Escondido’s July 2026 fee guide lists a residential service panel upgrade at a $176 base fee. Raceway’s Escondido page calls the shop a Zinsco and Federal Pacific specialist, and the license it shows is C10 LIC# 674638.
Escondido permits come from the Building Division. On a same-location SDG&E rewire, the city’s inspection of the new meter panel is what releases power.
What the utility actually wrote
Confirm the logo on the bill before anyone prices the job.
SDG&E delivers power to Escondido homes and does the meter work. Its August 2026 Electric Rewire fact sheet covers a service rewire, and the request starts at sdge.com/apply-service.
SDG&E then assigns a Project Manager, who provides a work order naming the approved meter location and any fees, contracts or documents tied to the project.
On a same-location job, you contact the Project Manager to schedule an SDG&E crew to disconnect the meter and service, and you schedule the city inspection for the same day. The crew arrives in the morning. After the city inspects the new meter panel, it notifies SDG&E of completion by 2:00 p.m. so service can be restored. The sheet says this takes coordination among the homeowner or electrician and the city inspectors.
If the meter panel moves, the city notifies SDG&E within two business days. You then contact the Project Manager to schedule the disconnect and reconnect when you are ready.
Clean Energy Alliance supplies the generation on Escondido bills. Customers in its territory are enrolled automatically, enrollment in Escondido took place in April 2023, and a customer can opt up, opt down or opt out. SDG&E still delivers the power and handles billing, so the rewire request still goes to SDG&E.
The sheet gives the same-day steps but no outage length.
Permits for an Escondido address
Building Division: first floor of City Hall, 201 North Broadway.
Who pulls the permit matters. Escondido requires an owner-builder verification form on every owner-builder project, and the counter hands it out. In the city’s owner-builder declaration, the owner signs that they are the responsible party of record on the permit. It also tells the owner that a permit filed under a licensed contractor’s name may keep the financial risk off them.
The Building page says Commercial and Residential Trade (MEP) permits go through the city portal, and other permit types start with an emailed or counter application. Ask the counter which one a panel swap uses.
The Building page prints counter hours of Monday through Friday, 8 a.m. to 5 p.m. The staff directory prints 8 a.m. to 3 p.m., Monday through Thursday. The two city pages give different hours.
The 2026 Fee Guide lists Service Panel Upgrade, Residential, at $176 per permit as a base fee, and other applicable fees are assessed per permit. Where electrical review applies, the electrical inspection fee is the base fee times 0.10.
If Raceway takes the job, the Escondido permit should list 674638 as the contractor.
Price, without inventing one
The $176 in the fee guide is a permit base fee, not an install price.
Landers’ Escondido page prints $3,500 to $5,500 for an overhead-service panel upgrade and $7,000 to $20,000 for underground service, and says its prices include the city permit fees and final inspection. RCH’s North County page prints a 100-amp to 200-amp service upgrade from $5,500, with no ceiling. Those two systems do not match. We will not average them.
On the CSLB record for 674638, read 10/31/2026 at 6:07:07 PM, RACEWAY ELECTRIC INC is current and active until 03/31/2027, with a Santee post-office box as its address. The State Compensation Insurance Fund policy on that license runs to 05/16/2027. Raceway is the listed shop. Landers and RCH supply prices and nothing more.
Directory-only shops are omitted. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
Start with the closed Escondido permit record and the final inspection marked passed. Raceway’s invoice goes in only when its C-10 is the one on the permit. Send photos or a circuit directory only if your carrier’s letter asks for them.
Typical replacement cost
The $176 in Escondido’s fee guide is a permit base fee, not an install price. Landers prices by service type and RCH prints only a starting price

Overhead-service panel upgrade range on Landers’ own Escondido page
Landers calls this the typical range for an overhead-service upgrade in the Escondido area and prints $7,000 to $20,000 for underground service. Its prices include SDG&E coordination, city permit fees, labor, materials and the final inspection. Cost source only.

City of Escondido Building Division
Who pulls it: Escondido’s Building Division is on the first floor of City Hall, 201 N. Broadway, Escondido, CA 92025. The counter phone is (760) 839-4647, and written applications can go to the division by email. The Building page prints counter hours of Monday through Friday, 8 a.m. to 5 p.m. The staff directory prints 8 a.m. to 3 p.m., Monday through Thursday, so the two city pages give different hours. The Building page says Commercial and Residential Trade (MEP) permits must use the city portal at cwols.escondido.org/Portal, while other permit types start with an emailed or counter application. Ask the counter which one a panel swap uses. The 2026 Fee Guide, updated July 2026, lists Service Panel Upgrade, Residential, at $176 per permit as a base fee, and its footnote says other applicable fees are assessed per permit. For permits that need electrical review, the guide adds an electrical inspection fee of the base fee times 0.10, and plan check is 75 percent of the permit fee. The city requires an owner-builder verification form on every owner-builder project, and staff hand it out. In the city’s owner-builder declaration, the owner signs that they are the responsible party of record on the permit and may protect themselves from financial risk by hiring a licensed contractor to file the permit in the contractor’s name. The Building page says inspections are no longer scheduled by phone or on the website and now go through the city portal.
Who pulls the permit matters. Escondido requires an owner-builder verification form on every owner-builder project. If Raceway takes the job, the Escondido permit should list 674638 as the contractor.
Utility coordination
SDG&E same-location rewire: city inspection and a 2:00 p.m. notice
Who disconnects: Read the electric logo first. SDG&E delivers power to Escondido homes and does the meter work. Its August 2026 Electric Rewire fact sheet covers a service rewire, and the request starts at sdge.com/apply-service. SDG&E assigns a Project Manager, who provides a work order naming the approved meter location and any fees, contracts or documents tied to the project. SDG&E still delivers the power and handles billing. Confirm the logo on the bill before anyone prices the job.
Outage window: SDG&E’s August 2026 rewire sheet gives the same-day steps but no outage length.
Same-day power return depends on the city reporting the passed inspection to SDG&E by 2:00 p.m.

As an Owner-Builder I am the responsible party of record on the permit. A frequent practice of unlicensed persons is to have the property owner obtain an Owner Builder building permit.
