New Hanover County wants the electrical permit before Duke Energy pulls the meter. One Wilmington shop names Federal Pacific and Zinsco on its own site and prints a North Carolina license number.
The county inspector will not own the Duke Energy seal. Duke Energy will not print the Government Center electrical permit. Those two systems do not match. A helper with a van cannot stand in for either one.
What the utilities actually wrote
Most Wilmington and New Hanover County bills are Duke Energy. Confirm the logo on the bill before anyone prices the job.
Start with the April 2026 Service Requirements Manual. The customer is held responsible for breaking seals, tampering, or interfering with company meters.
No one except authorized employees or agents of the company may repair or adjust a company meter or other company equipment.
A licensed electrical contractor shall notify the company before breaking and removing the meter seal, and notify the company immediately following any work so Duke can re-inspect and replace a company seal. Service connections and company-owned meters shall not be removed or relocated except by company employees or duly authorized representatives.
That is not a homeowner meter-pull path.
New Hanover County Building Safety emails a power release to Duke or Piedmont after an approved inspection. Allow 24 to 48 hours for that release.
Duke Energy does not publish a guaranteed power-off hour count. The listed shop writes that most replacements take one day with power off 4 to 6 hours. That is a contractor field note.
Permits in Wilmington and in New Hanover County
Inside the county, start at Building Safety, 230 Government Center Drive, Suite 170. The phone is 910-798-7308.
Who pulls the permit matters. N.C.G.S. 160D-1110 still wants a permit for electrical system replacement. Owning the home does not mean you should pull the permit and then hire someone under your name.
Leland is Brunswick County. Hampstead is Pender County. Those are not the Government Center file. A quote that only says “we handle the permit” should name the county on the address.
Price, without inventing one
Two contractor pages publish panel bands and do not hide the split.
A Naples shop’s cost guide prints FPE, Zinsco, or Challenger replacement at $3,200 to $5,200. Stevenson’s Palm Coast page prints FPE, Zinsco, or Challenger replacement at $2,200 to $3,000. Both of these are Florida prices, not North Carolina ones. Use them only to see that published bands disagree, and get a Wilmington quote in writing. Those two systems do not match. We will not average them. We are not inventing a Government Center midpoint from either system.
North Carolina license lookup is public. Ask for the NCBEEC number and check it before you sign. One shop advertises this work on their own site and prints a license number. The Wilmington dangerous-panels page names Federal Pacific, Zinsco, Challenger, and Pushmatic. The shop’s own site prints 27821-L. They write daily work from Wilmington. They are listed for the panel letter, not as a New Hanover County directory.
Directory-only shops are omitted. A page that names these brands and does not print a North Carolina license number is not a listing. The listed shop is not affiliated with Panel Letter.
What to hand the carrier
The useful packet is the closed New Hanover County, Brunswick County, or Pender County electrical permit, the passed electrical inspection, an invoice with the license number that was on the permit, and photos if the letter asks. If your electrician produces a load calculation or panel schedule, send that too. We did not find a carrier page that publishes a single statewide sticker form. Ask the agent what they will actually open.
Typical replacement cost
One Naples shop and one Palm Coast shop publish Florida panel bands that do not match. We are not inventing a Government Center midpoint from them

Permit
New Hanover County Building Safety
Who pulls it: Building Safety sits at 230 Government Center Drive, Suite 170, Wilmington, NC 28403. The published phone is 910-798-7308. Permit questions go to coast@nhcgov.com. Plan reviewers on the county FAQ are available 8:00 a.m. to 5:00 p.m. weekdays. Inspection requests on COAST are due before 3:30 p.m. for the next business day. Leland is Brunswick County. Hampstead is Pender County. Those are not the Government Center file.
N.C.G.S. 160D-1110 still wants a permit for electrical system replacement. The county FAQ is blunt about power release. A power release is processed and emailed to Duke or Piedmont after an approved inspection. Allow 24 to 48 hours for that release. A quote that only says we handle the permit should name New Hanover, Brunswick, or Pender on the address. North Carolina electrical-contractor advertising is the NCBEEC number. Ask for the number they will put on the Building Safety file.
Utility coordination
Duke Energy on most Wilmington bills
Who disconnects: Duke Energy’s April 2026 Service Requirements Manual is blunt. The customer is held responsible for breaking seals, tampering, or interfering with company meters. No one except authorized employees or agents of the company may repair or adjust a company meter or other company equipment. A licensed electrical contractor shall notify the company before breaking and removing the meter seal to perform work, and shall notify the company immediately following any work so the company can re-inspect the facilities and replace a company seal. Service connections and company-owned meters shall not be removed or relocated except by employees or duly authorized representatives of the company. That is not a homeowner meter-pull path.
Outage window: Duke Energy does not publish a guaranteed power-off hour count for a residential panel swap.
Confirm the logo on the bill before anyone prices the job. Most Wilmington and New Hanover County addresses are Duke Energy. A like-for-like panel swap still needs the county inspection and that Duke notice. A service-size change is still the company’s disconnect and reconnect, not a helper cutting the seal. New Hanover County emails the power release to Duke or Piedmont after an approved inspection. Allow 24 to 48 hours for that release.
What to hand the insurer
- Closed New Hanover County, Brunswick County, or Pender County electrical permit
- Passed electrical inspection
- Duke Energy reconnect record if the job needed one
- Invoice showing the North Carolina electrical contractor license used on the permit
- Photos of the old and new panel if the carrier’s letter asks for them
- Load calculation or panel schedule if the electrician produced one
Ask your agent for the exact list. Carriers do not publish a single national checklist.
Electricians who advertise this job
A shop is listed only if it advertises Federal Pacific, Zinsco, or insurance-driven panel replacement on its own site and prints a license number there. Trade-association locators already exist. We will not pad this list. Verify the license before you hire.
To get introduced, use the quote form on this page. We do not send you to the shop from here.
