Federal Pacific panel replacement in Salinas

Salinas Permit Services takes city permit applications through its Paperless Permit Portal. PG&E's Form 79-1227 keeps meter removal and reinstallation with PG&E personnel or PG&E's authorized agents.

Plan on two applications for a Salinas panel job that pulls the meter. The city one goes through Permit Services and its Paperless Permit Portal. The other goes to PG&E, which treats a meter removal as its own application under the Greenbook.

Form 79-1227 sets the terms on PG&E's side. Only PG&E personnel or PG&E's authorized agents may remove or reinstall a PG&E meter, and no applicant, agent, or other non-PG&E third party may breach the seal around it. A city permit with your electrician's name on it changes neither rule.

What the utilities actually wrote

Confirm the logo on the bill before anyone prices the job. The bold lines below are quoted from PG&E's Greenbook and from Form 79-1227.

The Greenbook lists what applicants may not do. Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment (including, but not limited to, PG&E’s electric or gas meters and energized distribution system).

State law prohibits tampering with or connecting to utility property without PG&E’s consent and may result in legal penalties.

Form 79-1227 is PG&E's authorization for an agent to request PG&E work. Only PG&E personnel and/or PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter.

No PG&E page we read gives a power-off time for a residential panel swap.

Coastal Power's panel page says it manages the PG&E paperwork and coordination, the city or AHJ permit, and inspection scheduling. That is a contractor field note.

Permits in Salinas

Permit Services keeps its counter at 65 West Alisal Street. Call 831-758-7251 before you go.

Who pulls the permit matters. The application goes in through the city's portal. Counter hours run from 8:00 a.m. to 5:00 p.m. on weekdays, except the first Friday of each month, when the counter closes at 1:00 p.m.

For an address in unincorporated Monterey County, the permit comes from the County Permit Center at 1441 Schilling Place, (831) 755-5025. Its counter is open 8 a.m. to 4 p.m. on weekdays, and electrical panels go through the Simple Permits line there. Have each bidder name the issuing office on the quote, Permit Services or the County Permit Center.

If you plan to do the work yourself, the state sets the terms. Under Business and Professions Code section 7044, as CSLB's owner-builder page explains it, a homeowner improving a principal residence is exempt from contractor licensing if the work is done before any sale, the homeowner lived there for the 12 months before the work is finished, and the exemption has not been used on more than two structures in any three-year period. Monterey County's permit page says a construction permit can be issued to a property owner for work on a single-family or duplex residence. For a city permit, ask Permit Services what it needs from an owner-builder.

Price, without inventing one

The Salinas shop on this page publishes no panel price, so both bands come from outside the city. Fisher wrote its band on a Scotts Valley page for the whole Central Coast, and 5 Star wrote its band for San Luis Obispo County. Neither shop priced a Salinas house.

Fisher gives $2,000 to $6,000 for panel replacement across the Central Coast, with most homeowners paying about $3,000 to $4,000. 5 Star puts a main panel replacement, with the meter and service left where they are, at $3,000 to $4,000. The same $3,000 to $4,000 shows up on both pages, but Fisher gives it as what most homeowners pay inside a much wider band, and 5 Star gives it for a swap that leaves the meter and service alone. Those two systems do not match. We will not average them. We are not inventing an Alisal Street midpoint from either system.

Coastal Power prints Lic #1123533 on its contact page and in the footer of its panel page, which names Federal Pacific, Zinsco, Sylvania, and Challenger replacements. CSLB has 1123533 as COASTAL POWER ELECTRIC INC, at a North Main Street address in Salinas, with a C10 Electrical classification that is current and active and expires 07/31/2028.

Coastal Power is not a Panel Letter partner.

What to hand the carrier

For the carrier, gather the closed City of Salinas or Monterey County electrical permit, the passed inspection on it, and the invoice carrying the C-10 number from that permit. Photos of the old and new panel are worth adding when the letter asks, as is any load calculation or panel schedule your electrician wrote up. None of the carrier pages we read posts one standard California form for this. Ask your agent which of these papers the underwriter will look at.

Electricians who advertise this job

A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.

To get introduced, use the quote form on this page. We do not send you to the shop from here.
