The letter named a brand after a listing photo. The wire inspector has to sign before National Grid will put the meter back. That sequence is the job.
File the electrical permit at the city or town on the address. National Grid will not reconnect until an inspector signs. Those two systems do not match. A helper with a van cannot print that permit or file that utility form.
What National Grid actually wrote
Start with the Upstate New York electric-service-upgrade page. Work with a qualified electrician before you file. The electrician confirms whether an upgrade is needed and coordinates scope with the company.

The Upstate customer guide assigns disconnect and reconnect of power to National Grid. Installation of a new meter, if one is needed, is also National Grid’s. National Grid cannot proceed until it receives an approved inspection.
Confirm the logo on the bill. Most Albany addresses are National Grid. NYSEG serves some outlying towns.
National Grid does not publish a guaranteed power-off hour count. Koletas describes four to eight hours off on most residential jobs, and six to ten hours in another note on the same page. Those are contractor field notes.
Permits inside Albany and in the nearby towns
Inside the city, start at Buildings and Regulatory Compliance, City Hall, 24 Eagle Street. Electrical permits are issued there. A third-party electrical inspection is also on the file.
Who pulls the permit matters. Albany’s application is blunt. Electrical work may only be done by an electrician licensed to work in the City of Albany. The city may only accept that permit from a licensed electrician. City Code §171-32 requires a City of Albany master electrician’s license or a temporary electrician’s license to contract for permitted electrical work. The Class B application is a single-property electrician license filed in person with the permit. It is not a way to hire a helper under your name.
Troy, Colonie, Guilderland, and Bethlehem file at their own counters. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
Koletas’s Capital District page publishes installed bands and does not hide the spread. Federal Pacific or Zinsco replacement is printed at $2,000 to $4,000. Same-amperage panel replacement is printed at $1,500 to $2,500. A 100-amp to 200-amp service upgrade is printed at $2,500 to $4,500.
The FAQ on that same page prints $1,500 to $3,000 for a standard panel replacement and $2,500 to $5,000 for a complete service upgrade. Those two systems do not match. We will not average them. We are not inventing a third Albany midpoint from either table.
Municipal license lookup is a city roster, not a statewide card. Ask for the number they will put on the permit and check it with that city before you sign. One shop advertises this work on their own site and prints a license number. Koletas’s panel page names Federal Pacific Stab-Lok, Zinsco, and Pushmatic and prints E422. That number is a City of Troy Master Electrician license. An Albany city file still wants a City of Albany Class A or Class B credential. They write daily work across Albany, Troy, and the Capital District. They are listed for the panel letter, not as a Capital District directory.
Directory-only shops are omitted. A page that names these brands and does not print a license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed city or town electrical permit, the passed third-party inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Who pulls it: Albany’s electrical-permit application says electrical work may only be done by an electrician licensed to work in the City of Albany. The Residential Property Guide repeats that the city may only accept those permits from a licensed electrician. City Code §171-32 says no person shall contract to or conduct a business to perform electrical work that requires a permit unless that person holds a valid master electrician’s license or a temporary electrician’s license issued by the City of Albany. BRC’s forms page says an electrical permit can only be filed by a Class A electrician or with a Class B license application. A Class B electrician’s license is limited to a single property, must be submitted in person, and is filed with the electrical permit. That Class B path is a license application. It is not a standard homeowner permit. Effective March 15, 2022, all electrical permits require a third-party electrical inspection from a city-listed company.
