You opened a letter that named Stab-Lok on a 1940s Portland house. Permitting and Inspections still wants the electrical file at 389 Congress Street. Central Maine Power still owns the seal.
The city counter will not authorize a homeowner meter pull. CMP will not issue the electrical permit. Those two systems do not match. A helper with a van cannot file either request.
What Central Maine Power actually wrote
Start with the Electricians Handbook. The customer shall not permit any person, except an authorized representative of the company, to break any seals, do any work on or attach anything to any meter or other company apparatus located on the customer’s premises except with the written authorization of the company.
CMP’s 2023 electrician-pull policy is that written authorization for one class of job.
If you are a Maine licensed electrician completing work that requires a simple service disconnect by temporarily removing the meter to complete work safely, you can now request below.
That sentence is on CMP’s Electrician Pull Meter Request page. The form is for single-phase, single-meter locations. CMP inspects and secures the meter and enclosure after the work.
The August 24, 2023 announcement is just as specific. Licensed electricians may disconnect and reconnect common home meters when the meter is single phase and self-contained. They have to notify CMP through the portal. Homeowners are not on that list.
Permitting and Inspections issues the electrical permit. CMP will not treat a cut seal as ordinary maintenance. Those two systems do not match.
Confirm the logo on the bill. Portland addresses are Central Maine Power.
CMP does not publish a guaranteed power-off hour count. Aces describes most 100-amp to 200-amp upgrades as a one-day job with a few hours of downtime. That is a contractor field note.
Permits inside Portland and in Cumberland County
Inside the city, start at Permitting and Inspections, 389 Congress Street, Room 315. Questions go to 207-874-8703. Electrical applications go through the Citizen Self Service portal. The city’s own instructions say those applications are no longer accepted by fax, email, regular mail, or at the counter.
Who pulls the permit matters. Maine Title 32, section 1201-A, exception 13 lets an owner-occupant do electrical work in an existing single-family house they occupy and own, if the work meets the National Electrical Code or other board-approved standards. Title 32, section 1102-C, exception A-1 says a state board permit is not required for that path. The city electrical permit is still a municipal file. Owning the home does not mean you should pull the permit and then hire someone under your name.
South Portland, Westbrook, Scarborough, Gorham, and Falmouth file at their own counters. A quote that only says “we handle the permit” should name the town on the address.
Price, without inventing one
Goodnow Electric’s panel-upgrades page publishes one Southern Maine band and does not hide the caveat. Most residential panel upgrades are printed at $1,500 to $4,000. They say you get a free on-site estimate before work begins. We will not average them. We are not inventing a harbor midpoint from this band.
Maine license lookup is public. Ask for the Electricians’ Examining Board number and check it before you sign. One shop advertises this work on their own site and prints a license number. Aces Highlands’ Portland panel page names Federal Pacific, FPE Stab-Lok, and Zinsco. The same shop’s About page prints License #MS60023157. They write daily work across Portland, South Portland, Westbrook, Scarborough, and Gorham. They are listed for the panel letter, not as a Southern Maine directory.
Directory-only shops are omitted. A page that names these brands and does not print a Maine electrician license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed city or town electrical permit, the passed municipal inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Permit
City of Portland Permitting and Inspections Department
Who pulls it: Permitting and Inspections is at 389 Congress Street, Room 315, Portland, ME 04101. Questions go to 207-874-8703 or permitting@portlandmaine.gov. Building, fire, electrical, plumbing, and HVAC applications have to be submitted online through the city’s Citizen Self Service portal. The city’s online-application instructions are blunt. The Permitting Division no longer accepts those applications by fax, email, regular mail, or in person. Inspection scheduling still uses the permit number and 207-874-8703. Maine Title 32, section 1201-A, exception 13 lets a person make electrical installations in an existing single-family dwelling that person occupies and owns, if the work conforms to the National Electrical Code or other standards approved by the Electricians’ Examining Board. Title 32, section 1102-C, exception A-1 says a board permit is not required for that same owner-occupant path. The city electrical permit is a separate municipal file. South Portland, Westbrook, Scarborough, and Falmouth each have their own building official.
South Portland, Westbrook, Scarborough, Gorham, and Falmouth file at their own counters. A quote that only says we handle the permit should name the town on the address. Maine electrical licensing is the Electricians’ Examining Board. Ask for the MS- number they will put on the city file.
Utility coordination
Central Maine Power on Portland bills
Who disconnects: Central Maine Power’s Electricians Handbook is blunt. The customer shall not permit any person, except an authorized representative of the company, to break any seals, do any work on or attach anything to any meter or other company apparatus located on the customer’s premises except with the written authorization of the company. CMP’s 2023 electrician-pull policy is the written authorization for one class of job. A Maine licensed electrician completing work that requires a simple service disconnect by temporarily removing the meter can file CMP’s Electrician Pull Meter Request. That form is for single-phase, single-meter locations. CMP inspects and secures the meter and enclosure after the work. The August 24, 2023 announcement says licensed electricians may disconnect and reconnect common home meters when the meter is single phase and self-contained, after they notify CMP through the portal. Homeowners are not on that list. That is not a homeowner meter-pull path.
Outage window: Central Maine Power does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Portland addresses are Central Maine Power. A like-for-like panel swap still needs the city inspection and the CMP electrician-pull ticket or a CMP disconnect. A service-size change is still a utility coordination job, not a helper cutting the seal.
What to hand the insurer
- Closed City of Portland or suburban electrical permit
- Passed municipal inspection
- Invoice showing the Maine electrician license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
