1227 is the seal rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter.
Applicants, their agent, or any non-PG&E third party may not access or breach the seal surrounding PG&E’s electric meter. That is not a homeowner meter-pull path.
PG&E does not publish a guaranteed power-off hour count.
Permits in Fairfield and in Vacaville
Inside Fairfield, start at Building Safety, 1000 Webster Street, 2nd Floor. The phone is 707-428-7451. Files go through BUILD.
Who pulls the permit matters. The city’s Owner-Builder flyer wants a licensed contractor’s name on the permit when you hire one. That same flyer says an Owner-Builder permit is the owner taking the job, not a way to hide an unlicensed helper. Owning the home does not mean you should pull the permit and then hire someone under your name.
Vacaville files at 650 Merchant Street. The phone is 707-449-5152. Files go through eTRAKiT. Dixon, Suisun City, and unincorporated Solano County file at their own counters. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
One Solano contractor page publishes a 200-amp band.
Legacy 1 Corp’s blacklisted-panels page prints a standard residential 200-amp replacement at $3,500 to $6,500, depending on existing service complexity, permit fees, and extra work. The same page writes a $3,500 to $5,500 example as FAIR Plan premium payback. That example is not a second installed bid. We are not inventing a Webster Street midpoint from the printed installed band.
CSLB lookup is public. Ask for the C-10 number and check it before you sign. One shop advertises this work on their own site and prints a license number. Legacy 1’s own page names Federal Pacific Stab-Lok, Sylvania/GTE Sylvania-Zinsco, Challenger, and Pushmatic. The shop’s own footer prints CL:1058494-C10 & B. They write daily work across Vacaville, Fairfield, Dixon, Davis, Napa, and Woodland from 64 Union Way in Vacaville. They are listed for the panel letter, not as a Solano directory.
Directory-only shops are omitted. A page that names these brands and does not print a C-10 number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Fairfield, City of Vacaville, or other municipal electrical permit, the passed building-division inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Solano shop publishes a 200-amp band. We are not inventing a Webster Street midpoint from it
$3,500 to $6,500
Standard residential 200-amp panel replacement in the shop’s Northern California service area, depending on existing service complexity, permit fees, and extra work
Their blacklisted-panels page. The same page also writes a $3,500 to $5,500 payback example against FAIR Plan premiums. That example is not a second installed bid. We are not inventing a Webster Street midpoint from the printed installed band.

Permit
City of Fairfield Building Safety Division
Who pulls it: The Building Safety Division sits at 1000 Webster Street, 2nd Floor, Fairfield, CA 94533. The phone is 707-428-7451. Email is Building@fairfield.ca.gov. Files go through the city’s BUILD portal. The city’s Owner-Builder flyer is blunt. Hiring a California licensed contractor means the permit is not taken out in the homeowner’s name and the homeowner is not an Owner-Builder. The same flyer warns that unlicensed persons frequently have the property owner obtain an Owner-Builder permit, which erroneously implies the owner is providing the labor. Vacaville, Dixon, and unincorporated Solano County are not the Webster Street file.
Vacaville files at the Building Division, 650 Merchant Street. The Vacaville phone is 707-449-5152. Files go through eTRAKiT. Contractors register with Vacaville Building before they get a portal password. Dixon, Suisun City, and unincorporated Solano County file at their own counters. A quote that only says we handle the permit should name the city on the address. California licensing for this work is CSLB C-10. Ask for the number they will put on the Fairfield or Vacaville file.
Utility coordination
PG&E on most Fairfield and Vacaville bills
Who disconnects: PG&E’s Electric and Gas Service Requirements (Greenbook) list what applicants and contractors must not do. Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters. State law prohibits tampering with or connecting to utility property without PG&E’s consent. If service disconnection or meter removal is needed, applicants must contact PG&E through the application process. Electric Form 79-1227 repeats the meter rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any non-PG&E third party may not access or breach the seal surrounding PG&E’s electric meter. That is not a homeowner meter-pull path.
Outage window: PG&E does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Fairfield, Vacaville, and Dixon addresses still have PG&E on the delivery side. A like-for-like panel swap still needs the PG&E ticket and the city inspection. A service-size change is a PG&E project application as well as the building permit. Legacy 1 writes that most single-family panel swaps leave the house without power for only a few hours. That is a contractor field note.
What to hand the insurer
- Closed City of Fairfield, City of Vacaville, or other municipal electrical permit
- Passed building-division inspection
- Invoice showing the California C-10 license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
