Summer load plus a Camp Fire-era generator is how a lot of Chico letters start. The carrier still named Federal Pacific on the panel.
The city inspector will not pull a PG&E meter. PG&E will not print the 411 Main Street electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Chico bills are PG&E. Confirm the logo on the bill before anyone prices the job.
Start with the Greenbook. Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters.
State law prohibits tampering with or connecting to utility property without PG&E’s consent.
If the meter has to come off, the ticket goes through PG&E’s application process. Form 79-1227 is the seal rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter.
Applicants, their agent, or any non-PG&E third party may not access or breach the seal surrounding PG&E’s electric meter. That is not a homeowner meter-pull path.
PG&E does not publish a guaranteed power-off hour count.
Permits in Chico and in Butte County
Inside Chico, start at the Building Division, Chico Municipal Building, 411 Main Street. The phone is 530-896-7200. Files go through eTRAKiT.
Who pulls the permit matters. The city’s FAQ wants an electrical permit for alterations, changes, and replacements of wiring and equipment. That same FAQ lets a homeowner pull a permit on an owner-occupied single-family or duplex building. Contractors still need a City of Chico business license and a current California contractor license. Owning the home does not mean you should pull the permit and then hire someone under your name.
Paradise, Magalia, Oroville, Durham, and unincorporated Butte County file at their own counters. A quote that only says “we handle the permit” should name the city on the address.
Price, without inventing one
One Chico contractor page publishes two California bands and does not hide the split.
Jackson Electric’s July 31, 2026 cost guide prints a typical residential upgrade at $1,300 to $3,000. The same page prints most Chico projects at $1,500 to $3,000. Those two lines do not match. We will not average them. We are not inventing a Bidwell midpoint from either line.
CSLB lookup is public. Ask for the C-10 number and check it before you sign. One shop advertises this work on their own site and prints a license number. Jackson Electric’s Chico page names Federal Pacific or Zinsco panels on pre-1980 houses. The shop’s own emergency page prints CSLB C-10 License No. 580472. They write daily work across Chico, Paradise, and Oroville. They are listed for the panel letter, not as a Butte County directory.
Directory-only shops are omitted. A page that names these brands and does not print a C-10 number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed City of Chico, Butte County, or other municipal electrical permit, the passed building-division inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.

Permit
City of Chico Building Division
Who pulls it: The Building Division sits in the Chico Municipal Building, 411 Main Street, Chico, CA 95928. The front office is 530-896-7200. Many files run through eTRAKiT. The city’s Building FAQs are blunt. An electrical permit covers new installations, additions, extensions, alterations, changes, and fire and accident repairs of electrical wiring and equipment. Permits may be issued to property owners for work on owner-occupied single-family or duplex buildings, to licensed contractors, or to certified agents with a letter of authorization. Contractors need a current City of Chico business license and a current State of California contractor license. Paradise, Magalia, Oroville, and unincorporated Butte County are not the 411 Main Street file.
Paradise, Magalia, Oroville, Durham, and unincorporated Butte County file at their own counters. A quote that only says we handle the permit should name the city on the address. California licensing for this work is CSLB C-10. Ask for the number they will put on the Chico or Butte County file.
Utility coordination
PG&E on most Chico bills
Who disconnects: PG&E’s Electric and Gas Service Requirements (Greenbook) list what applicants and contractors must not do. Applicants are not allowed to install any device, disconnect, or connect to PG&E’s service or equipment, including PG&E’s electric meters. State law prohibits tampering with or connecting to utility property without PG&E’s consent. If service disconnection or meter removal is needed, applicants must contact PG&E through the application process. Electric Form 79-1227 repeats the meter rule. Only PG&E personnel and PG&E’s authorized agents are permitted to remove or reinstall a PG&E meter. Applicants, their agent, or any non-PG&E third party may not access or breach the seal surrounding PG&E’s electric meter. That is not a homeowner meter-pull path.
Outage window: PG&E does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Chico, Paradise, and Oroville addresses still have PG&E on the delivery side. A like-for-like panel swap still needs the PG&E ticket and the city or county inspection. A service-size change is a PG&E project application as well as the building permit. Jackson Electric writes that most panel upgrades finish in a single day of on-site work. That is a contractor field note.
What to hand the insurer
- Closed City of Chico, Butte County, or other municipal electrical permit
- Passed building-division inspection
- Invoice showing the California C-10 license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
