The underwriter named Stab-Lok on a Coastal Bend house. Corpus Christi still wants the electrical permit at Development Services. AEP Texas still wants its own disconnect ticket before anyone breaks a meter seal.
Development Services issues the electrical permit at the Dynamic Portal or 2406 Leopard Street. AEP's Temporary Disconnect/Reconnect order is what gets the meter off. Those two systems do not match. A helper with a van cannot print that permit or cut AEP's seal.
What AEP Texas actually wrote
Start with the Meter and Service Guide. The breaking of seals by other than authorized persons or tampering with the Company's meters and measuring devices is prohibited.
The connection of any customer-owned apparatus or device to the service conductors ahead of the Company owned meters or to the meter socket without Company authorization is expressly forbidden.
The published disconnect path is a ticket, not a homeowner pull. Call AEP Texas Customer Solutions at 1-877-373-4858 and ask for a Temporary Disconnect/Reconnect order. The electrician coordinates the service disconnect, meter removal, and reconnection with AEP personnel. AEP re-energizes the service after the inspection passes. AEP then installs utility seals on the socket and the meter rings.
The city issues the electrical permit. AEP Texas will not treat a cut seal as ordinary maintenance. Those two systems do not match.
Confirm the logo on the bill. Most Corpus Christi, Flour Bluff, and Calallen addresses are AEP Texas. The energy charge still comes from a Retail Electric Provider. AEP Texas still owns the meter.
AEP Texas does not publish a guaranteed power-off hour count. RTD describes power off only for the installation period, typically four to eight hours on job day. That is a contractor field note.
Permits inside Corpus Christi and on the Coastal Bend
Inside the city, start at Development Services, 2406 Leopard Street. Electrical files go through the Dynamic Portal. Paper forms sit on the city’s Documents and Forms site. The phone is 361-826-3240.
Who pulls the permit matters. The Homeowner’s Guide lets you contract with a Texas licensed trade contractor, or obtain a homeowner permit. Homeowners performing their own electrical work on their homestead may apply for that trade permit. Replacing a meter loop or panel is on the needed-if list. Owning the home does not mean you should pull the permit and then hire someone under your name.
Portland, Robstown, Ingleside, and unincorporated Nueces County may file at a different counter than 2406 Leopard Street. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
RTD’s Corpus Christi 200-amp table publishes more than one band and does not hide the spread. Zinsco or Federal Pacific panel replacement is printed at $1,800 to $3,000. A standard 100-amp to 200-amp upgrade with a reusable meter base is printed at $1,500 to $2,200. A 60-amp to 200-amp rebuild on an older home is printed at $2,200 to $3,500.
Those lines do not describe one job. We will not average them. We are not inventing a Coastal Bend midpoint from this table.
Texas license lookup is public. Ask for the TDLR number and check it before you sign. One shop advertises this work on their own site and prints a license number. RTD’s 200-amp page names Zinsco, Federal Pacific Stab-Lok, and Pushmatic and prints TDLR License #769125. They write daily work across Corpus Christi, Flour Bluff, Calallen, and Portland. They are listed for the panel letter, not as a Coastal Bend directory.
Directory-only shops are omitted. A page that names these brands and does not print a Texas electrical license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed city electrical permit, the passed inspection, an invoice with the TDLR number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Corpus Christi shop publishes panel bands that do not describe one job. We do not invent a Coastal Bend midpoint

Standard 100-amp to 200-amp upgrade when the existing meter base can stay
Same table. A capacity upgrade with a reusable meter base is not the Zinsco or Federal Pacific replacement row.
Source: RTD Electric$2,200 to $3,500
60-amp to 200-amp full service upgrade on an older home
Same table. A 60-amp service rebuild is not a same-location panel swap. Those lines do not describe one job.

Permit
City of Corpus Christi Development Services
Who pulls it: Development Services is at 2406 Leopard Street. The phone is 361-826-3240. Electrical applications go through the city’s Dynamic Portal, or through paper forms on the Documents and Forms site. The Homeowner’s Guide to Permitting is blunt. For a mechanical, electrical, or plumbing permit you may either contract with a Texas licensed trade contractor or obtain homeowner permits. Homeowners performing their own mechanical, electrical, or plumbing work on their homestead may apply for a trade permit. Replacing a meter loop or panel is on the list that needs an electrical permit. Required inspections include rough-in, ceiling cover, and final. To check if a contractor is registered with the City, call 361-826-3240. Portland, Robstown, and unincorporated Nueces County may file at a different counter than 2406 Leopard Street.
Portland, Robstown, Ingleside, and unincorporated Nueces County may file at a different counter than 2406 Leopard Street. A quote that only says we handle the permit should name the city on the address. Texas electrical licensing is TDLR. Ask for the number they will put on the city file.
Utility coordination
AEP Texas on most Corpus Christi bills
Who disconnects: AEP Texas’s Guide for Electric Service and Meter Installations is blunt. The breaking of seals by other than authorized persons or tampering with the Company’s meters and measuring devices is prohibited. The connection of any customer-owned apparatus or device to the service conductors ahead of the Company owned meters or to the meter socket without Company authorization is expressly forbidden. AEP’s GenerLink meter-collar process is the published disconnect path. Contact AEP Texas Customer Solutions at 1-877-373-4858 and ask for a Temporary Disconnect/Reconnect order. The electrician or electrical contractor coordinates the service disconnect, meter removal, and service reconnection with AEP Texas personnel. AEP re-energizes the service after the electrical inspection passes and installs utility seals on the socket and meter rings. That is not a homeowner meter-pull path.
Outage window: AEP Texas does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Corpus Christi, Flour Bluff, and Calallen addresses are AEP Texas. The bill still names a Retail Electric Provider for the energy. AEP Texas still owns the wires and the meter. A like-for-like panel swap still needs the AEP disconnect ticket and the city inspection. A service-size change is still AEP’s disconnect and reconnect, not a helper cutting the seal.
What to hand the insurer
- Closed City of Corpus Christi or other municipal electrical permit
- Passed Development Services inspection
- Invoice showing the TDLR license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
